Nghe An approves draft plan to reorganize Party and government apparatus
On the afternoon of January 21, the Steering Committee summarizing the implementation of Resolution 18-NQ/TW held a meeting to listen to and give opinions on the contents of the plan to rearrange and streamline the organizational apparatus. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee chaired and conducted the meeting.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with members of the Steering Committee and members of the Steering Committee's Working Group.

Establishment of Party Committees of provincial Party agencies and Provincial People's Committee Party Committee
At the meeting, the Provincial Party Committee's Organizing Committee reported on the draft plan to reorganize the Party apparatus at the provincial and district levels, the Vietnam Fatherland Front and socio-political organizations at the provincial level.
Regarding the project to merge the Provincial Party Committee's Propaganda and Education Department and the Provincial Party Committee's Mass Mobilization Department, the name after the merger is the Provincial Party Committee's Propaganda and Education Department. Regarding the organizational structure, the leadership of the department includes the Head of the department and 4 Deputy Heads of the department. At the time of merger, the number of department leaders may be higher but must not exceed the total number of department leaders before the merger.

The project to establish Party Committees of provincial Party agencies has 17 grassroots party organizations, with 692 party members, including grassroots party organizations: advisory and support agencies of the Provincial Party Committee, Provincial Political School, Nghe An Newspaper, Provincial National Assembly Delegation, Provincial People's Council, Provincial Fatherland Front and provincial socio-political organizations, Provincial People's Procuracy, Provincial People's Court.
The project to establish the Provincial People's Committee Party Committee has 69 grassroots party organizations and 7,378 party members, including 53 grassroots party organizations with 5,514 party members under the Provincial Agencies Party Committee and 16 grassroots party organizations with 1,864 party members under the Provincial Enterprises Party Committee.

The Provincial Party Standing Committee will issue a Decision to terminate the operation of the Provincial Cadre Health Care and Protection Board. After that, establish a Steering Committee for the Protection and Health Care of Provincial Cadres (operating concurrently); Complete the Professional Council; Maintain the Provincial Cadre Health Clinic at Nghe An General Hospital.
The provincial Fatherland Front retains 4 internal focal points. The provincial Labor Federation reduces 1 committee and 4 industry unions. The provincial Women's Union dissolves the Vocational Training and Job Introduction Center. The provincial Youth Union, the provincial Farmers' Association, and the provincial Veterans' Association continue to maintain their current apparatus.

The Party Committee of the Provincial People's Committee reported a draft plan to reorganize and streamline the provincial government apparatus. For specialized agencies and equivalent provincial agencies, before the reorganization, there were 21 departments, branches, and equivalent agencies. After the reorganization, there are 15 departments, branches, and equivalent agencies remaining, a reduction of 6 departments, equivalent to 28.57%.
The number of constituent units under the department before the arrangement was 151 rooms, after the arrangement there were 122 rooms, a decrease of 29 rooms, equivalent to 19.21%. The number of public service units under the department decreased from 201 units to 190 units, a decrease of 11 units, equivalent to 5.47%.

For public service units under the Provincial People's Committee, the total number of units before the arrangement was 12 units, after the arrangement there were 11 units, a decrease of 1 unit, equivalent to 8.33%. The number of constituent units of public service units before the arrangement was 84 departments, after the arrangement there were 61 departments, a decrease of 23 organizations, equivalent to 27.38%.
In addition, merging the Department of Planning and Investment with the Department of Finance will reduce 6 departments. Merging the Department of Construction with the Department of Transport will reduce 4 departments and 1 public service unit. Merging the Department of Information and Communications with the Department of Science and Technology will reduce 2 departments.

Merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development reduces 6 departments and 5 public service units. Merging the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs reduces 3 units. Merging the Department of Culture and Sports with the Department of Tourism reduces 4 departments and 1 public service unit.
The plan to arrange and streamline the provincial government apparatus also clearly states the review of the internal organization of departments, branches, and sectors and the arrangement plan at public service units under the Provincial People's Committee; the plan to handle personnel, finance, and assets.

