Thai Hoa: Need to promote administrative reform for development

(Baonghean.vn) - On the afternoon of October 26, the working group of the Department of Home Affairs had a working session on inspecting administrative procedure reform for the People's Committee of Thai Hoa Town.

Attending the meeting were comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs; members of the working delegation; leaders of Thai Hoa Town and related units, departments and offices.

Overview of the working session.

In 2015 and the first 9 months of 2016, Thai Hoa Town issued many decisions and plans to implement reforms in areas such as: institutions, administrative procedures; implementing the one-stop, one-stop mechanism; organizing the state administrative apparatus; building and improving the quality of civil servants and public employees; public finance and administrative modernization.

Accordingly, the issuance of legal documents reached 19/21 registered documents. 106 documents were checked, of which 3 were proposed to be canceled or abolished. Regarding the implementation of the one-stop and one-stop mechanism, as of September 31, 2016, 4,678 procedures were received, of which 4,603 records were resolved (21 records were returned overdue, 75 records are being resolved).

Regarding recruitment, in 2016, Thai Hoa Town received 5 cadres, civil servants and public employees working at the People's Committee - People's Council of the town; recruited 8 civil servants of communes and wards; and recruited 41 contract preschool teachers into the payroll.

However, besides the achieved results, there are still some shortcomings and limitations that need to be overcome such as: the implementation of Directive 17-CT/TU and Directive No. 10/2013/CT-UBND by some units, communes and wards is sometimes not strict, there are still officials violating working hours; the implementation of financial autonomy for administrative management units and public service units in the area is still slow...

Speaking at the meeting, comrade Dinh Van Thi - Vice Chairman of Thai Hoa Town People's Committee said that the town's agencies are still lacking in terms of facilities; the town is promoting the work of delegating autonomy to agencies and units, but due to many difficulties, the efficiency is not high.

The Town People's Committee always closely monitors and directs the activities and implementation contents of the localities and units, so the working style and attitude of the staff and officers of the departments, offices, agencies and units are increasingly innovative and progressive. The professional qualifications of the town's officers and civil servants have a high rate of meeting the standards.

Previously, the working delegation of the Department of Home Affairs inspected the implementation of administrative reform in the following departments and offices: Justice, Urban Management, Natural Resources & Environment, Land Use Management, and One-Stop-Shop.

The inspection results show that: The system of regulations is well implemented; the working process is quite complete; the work of records and books is complete. Regarding limitations, some information in reviewing and applying some administrative procedures has not been updated promptly; some procedures of the one-stop department are still carried out in specialized departments; the records stored in some specialized departments are not complete; the rate of using the official letter system is still low; the transparency in administrative procedures has not been seriously implemented...

The working group proposed that the People's Committee of Thai Hoa Town supplement some items on facilities, review books to promptly update the contents of administrative procedure settlement; strengthen inspection and guidance for establishments on administrative procedures, especially in granting Land Use Right Certificates...

The town also needs to strengthen the evaluation of work performance at the end of the year; better implement coordination regulations to increase work efficiency...

Comrade Dinh Van Thi - Vice Chairman of Thai Hoa Town People's Committee received comments and suggestions from the working delegation on administrative reform work of the town.

Concluding the meeting, Comrade Le Dinh Ly hoped that the officials and employees of the People's Committee of Thai Hoa Town would overcome shortcomings and promote achievements, improve public service ethics... to improve work efficiency. He emphasized that administrative reform is a regular and continuous task, and localities need to make efforts to serve people and businesses better and better.

He also proposed that the leaders of Thai Hoa Town People's Committee, in addition to evaluating and reviewing what has been done well and what has not been done well, should take measures to improve the effectiveness of management and administration; strengthen inspection, supervision and direction of administrative reform; make more efforts and determination to achieve assigned goals and tasks; especially the implementation of Directive No. 26/CT-TTg of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels, which has just been issued./.
