The National Assembly elected the President and ratified the CPTPP at the 6th Session.

The National Assembly conducts a vote of confidence for the person holding the position elected or approved by the National Assembly, elects the President and ratifies the CPTPP.

Secretary General of the National Assembly Nguyen Hanh Phuc said this at the press conference on the expected agenda of the 6th session of the 14th National Assembly, taking place on the afternoon of October 18.

The 6th session of the 14th National Assembly opened on the morning of October 22, 2018 at the National Assembly House, Hanoi. According to the scheduled program, the National Assembly will work for 24 days (excluding holidays); the National Assembly will hold its closing session on November 21, 2018.

Secretary General of the National Assembly Nguyen Hanh Phuc: No vote of confidence for the President and Minister of Information and Communications because there is not enough time to take a vote of confidence.

According to the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils and Resolution No. 85/2014/QH13 dated November 28, 2014, at this session, the National Assembly will conduct a vote of confidence for those holding positions elected or approved by the National Assembly (except for the President and the Minister of Information and Communications who were recently elected by the National Assembly due to insufficient time for voting).

This activity will be conducted before the questioning session to ensure equality among those who are voted for confidence because the National Assembly will only consider questioning a number of Ministers whose content is included in the Questioning Resolution from the beginning of the term to the 4th session.

At this session, the National Assembly will elect the President; consider and approve the dismissal of Mr. Truong Minh Tuan from the position of Minister of Information and Communications; and approve the appointment of the position of Minister of Information and Communications.

Regarding legislative work, the National Assembly will consider and pass 9 draft laws; 1 draft Resolution and give opinions on 6 other draft laws.

Specifically, the draft laws and resolutions considered and approved by the National Assembly include: Law on Anti-Corruption (amended); Law on People's Public Security (amended); Law on Amnesty (amended); Law on amending and supplementing a number of articles of the Law on Higher Education; Law on Animal Husbandry; Law on Cultivation; Law on Vietnam Coast Guard; Law on Protection of State Secrets; Law on amending and supplementing laws with provisions related to planning; Resolution approving the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and related documents.

The draft laws that the National Assembly commented on include:Law on Education (amended); Law on Architecture; Law on Tax Administration (amended); Law on Public Investment (amended); Law on amending and supplementing a number of articles of the Law on Execution of Criminal Judgments; Law on Prevention and Control of Harmful Effects of Alcohol and Beer.

Also at this session, the National Assembly will review reports on: Results of 3 years of implementing the National Assembly's resolutions on the 5-year plan (2016 - 2020): socio-economic development, economic restructuring, national finance, medium-term public investment; results of implementing the socio-economic development plan and State budget estimate in 2018; Socio-economic development plan, State budget estimate and Central budget allocation plan in 2019 (including reviewing the 3-year national State finance and budget plan 2019 - 2022).

The National Assembly also considered and decided on the adjustment of the medium-term public investment plan for the 2016-2020 period; the national five-year financial plan for the 2016-2020 period; mid-term assessment of the implementation of Resolution No. 100/2015/QH13 approving the investment policy for national target programs for the 2016-2020 period; and a report assessing three years of implementing policies to support socio-economic development in ethnic minority and mountainous areas.

Regarding supervision work, the National Assembly will consider the following reports: Work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; Government reports on crime prevention and control, law enforcement, and corruption prevention and control in 2018.

The National Assembly will listen to the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Auditor General and other questioned persons on the implementation of the National Assembly's Resolution on thematic supervision, and question at the session from the beginning of the session to the end of the 4th session of the 14th National Assembly; conduct questioning and answering questions.

In addition, the National Assembly reviewed the report on the settlement of citizens' complaints and denunciations in 2018; listened to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people; the National Assembly Standing Committee reported on the results of supervising the settlement of voters' recommendations sent to the 5th session of the 14th National Assembly; and reviewed and approved the Resolution of the 6th session of the 14th National Assembly.

Also at this session, the National Assembly will ratify the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). This is an important agreement, affecting most of the political, socio-economic and diplomatic fields of our country, especially agriculture and workers' rights.
