According to Mr. Luong Van Son, Chairman of Chau Kim Commune People's Committee, on August 29, 4 people residing in Huu Van village, including: Lu Van Phuong (born in 1995), Lo Trung Hieu (born in 2003), Kim Son Ngoc (born in 2002), Lo Van Hai (born in 2003) entered the Nam Giai river, the border area between Chau Kim commune and Nam Giai commune to catch fish.

While fishing, there was a heavy rain. Due to carelessness, when the rain continued, a large flood poured in, causing the Nam Giai River to rise and flow rapidly. All four people could not escape to return home and had to climb up the bushes on a high rocky cliff to avoid the flood.

Relatives of the four people, after a day and a night without seeing their loved ones return, were extremely worried and searched for them, then reported to the commune authorities for help.

Immediately afterwards, the Chau Kim commune authorities sent people to survey the terrain to come up with a rescue plan. However, because all four people were taking shelter on a rocky outcrop, surrounded by fast-flowing floodwaters, and the Nam Giai River was now more than 60m wide, the commune could not carry out the rescue.

The Chairman of Chau Kim Commune People's Committee discussed: If there is no expertise and supporting tools but still performing rescue, it will be dangerous for both the rescue force and the rescued people. Therefore, on the one hand, the commune requested the relatives of the 4 people not to try to go to the rocky rapids, on the other hand, they called and reported directly to the leaders of the District People's Committee.

Upon receiving the news, the District People's Committee directed the establishment of a rescue team consisting of officers from departments, police forces, etc., led by Mr. Bui Van Hien - Vice Chairman of the District People's Committee, to directly direct the rescue work.

At 6pm on August 30, the rescue team arrived at the scene. It was very difficult and dangerous to get out of the rapids while the floodwaters were still very high and flowing rapidly.

In the dark, the police officers and soldiers had to cut down trees to use as support points to connect the rocks, and went through each section to pull the rescue rope to the cliff. The work lasted for more than 3 hours. By 10 pm that same day, all 4 people were safely brought out of the flood.

Mr. Bui Van Hien - Vice Chairman of Que Phong District People's Committee, said that currently, the rain is still very heavy in this locality. Before, during, and after storm No. 4, Que Phong District has continuously warned through various means so that people know how to prevent and avoid. However, there are still people who are subjective, leading to isolation in the flood.
