Recently, after announcing and posting the list and brief biographies of candidates for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, a number of voters have sent concerns to the Provincial Election Committee regarding whether the declaration of the biographies of some candidates born before 1970 regarding their 12/12 educational level is correct or not?
Based on the concerns of some voters, the Provincial Election Committee has requested the Department of Education and Training of Nghe An province to respond in writing so that the Provincial Election Committee can respond to voters.

Accordingly, in Decision No. 135/CP, dated March 27, 1981 of the Government Council on the new general education system, the time frame for determining the 12/12 cultural level was stipulated as follows:
- The national general education system is a 12-year general education system, divided into 2 levels. Including junior high school, from grade 1 to grade 9 and high school, from grade 10 to grade 12.
- Starting from the 1981-1982 school year, general education systems gradually shifted, with focus, to a 12-year general education system.
And according to the list of recognized high school graduates kept at the Nghe An Department of Education and Training, students who graduated in 1984 had a 12/12 cultural level and the majority were born in 1966 and among them there were also cases of late graduation compared to their age, some were born in 1964, 1965.
