Nghe An builds pilot safe commune in natural disaster prevention

On the morning of June 12, in Hung Nhan commune, Hung Nguyen district (Nghe An), the General Department of Natural Disaster Prevention and Control coordinated with Nghe An province to organize a conference to deploy a pilot model of communes ensuring on-site conditions for natural disaster prevention and control in new rural construction.

Mr. Nguyen Duc Quang - Director of the Department of Natural Disaster Response and Recovery, Deputy Head of the Central Steering Committee for Natural Disaster Prevention, Control and Search and Rescue chaired the conference. Also attending were members representing the National Steering Committee for Natural Disaster Prevention and Control and Search and Rescue and Nghe An province; leaders of Hung Nguyen district and Hung Nhan commune.

The pilot model of communes ensuring sufficient conditions to meet the requirements of regulations on on-site natural disaster prevention and control is a project developed by the National Center for Policy and Techniques for Natural Disaster Prevention and Control, in which 6 communes representing 6 regions of the country, in which Hung Nhan commune, Hung Nguyen district representing the North Central region was selected for the pilot implementation.

The total cost of the project is 19.74 billion VND, of which the state budget is 7.34 billion VND and the local mobilized and matched funds are about 12.4 billion VND; the project will be implemented within 26 months, starting from July 2018 to September 2020.

At the conference, the speeches of the members of the Steering Committee for Natural Disaster Prevention and Control also presented some experiences in mobilizing forces for natural disaster prevention, control and rescue, and the results of application in pilot communes. On that basis, they discussed the criteria for safe communes in natural disaster prevention and control, including conditions on organizational structure, human resources, proactive plans for natural disaster prevention and control implemented, meeting people's needs, essential infrastructure; steps and progress of project implementation, etc.

Representing Nghe An, Hung Nhan commune and Hung Nguyen district leaders also reported on the recent natural disaster and flood situation and on-site plans for prevention, response and rescue. Representatives of the Nghe An Provincial Flood and Storm Prevention and Control Steering Committee also made a number of proposals and recommendations to make natural disaster prevention and response work under the "4 on-site" motto more effective./.
