On the eve of the 20th Provincial Party Congress, term 2025-2030, many people from all walks of life sent many heartfelt opinions to the Congress.

In recent years, the education and training sector has undergone many changes, especially since the implementation of the 2018 General Education Program. In that general achievement, Nghe An's education sector has made a leap forward and is among the top in the country. This result is thanks to the attention of the Party, the participation of authorities at all levels, especially in building national standard schools and quality assessment. That has changed the appearance of schools, from facilities to teaching equipment. In addition, the teaching staff has been cared for, trained and increasingly synchronized.

The 20th Congress of Nghe An Provincial Party Committee took place in the context of the newly issued Resolution 71 of the Politburo on educational development breakthroughs, creating more confidence for educators.

In the current situation, we also determined that Resolution 71 is the key, but to implement it, synchronization is needed. In fact, after implementing the 2-level local government, from communes to schools, there are many difficulties, which are local shortages of teachers, difficulties in facilities and funding for teaching and learning. In the condition of a shortage of staff, the rate of teachers is still lower than the general level... the implementation of tasks is still difficult, especially in implementing 2-session teaching/day and other contents of the 2018 General Education Program.

On the eve of the Congress, the schools' wish is that provincial and communal authorities need to pay attention to a number of issues:

The firstIt is necessary to invest in facilities so that schools have enough classrooms, subject classrooms and auxiliary works to ensure the organization of teaching and learning and ensure the safety of students.

Monday, there needs to be investment in staff, must be sufficient in number and ensure the subject structure to help the school easily arrange teachers. In my opinion, to make key investments, it may be necessary to merge some small-scale schools.

Tuesday, to make education the top national policy, schools also hope that the Provincial People's Committee and local authorities need to continue to invest enough funds for schools to organize educational activities and purchase facilities, helping to reduce fees and reduce financial pressure on people.

Over the past years, the Provincial People's Committee and the education sector have also done very well in praising and recognizing the achievements and contributions of teachers and groups. Therefore, in the coming term, we hope that the province, the sector and the local government will continue to do well in emulation work to promptly encourage, motivate and make the teaching and learning movement of Nghe An people shine even brighter.

The Provincial Party Congress for this term is receiving special attention from cadres, party members and people at the grassroots level. As a bridge between the Party Committee, the government and the people, the people's greatest expectation now is specific and timely decisions, linked to the practical interests of the people, especially in the field of land.

Many households in the commune, especially in rural areas, have not yet been granted land use right certificates, including a large area of ​​agricultural land. This situation makes it difficult for people to invest in long-term production, due to the lack of legal basis to access bank loans, convert crops and livestock or participate in State support programs. People hope that the Provincial Party Congress will discuss and have a definitive solution to resolve the problem, ensuring the legitimate and legal rights of the people.

Land is the most important means of production for farmers. When they are granted land use rights, people can truly feel secure in their fields, boldly invest in science and technology and have long-term production plans. On the contrary, if land rights are not guaranteed, farmers will find it difficult to wholeheartedly develop the economy, and many areas of land are at risk of being abandoned or used ineffectively.

From the perspective of grassroots front cadres, we farmers always believe that the Provincial Party Congress this term will listen to the voices from the grassroots, put forward new policies and mechanisms to speed up the process of granting land use right certificates, especially for agricultural land. Because when this step is resolved, it is not only the completion of administrative procedures, but also the "key" to opening up the driving force for agricultural and rural development, contributing to improving people's lives, and strengthening people's trust in the Party.

The 20th Congress of Nghe An Provincial Party Committee for the 2025-2030 term is an important political event, receiving special attention and expectation from cadres, party members and people of all walks of life in the province. As an officer of the Commune Farmers' Association, I hope that this Congress will select a team of Executive Committee with heart, vision, and courage to lead the development of the province in the new period. Farmers are currently facing many opportunities, but also many difficulties such as climate change, unstable agricultural product consumption markets, and limited capital and science and technology. Therefore, the companionship and support from the Party Committee, government and functional agencies are extremely important.

We expect the Congress to propose specific directions and solutions to help farmers access scientific and technical advances, apply new technologies to production, expand agricultural markets, increase income, and improve living standards. In addition, it is necessary to continue to pay attention to building new rural areas, protecting the environment, and taking care of the material and spiritual lives of farmer members.

The opinions and expectations of the cadres and members of the Farmers’ Association of Tan Ky commune are also the common wishes of the majority of farmers in the whole province. Nghe An farmers are increasingly dynamic, creative, and ready to change production methods and accept new things. However, to realize the goal of getting rich from agriculture, they need more strategic guidance and practical support policies from the province.

The Provincial Party Congress is not only a place to summarize and evaluate the results of the past term, but also to open up new visions and aspirations for the development path. In the past, we only wished for peace, so that the people would suffer less. Today, seeing my homeland Nghe An gradually rise up, and the people's lives improve, I feel that the sacrifices of my generation were not in vain. However, I also hope that this Congress will make practical decisions, creating a breakthrough in socio-economic development, so that every person has a stable job and a more and more prosperous life.

What people care about most now is the quality of life: from infrastructure, healthcare, education to social security policies. A developed province is not only measured by growth numbers, but must be measured by the smiles and peace of mind of the people. I hope that the authorities at all levels will be closer to the people, listen to them and promptly resolve problems in daily life.

I believe that under the leadership of the Provincial Party Committee, Nghe An will continue to maintain political security and social order and safety, so that people can feel secure in doing business, studying, and building their homeland.

Need to pay attention and improve the quality of meals for boarding students in mountainous areas

In recent years, the socio-economic and educational infrastructure in mountainous, border and remote areas of Nghe An province has received significant investment. This has contributed to improving the quality of teaching and learning. At the same time, the Party and State's support policies for students who are ethnic minorities have been increasingly improved. However, according to the feedback of teachers working here, in order for students to continue to attend school and continue their studies, the attention and improvement of the quality of their meals needs to change. This is also the wish of many people who hope to send to the 20th Provincial Party Congress.

In recent years, people in the highland border areas have often had to face natural disasters, storms, floods and harsh weather. This has caused many difficulties in life, especially when the medical infrastructure is still limited. People earnestly hope to receive more attention and investment in medical equipment and medical staff. This will help improve the quality of medical examination, treatment and health care for the community.

After many efforts to mobilize, the awareness of people in the highlands and border areas of Nghe An province about applying technical advances in agricultural production has changed positively, thanks to which the productivity and quality of crops and livestock, such as local pigs, black chickens, upland rice, corn and potatoes, are increasingly improved. However, in order for these typical agricultural products to have stable output and high value, the province needs to strengthen support policies on expanding consumption markets, and at the same time strongly encourage investment in concentrated agricultural production.