At the meeting, members of the Steering Committee spoke, reported, and explained the contents of the organizational restructuring plan and gave opinions on some contents of the projects and plans.

Concluding the meeting, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee highly appreciated the efforts of the assigned agencies and relevant agencies in implementing the projects and plans to reorganize the apparatus.
Affirming that the work of streamlining the organizational apparatus is something that cannot be avoided, no matter how difficult it is, it must be done, the Provincial Party Secretary emphasized that the Provincial Steering Committee and the Provincial Party Standing Committee agreed to submit to the Provincial Party Executive Committee for consideration and decision according to their authority on plans to reorganize the apparatus based on the reports of the Provincial Party Organization Committee and the Party Personnel Committee of the Provincial People's Committee.

Regarding the plan to reorganize the Party apparatus at the provincial and district levels, the Fatherland Front and socio-political organizations at the provincial level, the following projects must be agreed upon: Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; establishing Party Committees of provincial Party agencies and the Provincial People's Committee Party Committee; terminating the operation of the Provincial Cadre Health Care and Protection Committee and reorganizing; terminating the operation of the Provincial Agencies Party Committee, the Provincial Enterprises Party Committee and terminating the operation of the Party Executive Committees.
To implement the projects, the Provincial Party Secretary assigned the Provincial Party Committee's Organizing Committee to preside over and coordinate with relevant units to complete the draft Proposal of the Provincial Party Committee Standing Committee to submit to the Provincial Party Executive Committee for consideration and decision on the above contents and related contents.

The Provincial Party Committee's Organizing Committee coordinates with relevant agencies and units to carefully review and complete regulations related to the functions, tasks, and organizational structure of the Provincial Party Committee's Propaganda and Mass Mobilization Department; regulates the functions, tasks, organizational structure, and drafts working regulations of the Party Committees of the provincial Party agencies and the Party Committee of the Provincial People's Committee to submit to the Provincial Party Committee Standing Committee for consideration, after being approved by the Provincial Party Committee Executive Committee.
At the same time, guide the Party Committees of provincial Party agencies and the Provincial People's Committee Party Committee to promulgate regulations on functions, tasks, and organizational structure of specialized advisory and support agencies accordingly.

The Provincial Party Committee Office and the Department of Finance provide guidance on the transfer of finance and collateral according to regulations; especially regarding the working headquarters, agreeing on the view of only arranging one working location.
Regarding the projects and plans to arrange and streamline the provincial government apparatus, the Provincial Party Secretary emphasized that he agreed with the proposal of the Party Committee of the Provincial People's Committee and requested that relevant agencies and units complete the project to arrange the apparatus for approval, ensuring that the apparatus after the merger and arrangement can operate immediately, without creating gaps, ensuring effectiveness and efficiency. For units that have not completed the project, continue to study the arrangement of internal contacts.

The Provincial Party Secretary especially noted that issues that have been approved by the Central Committee, the Provincial Steering Committee and the Provincial Party Committee must be urgently completed and all conditions prepared for implementation. Contents under the province's authority that have their own characteristics and specificities must continue to be studied and decided in the spirit of convincing explanations.
Regarding personnel work, the Provincial Party Secretary emphasized that the Provincial Party Standing Committee will consider and decide according to its authority; issues that have been decentralized will be considered during the implementation process.

Emphasizing the urgent implementation time, Provincial Party Secretary Nguyen Duc Trung requested that the plan to reorganize the Party apparatus at the provincial and district levels, the Fatherland Front and socio-political organizations at the provincial level must be completed before February 15, 2025. The plan to reorganize and streamline the provincial government apparatus must be completed no later than February 21, 2025.
To ensure the progress and quality of the plans for organizational restructuring, Provincial Party Secretary Nguyen Duc Trung directed that they must be seriously and fully implemented to meet the requirements. During this process, it is necessary to continue to pay attention to doing a good job of ideological work for cadres, party members, civil servants, public employees, and workers.
