Deputy Prime Minister Tran Hong Ha requested that all levels and sectors must promote the spirit of proactive response to storm No. 3, and that responsibility must be clearly defined for any mistakes.
On the afternoon of September 5, comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister chaired an online meeting with leaders of ministries, branches and 28 provinces and cities to respond to storm No. 3.

Super typhoon, wind gust level 17
On September 3, storm YAGI entered the northeastern sea of the North East Sea, becoming the third storm in 2024 and the strongest storm in the East Sea in the past 10 years.
On the morning of September 5, storm No. 3 continued to strengthen to level 16 (super storm level).
At 1:00 p.m. on September 5, the center of the super typhoon was located in the northern sea area of the North East Sea, about 460 km east of Hainan Island (China). The strongest wind near the center of the super typhoon was level 16 (184-201 km/h), gusting to level 17, moving west at a speed of about 10 km/h.

It is forecasted that by 1:00 p.m. on September 6, the storm will move in a West-Northwest direction at a speed of 10-15 km/hour, located in the sea northeast of Hainan Island (China), about 510 km east-southeast of Quang Ninh, with a storm intensity of level 16, gusting above level 17.
At 1:00 p.m. on September 7, storm No. 3 moved in the West Northwest direction, about 20 km/hour and gradually weakened, on the coastal waters from Quang Ninh to Nam Dinh, storm intensity level 12, gust level 15.
At 1:00 p.m. on September 8, the storm moved in a West-Northwest direction, at about 20 km/hour, and gradually weakened into a low-pressure area in the Northwest region, with storm intensity below level 6.

On land, from early morning on September 7, coastal areas from Quang Ninh to Thanh Hoa will have winds gradually increasing to level 6 - 7, then increasing to level 8 - 9, areas near the storm center will have winds of level 10 - 12, gusting to level 14; areas deep inland in the Northeast will have strong winds of level 6 - 8, gusting to level 9 - 11.
Experts warn that from the night of September 6 to the morning of September 9, in the Northern and North Central regions, there is a possibility of heavy rain, locally very heavy rain and thunderstorms, with total rainfall ranging from 100-350mm, in some places over 500mm.
Heavy rain, concentrated in a short period of time, is a special danger of flash floods and landslides, concentrated in mountainous and midland areas of the North, Thanh Hoa and Nghe An.

To avoid the storm, more than 51,000 fishing boats and more than 90,000 people have been informed about the developments of storm No. 3. Vehicles are moving to take shelter in safe places. From tomorrow (September 6), provinces from Quang Ninh to Nghe An will be closed to the sea. Ninh Binh will be closed to the sea from today.
As of 9:00 a.m. on September 5, Nghe An province still had 371 fishing vessels with 2,800 workers operating in the Gulf of Tonkin. All vessels operating at sea have received notice of the location and direction of storm No. 3.
Nghe An province has over 1,061 large and small lakes and dams, of which 47 were full as of September 5. Vuc Mau Lake and Song Sao Lake have been inspected and tested, and are ready to operate according to the process.
Farmers in the province have harvested more than 40 hectares of summer-autumn rice and are urgently continuing to harvest with the motto "green at home is better than old in the fields". The Provincial People's Committee has developed 5 scenarios for evacuating people in coastal areas to avoid storm surges.
Nghe An province is continuing to closely monitor forecast information and developments of storms, rains and floods; promptly directing and implementing response work according to the "4 on-site" motto, avoiding being passive or surprised to ensure safety of life and minimize property damage to the people.
Forecast well, act quickly
Speaking at the meeting, Minister of Agriculture and Rural Development Le Minh Hoan requested that agencies and units act quickly and prepare well to respond promptly to the storm situation.

In provinces and cities, there should be plans to ban the sea, stop markets, trading activities, and traffic to ensure the highest level of safety for people. Provinces need to promptly check the storm shelters of all local people, the military, and the safety of tourists to ensure the reputation of our country's tourism industry.
Minister Le Minh Hoan said that with the forecasted strong wind intensity, the devastation caused by storm No. 3 will be very large. Therefore, different scenarios must be set up, without waiting for instructions from above, localities need to proactively develop response scenarios, and direct people's living and production activities.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that storm No. 3 is very strong and difficult to predict. On its way to the East Sea, the storm encountered favorable conditions to become a super storm. In fact, the storm has increased several levels in the past 24 hours.
To prevent and combat storms more effectively, the Deputy Prime Minister requested to do a good job of forecasting, especially informing the people, and not to limit forecasting to data alone. This is also the basis for forces, rescue and relief to coordinate their work.

In addition to storm forecasts, the Deputy Prime Minister directed the standing agency for natural disaster prevention and control to pay more attention to hydrological forecasts, because these are factors that can affect the direction, speed, and circulation of storms.
On the other hand, relevant forces need to coordinate well and effectively according to assigned tasks. All levels, from leaders, must promote a proactive spirit, and where mistakes are made, responsibility must be clearly defined.

Forecast of storm No. 3, with strong winds, will cause heavy rain, flooding, and possible flash floods. Therefore, request the meteorological agency to urgently prepare flood maps and send them to localities to avoid affecting traffic works.
The standing agency closely coordinates with localities to help people prevent and avoid property and human losses when responding to storm No. 3.
