Nghe An: Approved the policy of adjusting the investment project of Cua Lo deep-water port with a total amount of 3,896 billion VND
(Baonghean.vn) - The Cua Lo deep-water seaport construction and business project is expected to start in 2023. When completed, it will contribute to removing strategic infrastructure bottlenecks for the province, meeting the needs of import and export of goods and socio-economic development of Nghe An province.
On the morning of February 27, the Provincial Party Standing Committee held a regular meeting for February 2023. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

INVESTOR INVESTS IN THE ENTIRE MARITIME INFRASTRUCTURE PROJECT AT THE DEEP-WATER PORT AREA
At the meeting, the Provincial Party Standing Committee considered the proposal to approve the adjustment of the investment project to build and operate Cua Lo deep-water port in Nghi Thiet commune, Nghi Loc district.
The Provincial People's Committee approved the International Transport Development Investment Joint Stock Company's investment in the construction of the Cua Lo port expansion project (in the Southeast Economic Zone) in Nghi Thiet commune, Nghi Loc district on April 8, 2010.

The project was funded and invested by North Asia Commercial Joint Stock Bank. International Transport Development Investment Joint Stock Company hired Japan Port Consultant Ltd. to conduct the survey, research and prepare planning and design documents, with the cooperation of other consulting organizations (Royal Haskoning Vietnam of the Netherlands, Dohwa Engineering of Korea, ESG Vietnam).
The investor held a groundbreaking ceremony on December 7, 2010 with a construction scale including: 1 wharf for 30,000DWT ships, 252m long; 1 wharf for 50,000DWT ships, 285m long...
Capacity of 4-5 million tons of goods per year. Land use area is 20 hectares. Total investment capital is 3,300 billion VND. However, due to many objective difficulties, the project has been stalled for many years.

Since the beginning of 2021, the investor has restarted the project, including the implementation of a detailed construction plan at a scale of 1/500 for the administrative area and warehouse (port rear phase 1).
At the working session, the Standing Committee of Nghe An Provincial Party Committee considered the proposal to approve the adjustment of the investment project to build and operate Cua Lo deep-water port in Nghi Thiet commune, Nghi Loc district, submitted by the Party Committee of the Provincial People's Committee.

The project scale includes the Port Area with 1 wharf for 30,000 DWT ships and 1 wharf for 50,000 DWT ships. Other maritime infrastructure items include: 1,470m long breakwater, shipping channel and maritime safety signaling equipment.
The 20-hectare port rear area will be synchronously constructed with technical infrastructure works and factories in accordance with the detailed construction plan approved by the Provincial People's Committee. The total registered investment capital is 3,896 billion VND, an increase of 596 billion VND compared to before.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that submitting to the Provincial Party Committee Standing Committee is the unification stage to implement the adjustment of the investment policy; then carry out investment procedures to ensure the project's commencement.
Therefore, after being approved by the Provincial Party Standing Committee, the Provincial People's Committee will direct the Southeast Economic Zone Management Board to coordinate with investors to carry out procedures to achieve the desired construction progress by the end of the second quarter of 2023.
The Chairman of the Provincial People's Committee also said that currently, the Provincial People's Committee has worked with investors to ensure equity capital according to regulations; at the same time, directed the Management Board of the Southeast Economic Zone to coordinate with relevant sectors and localities to carry out site clearance work.

In addition to this project, Nghe An will allocate budget to invest in building an approach bridge connecting National Highway 7C with Cua Lo Deepwater Port. Currently, procedures are being carried out and the Party Committee of the Provincial People's Committee will submit to the Provincial Party Committee Standing Committee the investment policy for the above approach bridge project, the goal is to ensure the synchronous commencement of construction with the investment project to build and operate Cua Lo Deepwater Port.
It is known that at the 11th Session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, the Provincial People's Council passed a Resolution stipulating the regulation of 100% of the provincial budget revenue from land use fees for 4 projects (Song Lam Urban Area in Hung Dung Ward, Vinh City; Song Lam Exhibition Urban Area, Hung Dung Ward, Vinh City; Urban Area in Hung Loc Commune, Vinh City; Urban Area in Nghi Phu Commune and Hung Loc Commune, Vinh City) to create capital to implement compensation and support site clearance for 2 projects, including the Investment Project to build a bridge connecting National Highway 7C with Cua Lo Deepwater Port.
STRICTLY LICENSING PROJECTS IN ACCORDANCE WITH REGULATIONS, URGING EARLY CONSTRUCTION COMMENCEMENT
Concluding this content, on behalf of the Provincial Party Standing Committee, Provincial Party Secretary Thai Thanh Quy agreed with the policy of adjusting the investment project to build and operate Cua Lo deep-water port in Nghi Thiet commune, Nghi Loc district.

The Provincial Party Committee Standing Committee assigned the Provincial People's Committee to lead the implementation of the next steps of the project to ensure strict compliance with legal regulations. In particular, the Provincial Party Committee Standing Committee noted that the Provincial People's Committee should determine and review the project's progress closely and ensure feasibility in the process of granting new investment certificates, especially the investor ensuring capital for implementation.
The head of the Provincial Party Committee also requested that the Provincial People's Committee urge the project to be deployed soon, trying to start construction by the end of the second quarter and the beginning of the third quarter of 2023.
Also at the working session, the Provincial Party Standing Committee approved the policy of investing in drainage canals around WHA 2 Industrial Park; listened to the coordination report in preparation for submitting to the Politburo a summary of 10 years of implementing Resolution No. 26 NQ-TW dated July 30, 2013 on directions and tasks for developing Nghe An province until 2020.
