Hoang Mai town needs to pay attention to and promptly address the requests of voters.
(Baonghean.vn) - At a meeting with voters from five communes and wards: Quynh Trang, Quynh Lien, Quynh Di, Quynh Xuan, and Mai Hung (Hoang Mai town) on the morning of September 29th, Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation - requested the town to pay attention to and expedite the resolution of voters' requests.

Opening the meeting with constituents, on behalf of the National Assembly delegates, Ms. Hoang Thi Thu Trang – Director of the Provincial Enforcement Department – informed the voters about the expected content and program of the 6th session of the 14th National Assembly.
Following this, a large number of voters expressed their thoughts and aspirations and submitted numerous suggestions to the National Assembly, the Government, central ministries and agencies, and Party committees and authorities at all levels. The issue of greatest concern to voters was the current education reform.
Voter Dau Duc Nam (Block 8, Mai Hung Ward) believes that elementary school children are at a crucial age for physical development, yet they currently have to attend school for two sessions a day. Therefore, he requests that the National Assembly and the Ministry of Education and Training study reforms to reduce the curriculum for this level.

Also concerned about the education sector, voter Nguyen Thi Hien (Quynh Xuan ward) raised the issue of Vietnamese language reform, which is causing much public debate and anxiety among parents. She asked what guidance and management the National Assembly, the Government, and the Ministry of Education and Training have provided regarding this matter. Voter Nguyen Thi Hien also stated that while there have been many reforms in education, the quality has not improved significantly.
Concerned about the field of natural resources and environment, voter Ngo Quang Tiep (Quynh Xuan ward) reflected that currently, in the Len Chua quarry area, after the businesses ceased mining, the land has not yet been restored; he requested that all levels and sectors intervene to require the businesses to restore the original state and rehabilitate the environment after mining.

Voter Nguyen Dinh Long from Block 13, Quynh Xuan Ward, reported that during the construction of National Highway 1A, the section passing through his block experienced localized flooding and water entering residents' homes during rainfall due to inadequate drainage system construction.
Voter Nguyen Van Quang from Quynh Di ward suggested that during the process of issuing and exchanging land use right certificates, relevant authorities should re-determine the origin of the land before 1980 for residents of the four blocks of Yen Trung, Yen Ninh, Quang Trung, and Phu Loi to ensure the rights of the people.
In addition to the above issues, many voters also made recommendations regarding the implementation of policies for war veterans; policies for grassroots officials; and policies for agriculture, rural areas, and farmers. Participating in the discussion on issues raised and proposed by voters, on behalf of the National Assembly delegates, Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation - sincerely thanked the voters for their feedback and suggestions to the National Assembly, the Government, central ministries and agencies, and local Party committees and authorities at all levels.
The head of the provincial National Assembly delegation promised to fully receive and convey the suggestions and feedback from voters to the relevant authorities; and to directly explain some of the issues of concern to the voters.

The Provincial National Assembly Delegation confirmed the content of the complaint by voter Le Khac Trung, Block 12, Quynh Xuan Ward, regarding a plot of land previously leased by the Quynh Xuan Commune People's Committee to 17 households, which was then transferred to Hoang Long Enterprise after the lease expired, and subsequently transferred to Duong Long Loan Enterprise without the residents' knowledge. The Head of the Provincial National Assembly Delegation personally issued a document instructing the Provincial People's Committee, the Department of Natural Resources and Environment, and Hoang Mai Town to consider and resolve the issue, and to inform the Provincial National Assembly Delegation so that they can respond to the voters.
And the document addressing voters' opinions on this issue, issued by the Provincial People's Committee and the Department of Natural Resources and Environment, was sent by the Provincial National Assembly Delegation to Hoang Mai town to respond to the voters. According to the response from the Department of Natural Resources and Environment, the granting of land use rights to the two enterprises was carried out in accordance with the correct procedures and regulations.
However, at this meeting with constituents, people continued to raise concerns, claiming that the land allocation process for businesses was not in accordance with regulations and that the households were unaware of it. Regarding this issue, Comrade Nguyen Dac Vinh criticized Hoang Mai town for failing to update and provide timely and complete information on resolving the constituents' requests, and for its lack of thoroughness and specificity in addressing the issues raised by the constituents.

Provincial Party Secretary Nguyen Dac Vinh also directed the Department of Natural Resources and Environment, along with Hoang Mai town, to directly engage in dialogue with the 17 households involved. If an agreement cannot be reached, the people have the right to file a lawsuit in court according to the law. He also requested Hoang Mai town to innovate its working methods, addressing issues raised by the people, especially those that have been repeatedly raised and are pressing concerns. He emphasized the need to dedicate time to visiting the grassroots level, directly inspecting the situation, listening to the people, and resolving the issues definitively.
Regarding businesses that have not yet carried out land reclamation after mining, the Provincial Party Secretary directed the Department of Natural Resources and Environment to inspect and handle the matter, and to use administrative measures, including suspending the business's operations if it is engaged in other activities within the province.
Responding to voter Nguyen Thi Hien's question regarding the application of educational technology, the Provincial Party Secretary informed that this is one of many methods implemented by Professor Ho Ngoc Dai at the experimental school from 1978 to the present, and it has also been implemented in Nghe An for the past four years. In 2017, this method was reviewed by the National Council and was not opposed, only recommended on a voluntary basis.

Regarding Nghe An province, the Provincial Party Committee has also directed the Department of Education and Training to implement educational technology on a truly voluntary basis. If necessary, both methods should be operated in parallel to evaluate which one is more optimal before being applied. The Provincial Party Secretary further explained the issue of educational innovation and reform, including the innovation and reform of textbooks.
The Provincial Party Secretary also requested that Party committees, government agencies, the Fatherland Front, and mass organizations at all levels in Hoang Mai town fully inform, publicize, and explain to voters about education reform, as this is an area directly related to every individual and every family…
