Hot waste problem

In addition to the discussion at the group on solutions to handle environmental pollution at Nghi Yen Solid Waste Treatment Area (Nghi Loc district), in the discussion session at the hall on the morning of July 6, delegate Ha Xuan Quang (Dien Chau district) stated the current situation, the implementation of waste classification at source has been implemented by the locality, however, the collection process does not have specialized vehicles to transport the 3 types of waste classified by people and the treatment is not classified, so it is not effective.

Therefore, it is recommended that the province should study and attract waste treatment plants based on classification and invest in specialized transportation vehicles.

Also concerned about the issue of waste treatment, delegate Phan Thi Minh Ly (Yen Thanh district) reflected that the regulations on maximum fees for waste collection, transportation and treatment services according to Decision No. 19 of the Provincial People's Committee issued in 2019 are no longer suitable to reality, causing difficulties for localities in this activity.

Delegate Phan Thi Minh Ly proposed that the Provincial People's Committee study, amend, supplement or issue a new decision to replace it in accordance with reality.

Issues raised by the Provincial People's Council delegates were explained and clarified by Director of the Department of Natural Resources and Environment Hoang Quoc Viet.

Specifically, regarding Nghi Yen Solid Waste Treatment Area, Mr. Hoang Quoc Viet informed that the project has a total area of ​​46 hectares, with 8 landfills, and will come into operation in December 2012.

After more than 10 years of operation, 3 cells have been filled; it is expected that by 2027, that is, in about 4 years, Nghi Yen solid waste landfill will run out of space for treatment.

Regarding this issue, the Department of Natural Resources and Environment has advised, directed, and guided district-level units to transport and treat waste at Nghi Yen Solid Waste Treatment Area to proactively develop plans and solutions for waste treatment in the locality.

As for the issue of environmental pollution treatment occurring at the treatment area, the 200m3 leachate treatment plant has been completed and officially put into operation.3/day and night, ensure wastewater treatment meets standards before discharge; at the same time, continue to increase spraying of deodorizing chemicals, clean garbage trucks when entering and exiting the landfill, and clean the entrance and exit routes.

Along with that, the Provincial People's Committee has assigned the Southeast Economic Zone Management Board to coordinate with relevant departments and branches to attract investment in projects to treat domestic waste using modern technology, meeting high environmental protection requirements in the province.

Regarding the regulations on service prices, collection and treatment of household waste, the Director of the Department of Natural Resources and Environment also acknowledged the shortcomings and said that the Department of Natural Resources and Environment is currently developing regulations on management of household solid waste in Nghe An province (to be completed by the end of 2023). After having regulations on solid waste management, the Department of Finance will advise on amending Decision No. 19 of the Provincial People's Committee, expected to be applied in 2024.

Regarding waste classification at source, according to the provisions of the Law on Environmental Protection 2020, waste classification at source must be implemented by December 31, 2024 at the latest. Currently, we are waiting for the Ministry of Natural Resources and Environment to issue technical guidelines on classifying domestic solid waste to have a basis for developing a plan for waste classification, collection and treatment for localities in the province.

Handling of violations in land use

Based on the content raised by the Provincial People's Council delegates, delegate Hoang Quoc Viet also explained and clarified the land and forest allocation according to Resolution No. 30 of the Party Central Committee in the province, including Nghe An Tea Investment and Development One Member Co., Ltd.

Accordingly, the Department of Natural Resources and Environment is currently directing and guiding the company to adjust the approved land use plan to have a basis for reclaiming land and handing it over to the locality for management to serve socio-economic development. Regarding the company's land use violations, the Department has directed and guided the People's Committee of Con Cuong district to review, classify and handle violations according to the law.
