Replicating poverty reduction models in disadvantaged and coastal communes
(Baonghean.vn) - On the morning of November 30, in Vinh city, the Ministry of Labor, War Invalids and Social Affairs organized a scientific workshop on "Sustainable poverty reduction through livelihood diversification and replication of poverty reduction models in particularly disadvantaged communes in coastal and island areas".
In the period 2016-2020, the whole country has 291 extremely disadvantaged communes in coastal and island areas in 23 provinces that are given priority for investment in essential infrastructure and production development support according to Decision 1722/QD-TTg of the Prime Minister.

In the three years 2016-2018 alone, the central budget supported the implementation of the program for communes with VND 1,225.327 billion, including VND 830.675 billion in development investment capital and VND 394.652 billion in public service capital to support infrastructure investment, support production development, diversify livelihoods and replicate poverty reduction and labor export models in these communes.
Based on the achieved results, the Workshop on Poverty Reduction in Coastal and Island Areas aims to find solutions to promote livelihood diversification activities and replicate poverty reduction models in particularly disadvantaged communes in coastal and island areas so that these communes can escape poverty sustainably.

The presentations at the workshop will be the basis for management agencies to have more suggestions in organizing and implementing the National Target Program on Sustainable Poverty Reduction for the period 2019-2020. At the same time, there will be more solutions to support especially disadvantaged communes in coastal and island areas to achieve high efficiency; there will be long-term recommendations in the process of orienting the development of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.
Nghe An currently has 3 poor districts enjoying investment policies under Resolution 30a, 99 extremely disadvantaged communes and 184 extremely disadvantaged villages and mountainous ethnic minority areas eligible for investment under Program 135. In addition, there are 12 extremely disadvantaged communes in the coastal areas on the Prime Minister's approved list. Over the past two years, the province's poverty rate has decreased by nearly 3% each year. However, the whole province has about 9,500 poor households in extremely disadvantaged areas, unable to work and unable to escape poverty.
