Listening to people's wishes

The project to build an embankment to prevent landslides on the banks of Hieu River, through Tan Lac town and Chau Hanh commune, Quy Chau district, aims to prevent landslides, prevent floods, protect land and houses for 11 villages in Chau Hanh commune and 2 blocks of Tan Lac town with 1,213 households; protect the Ke Bang bridge pier (on National Highway 48). The embankment is about 5.7 km long with a total investment of 80 billion VND and started construction in early 2019. This is a project of great significance and importance to promote and develop the socio-economy, national security and defense of Quy Chau district.

The project was constructed with the consent and land donation of the people when there was no compensation fund. In order for the project to be implemented, Quy Chau district had previously focused on reviewing, propagating and mobilizing people to donate land and trees to clear the construction site. The district People's Committee organized direct dialogues with households, proposed the most beneficial plan for the people based on State regulations, and at the same time propagated, explained specifically and clearly, and mobilized people to donate land...

Immediately after that, some households donated some areas to start construction to ensure the proposed progress (the project was handed over the fastest). At the same time, Quy Chau district praised and rewarded the households who joined forces and donated land to work with the district to construct this project.

In the border commune of Chau Phong, where more than 97% of the population is ethnic minorities, identifying the importance of direct contact and dialogue with the people, the Party Committee and the communal government have focused on seriously implementing the steps and procedures of contact and dialogue, considering this a regular and periodic task of the Party Committee and the government. Thereby promoting democracy among the people in carrying out local political tasks.

Party Secretary and Chairman of Chau Phong Commune People's Council, Luong Van Hieu, shared that through direct dialogue between the Party Committee and the government, people were able to listen to people express their thoughts, feelings and aspirations on pressing issues and concerns in society and related to the legitimate interests of the people, and at the same time, many positive responses were recorded from cadres, party members and people of all walks of life to promptly handle and resolve recommendations and reflections from the grassroots. The difficulties of the locality are:many villages have no electricity. Before the merger, the commune had 19 villages, but only 5 had electricity. This is an issue that people are concerned about and have reflected on. Through dialogue, people expressed their legitimate wishes, the commune has received and compiled them and sent them to the competent authorities for resolution. The good news is that according to the roadmap, by the end of 2020, all villages in the commune will have electricity.

Addressing public concerns

Quy Chau has 12 communes and towns, 146 blocks and villages (after the merger, there are 84), of which 10/12 communes are in region III, 39 villages have no electricity; poor households are over 20%, the educational level is uneven, socio-economic conditions, low income compared to the average of the province and the Western region of Nghe An... Besides, there are issues such as: natural disasters, epidemics, environment, food safety, social evils, employment for rural workers, production land, slow progress of some projects; poor management of land and resources,... All of these have affected the ideology and life, created concerns and worries of some households, giving rise to petitions and complaints in all areas of social life, causing difficulties in leadership and direction of the implementation of political tasks of local Party committees and authorities.

From the above situation, the district focuses on leading the implementation of the key tasks of "Year of Civil Administration and Mass Mobilization", "Administrative Reform", creating social consensus in performing the tasks of socio-economic development, building a strong Party, government and mass organizations.

Accordingly, in recent times, the district Party Committee and government havefocus on direct dialoguein areas such as: building the political system, land and resource management, compensation for resettlement, implementation of policy mechanisms... Typical examples include dialogue on dismantling and relocating 96 manual coal kilns (Chau Binh); on clearing illegal construction works; forest land disputes of 8 households in Tan village (Chau Hoi), site clearance for the Hieu river embankment project, the section through Tan Lac town; the case of deforestation in Chau Phong and Chau Thuan communes; dialogue on land allocation associated with forest allocation in the form of socialization... Through direct dialogue at the grassroots level, up to now the district has basically resolved and completely handled the problems, recommendations and proposals have been considered and resolved, ensuring the rights of the people.

Chairman of the People's Committee of Quy Chau district Nguyen Thanh Hoai said that through each organization, the quality and effectiveness of the meetings and dialogues have been continuously improved. At the meetings and dialogues, the district leaders directly grasped and resolved many issues of concern to the people. Through the dialogues, they have contributed to raising the sense of responsibility of the staff, civil servants and the awareness of the people in organizing and implementing the Party's guidelines and policies, the State's policies and laws.

In addition to regular citizen receptions, authorities at all levels have increased the organization of direct dialogues, especially ad hoc dialogues, so that people have the conditions and opportunities to express their thoughts and aspirations, or reflect on pressing issues that still exist in residential areas. The resolution of reflections and recommendations is carried out in an objective and transparent manner. At the same time, the time to respond to people's opinions must be timely, reasonable and appropriate - Comrade Nguyen Thanh Hoai emphasized.
