Military Region 4 mobilizes human resources, ships and civilian vehicles to participate in protecting sovereignty.
(Baonghean.vn) - On the morning of November 11, 2020, in Vinh city, Nghe An province, the Military Region 4 Command held a Conference to summarize 10 years of implementing the law on mobilizing human resources, ships and civilian vehicles to participate in protecting the sovereignty and sovereign rights of the sea areas of the Socialist Republic of Vietnam.
Major General Ha Tho Binh - Deputy Commander, Chief of Staff of the Military Region chaired the Conference. Attending the Conference were Lieutenant General Tran Vo Dung - Secretary of the Party Committee, Political Commissar of the Military Region; leaders of the provinces; representatives of the Departments of Agriculture and Rural Development, Transport, Industry and Trade, Planning and Investment, Finance and the Office of the People's Committees of the 6 provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue; Commander, Political Commissar, Deputy Commander - Chief of Staff, Political Commissar, Head of the Departments of Training, Militia, Propaganda of the Military Command; Commander, Political CommissarBorder Guard Command6 provinces in the Military Region; Commanders and Political Commissars of 32 coastal districts, towns and cities in Military Region 4. Military Region 4 is an important strategic area for national defense and security of the whole country, including 6 provinces, 88 districts, towns and cities; 1,656 communes, wards and towns. Of which, there are 162 communes in 32 coastal districts, towns and cities with a coastline of 722 km; there are 30 large and small islands located from 1 to 30 km from the shore.
In recent years, implementing Decree No. 30/2010/ND-CP dated March 29, 2010, Decree No. 130/2015/ND-CP dated December 18, 2015 of the Government and Circular 153 of the Ministry of National Defense on mobilizing human resources, ships and civilian means to participate in protecting sovereignty and sovereign rights of the sea areas of the Socialist Republic of Vietnam, the Military Region Command has directed the Military Commands of the provinces to advise the Provincial People's Committees to establish Steering Committees at the provincial and district levels; annually develop plans, organize inspections and reviews to grasp the situation of human resources, quantity and quality of ships and vessels and existing equipment in the area that can be mobilized; conduct registration, management, training and drills of human resources, ships and means subject to mobilization to be ready to participate in performing tasks when there is a situation.

Directing the implementation of dissemination, propaganda and education work with many rich and diverse forms, suitable for each target. The Military Region 4 Command has coordinated with the Navy Command and the Coast Guard Command to conduct surveys to develop coordination plans and regulations for mobilizing human resources, vehicles and civilian vessels to participate.protect sovereignty of sea and islands;Direct the Military Commands of the provinces to organize the signing with the Commands of the regions in accordance with regulations. Regularly coordinate closely with the Provincial Party Committee and People's Committees of the provinces in the area to take many measures to lead and direct agencies and units to implement Decree 30, Decree 130 of the Government and Circular 153 of the Ministry of National Defense in a synchronous and comprehensive manner.

At the conference, delegates discussed and clarified the advantages and disadvantages in the 10 years of implementing Decree 30, 130 of the Prime Minister and Circular 153 of the Ministry of National Defense. At the same time, they proposed a number of contents to improve the effectiveness of implementing the above Decrees and Circulars; speed up the implementation of the project "Building a permanent militia fleet to participate in protecting sovereignty over seas and islands in the new situation"...

Concluding the Conference, Major General Ha Tho Binh highly appreciated the results achieved in 10 years of implementing Decrees 30 and 130 of the Government and Circular 153 of the Ministry of National Defense. At the same time, he noted that in the coming years, the situation in the East Sea will continue to develop complicatedly. Therefore, Party committees, authorities and forces need to continue to thoroughly grasp and effectively implement the Directives, Resolutions, Decrees and Circulars of the Party, State and Ministry of National Defense on protecting the Fatherland in the new situation. Do a good job of coordination between the Military Region Command and the Provincial Party Committees and People's Committees of the provinces. Pay attention to implementing policies for participating forces and means.
