(Baonghean.vn) - During the working program in Thanh Chuong district, on the afternoon of April 13, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee visited Thanh Chuong Wood Production and Trading Joint Stock Company in Thanh Huong commune.

On the afternoon of April 13, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the leaders of Thanh Chuong district, assessing the socio-economic development situation in 2020 and key tasks and solutions in 2021 in the district.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Secretary of the Provincial Party Committee of Provincial Agencies; Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee and representatives of relevant departments and branches.

AVERAGE GROWTH RATE 7.57%

Reporting to the Chairman of the Provincial People's Committee and the working delegation, Chairman of Thanh Chuong District People's Committee, Mr. Trinh Van Nha said that the average economic growth rate in the period of 2016 - 2020 of the district reached 7.57%; average income per capita in 2020 reached 41.1 million VND, 1.51 times higher than in 2015.

In the district, there have been 11 products recognized by the Provincial People's Committee as achieving 3 to 4 OCOP stars. The district has also created concentrated production areas with 4,523.3 hectares of industrial tea trees; 95.3 hectares of Dien grapefruit trees and 498.2 hectares of V2 oranges and Xa Doai oranges. Livestock breeding is identified as being linked to brand building and product consumption; the whole district has 448 farms and ranches.

Up to now, the whole district has 18 communes and 14 hamlets meeting the new rural standards; the total resources mobilized to implement the new rural program in the period of 2016 - 2020 is 664.31 billion VND, of which the internal resources mobilized from the people is 233.62 billion VND, accounting for 35.16%. Many communes are continuing to improve the quality of criteria to build communes that meet advanced new rural standards and model new rural standards.

The cultural and social fields in the district have seen many improvements in recent times. The whole district has 95The rate of schools meeting national standards is 74.8%; 1,000 people are exported to work every year; the poverty rate in 2020 decreased to 3.9%. National defense and security are maintained, social order and safety are ensured.

Thanh Chuong district strives for an average growth rate of 9.5-10.5% in the 2021-2025 period. By 2025, the average income per capita will reach 75-80 million VND; budget revenue in the area will be 415 billion VND; 81-86% of communes will meet new rural standards; 3-5 communes will meet model new rural standards; the poverty rate will be 1-1.5%.

Speaking at the working session, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested Thanh Chuong district to speed up the planning progress of the district, including building plans for industrial clusters to attract investment based on advantages in transportation, land, and human resources.

Regarding economic development, Thanh Chuong needs to identify key development areas based on agriculture, forestry and tourism. In addition, the district needs to coordinate with the Center for Investment, Trade and Tourism Promotion to "attract" investors to the area.

Sharing the same view, Secretary of the Provincial Party Committee Nguyen Nam Dinh also said that the most important issue of Thanh Chuong at this time is planning. Besides, Thanh Chuong district needs to attract businesses to invest in production and processing of agricultural products. The district also needs to strengthen discipline, administrative discipline, and accompany businesses.

PLANNING IS THE FOUNDATION THAT HELPS THANH CHUONG BREAKTHROUGH

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that Thanh Chuong has an important position in the province's economic development, but the district's conditions still face many difficulties due to its fragmented terrain. The district is also a locality with a tradition of studiousness, with many successful children.

Appreciating the socio-economic development results of the district in recent times, the Chairman of the Provincial People's Committee also said that investment attraction in the area is still limited, there are no large, breakthrough projects. Agricultural production does not have many products that create great commodity value, to build a strong brand. Budget revenue is not high, state management in some areas is still limited.

Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee said that Thanh Chuong district needs to focus on efforts to implement the goals, targets and tasks set out in the Resolution of the 31st District Party Congress, and the targets and objectives of the 5-year Socio-Economic Development Plan for the period 2021-2026. At the same time, strive to make Thanh Chuong a fairly developed district of the province by 2025.

To achieve the above goal, according to the head of the Provincial People's Committee, the first task that the district needs to pay attention to is planning, especially integrating and linking with the province's planning for the period 2021-2030, with a vision to 2050. In particular, it is necessary to plan urban areas, industrial parks and industrial zones based on traffic corridors and traffic connections.

"Regarding economic development, Thanh Chuong focuses on three words: giao, du, nong. In which, giao is investing in good transport infrastructure; du is exploiting and developing strengths,tourism potential; agriculture is the development of the strengths of agriculture".

Analyzing these three factors in depth, Chairman of the Provincial People's Committee Nguyen Duc Trung said that agriculture is still the pillar and foundation for Thanh Chuong's development. Therefore, the district must develop agriculture based on high technology application, large-scale production, creating high value and efficiency, forming chains, developing clean agriculture and organic agriculture. At the same time, building brands for agricultural products associated with output, especially tea because Thanh Chuong's tea output accounts for 65% of the whole province.

In agricultural development, the district also needs to exploit and promote the potential advantages of forestry, especially production forests. Thereby, building raw material areas, not only serving wood factories in the area but also serving as raw material inputs for other factories, when the Forestry Zone applies high technology into operation. In particular, the district must speed up the construction of new rural areas.

Regarding tourism, the district needs to awaken its potential, promote its strengths, and pursue eco-tourism, associated with spiritual tourism, and connect with other localities to form a tourism chain.

Regarding transportation, the district needs to continue to improve its traffic infrastructure, ensuring smooth traffic connections, especially the bridge system. In the context of limited budget, the district needs to combine resources to ensure the development requirements of the district in the coming time.

Comrade Nguyen Duc Trung was also particularly impressed with the studious tradition of Thanh Chuong people, many of whom have achieved success in many fields. Therefore, the district needs to effectively exploit its enormous human resources, especially those who have achieved success far from home. In addition, the district must also train human resources, including in the agricultural sector.

The Chairman of the Provincial People's Committee requested the district to strengthen administrative reforms, continue to strongly improve the investment and business environment and build a team of dedicated, professional officials and civil servants with a sense of responsibility, high public ethics, and a spirit of serving the people and businesses for the development of the district. Pay attention to social security work, pay attention to policies for social protection beneficiaries, because the poverty rate in the area is still high.

An important political task in the coming time is that the district needs to focus on implementing tasks to well prepare for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, including ensuring national defense - security, social order and safety.

Regarding the district's recommendations, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed in principle and suggested that the district coordinate with departments and branches to advise the Provincial People's Committee to consider and resolve according to its authority./.
