Nghe An: Highlights on April 21

*On the morning of April 21, on the occasion of the successful organization of the 1st Annual Conference in 2023 of the Vietnam Bishops' Council and the inauguration ceremony of the Vinh Diocese Pastoral Center, the delegation of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Nghe An province came toCongratulations and share the joy of 2 eventsextremely meaningful and important in the life of the Catholic Church.

From April 17 to 21, at the Vinh Diocese Bishop's Palace (Nghi Loc district, Nghe An province), the first annual conference in 2023 of the Vietnam Bishops' Council took place. On this occasion, Vinh Diocese welcomed the diplomatic delegation of the Holy See to meet with the Vietnam Bishops' Council. This is the first time in its more than 170-year history that Vinh Diocese has had the honor to welcome and host the annual conference of the Vietnam Bishops' Council.

Also on the morning of April 21, Vinh Diocese held the inauguration of the Diocese's Pastoral Center. The inaugurated building is a place to organize common activities such as: liturgical celebrations, retreats, continuing education and training not only for priests and religious, but also for lay people, Pastoral Councils and associations.

Speaking at the meeting, on behalf of the provincial leaders, Nghe An Provincial Party Secretary Thai Thanh Quy respectfully sent to Archbishop Marek Zalewski; Cardinal Peter Nguyen Van Nhon, the Archbishops, Bishops representing the Dioceses in Vietnam, and the priests warm greetings and best wishes.

The Provincial Party Secretary emphasized that the Vietnam Bishops' Council's selection of Vinh Diocese as the venue for the first annual conference in 2023 affirmed its recognition and trust in the pastoral direction of the Vinh Diocese Bishop's Office, headed by Bishop Nguyen Huu Long; and trust in the love and faith in God of the Vinh Diocese's community of God's people.

Provincial Party Secretary Thai Thanh Quy affirmed that the authorities at all levels of Nghe An province consider this a joy and an opportunity to meet all members of the Vietnam Bishops' Council; at the same time, express their support for the activities of the Catholic Church in Nghe An province.

*On the morning of April 21, a working delegation of the Central Propaganda Department led by Chairman of the Vietnam Oriental Medicine Association Dau Xuan Canh came to work.survey of 15 years of implementing Directive No. 24-CT/TW of the Central Party Secretariat (10th tenure) on the development of Vietnamese Oriental Medicine and the Vietnam Oriental Medicine Association in the new situation in Nghe An province. Receiving and working with the delegation were leaders of the Provincial Party Committee's Propaganda Department and representatives of leaders of a number of relevant departments, branches and sectors.

At the meeting, the Provincial Party Committee's Propaganda Department and Nghe An Provincial Oriental Medicine Association reported on the implementation results of Directive No. 24 CT/TW.

Up to now, Nghe An Province Oriental Medicine Association has established 318 association organizations, with a total of over 1,600 members. The whole province has 1 traditional medicine hospital, 4 general hospitals and 7 provincial specialized hospitals with traditional medicine departments; 100% of district general hospitals and district medical centers have specialized treatment in Oriental medicine; 432/460 medical stations have examination and treatment with Oriental medicine.

Speaking at the meeting, the leader of the Nghe An Provincial Party Committee's Propaganda Department received the working delegation's opinions to direct and evaluate the implementation of Directive 24-CT/TW more closely to the actual situation of the province.

On the afternoon of April 21, the working delegation continued to conduct surveys at the Provincial Hospital of Traditional Medicine and Nghi Loc District General Hospital.

*On the morning of April 21, the People's Council of Nghe An province's Supervisory Delegation led by comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, had a working session with the Center for Investment, Trade and Tourism Promotion on administrative reform in the period of 2020 - 2022.

Talking to the Supervisory Delegation, comrade Nguyen Van Nam - Deputy Director in charge of the Center for Trade and Tourism Investment Promotion reflected: The problem and inadequacy arising in the unit's operation is: The Center was merged from the affiliated units of the departments and branches. However, these departments and branches still have the function of promoting trade (Department of Industry and Trade), promoting tourism (Department of Tourism), leading to overlap with the functions and tasks between the Center and these departments and branches.

When merging the centers of departments and branches as at present, the province and the functional branches advising the province on the organizational structure need to perfect the functions and tasks of the Center; cut those tasks of related departments and branches to avoid overlapping in activities" - Comrade Nguyen Van Nam proposed.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi highly appreciated the results achieved in administrative reform of the Center in recent times. At the same time, he suggested that in the coming time, the Center should build and operate a good digital data system to support investors well.

Take the lead in coordinating with relevant units to attract investment; take the lead in coordinating to resolve business recommendations.

Next, with a frank and constructive spirit, voters expressed their thoughts, aspirations and recommendations to the National Assembly, the Government, central ministries, branches and authorities at all levels to pay attention to and resolve. These issues include: Contracting, production plans and collection of revenues from Tay Hieu 2 Farm.

Some voters recommended that the National Assembly, the Government and central ministries and branches should review the current farm system to see if it should still exist; at the same time, research on transferring production land from farms to local management to hand over to people for production. Voters also suggested that the National Assembly and provincial People's Councils should research the merger of administrative units to suit the reality.
