Vice Chairman of the Provincial People's Committee: Nghia Dan must put agriculture at the center of economic development

On the afternoon of April 27, comrade Hoang Nghia Hieu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, together with leaders of the following departments: Agriculture & Rural Development; Natural Resources and Environment; Transport; Finance; Planning and Investment, worked with leaders of Nghia Dan district to listen to and give opinions on the implementation of the district's socio-economic development plan.

High economic growth

According to the report of Nghia Dan district, the growth rate in 2019 reached 16.76%, the first quarter of 2020 reached 11.28%. The economic structure continued to shift in the right direction with the total production value in 2019 reaching: 10,872 billion VND, an increase of 8.42% compared to 2018, the first quarter of 2020 estimated at 3,087 billion VND, reaching 24.66% compared to the plan, an increase of 3.12% over the same period in 2019.

However, Nghia Dan district still has some difficulties and limitations. That is, agricultural production is not really sustainable. The implementation of agricultural restructuring, production chain linkage, and application of high technology in agriculture is not strong; there have not been many linkages between farmers and businesses.

Attracting investment in agriculture and industry is not effective, especially investment projects in processing industry associated with local products. Infrastructure and traffic infrastructure are not synchronous; commercial service infrastructure develops slowly.

At the meeting with the provincial leaders, Nghia Dan district proposed to the province a number of issues related to land, resettlement and investment attraction. To implement the project of relocating and resettling 92 households in Dong Lam hamlet and 29 households in Nghia Chinh hamlet, Nghia Lam commune in the area affected by the dairy cow farming project of TH Milk Food Joint Stock Company, the Provincial People's Committee is requested to find a solution with the enterprise to arrange funds to pay compensation for land acquisition, resettlement and relocation for people and funds to build infrastructure in the resettlement area.

Regarding the land area recovered in Decision No. 231/QD-UBND.DC dated June 12, 2014 of the Provincial People's Committee on land recovery in 7 communes of Nghia Dan district to implement the food crop growing area for dairy farming, the Provincial People's Committee is requested to preside over working with TH Milk Food Joint Stock Company to clarify the land use needs, clearly determine the area to continue implementing the project and arrange funds for compensation and site clearance.

The area not used for the project is proposed to be handed over to the locality for management and to develop a land use plan to allocate land for people to feel secure in production.

Propose that the Provincial People's Committee and relevant sectors create favorable conditions to attract enterprises to invest in Nghia Dan Industrial Park, especially enterprises processing agricultural, forestry and product products. At the same time, continue to support and help the district attract investors in the field of agricultural production to Nghia Dan area.

Nghia Dan must put agriculture at the center of economic development.

The Vice Chairman of the Provincial People's Committee said that Nghia Dan has many advantages in terms of potential: The traffic system has many National Highways and Provincial Roads running through it; the area of ​​land for annual crops is large, crop productivity is high, irrigation water sources are also convenient, with a large system of dams... the people are hard-working and diligent. Therefore, the locality needs to pay attention to specific solutions for the agricultural sector to develop more strongly and sustainably; must always put agriculture in the key economic development sector of the district.

From now until the end of 2020, Nghia Dan district needs to closely follow each target to complete all plans by the end of the year. Carry out well the tasks of preventing and fighting the Covid-19 epidemic according to the direction of the Prime Minister. In addition, the locality needs to pay attention to the work of restoring the pig herd after the African swine fever epidemic.
