Opening the meeting with voters, on behalf of the National Assembly delegates, Ms. Hoang Thi Thu Trang - Director of the Provincial Judgment Enforcement Department informed voters of the expected content and agenda of the 6th session of the 14th National Assembly.

Next, many voters expressed their thoughts, aspirations and made many recommendations to the National Assembly, the Government, the Central Ministries, branches and Party committees and authorities at all levels. The issue that voters are most concerned about is the current issue of education reform.

Voter Dau Duc Nam (Grade 8, Mai Hung Ward) said that primary school children are at the age of physical development, but currently they have to attend school 2 sessions/day. Therefore, he suggested that the National Assembly and the Ministry of Education and Training study to reform and reduce the curriculum for this level.

Also interested in the education sector, voter Nguyen Thi Hien (Quynh Xuan ward) raised the issue of Vietnamese language reform which is causing much public opinion and concern for parents, so what direction and management have the National Assembly, the Government, and the Ministry of Education and Training given to this issue? Voter Nguyen Thi Hien also said that there have been many reforms in the education sector, but the quality has not been improved much.

Concerned about the field of natural resources and environment, voter Ngo Quang Tiep (block, Quynh Xuan ward) reflected that currently in the Len Chua quarry area, after businesses stopped mining, the land has not been reclaimed and the site has not been returned; he requested that all levels and sectors should intervene to require businesses to return to the current status and restore the environment after mining.

Voter Nguyen Dinh Long in Block 13, Quynh Xuan Ward reported that during the construction of National Highway 1A, the section passing through the block, due to the poor drainage system, localized flooding occurred and water overflowed into people's houses when it rained.

Voter Nguyen Van Quang, Quynh Di ward, requested that all levels and sectors in the process of granting and changing land use right certificates need to re-determine the land origin before 1980 for people in the four blocks of Yen Trung, Yen Ninh, Quang Trung, and Phu Loi to ensure the rights of the people.

Affirming the content that voter Le Khac Trung, block 12, Quynh Xuan ward reflected related to the land plot that Quynh Xuan commune People's Committee previously leased to 17 households, after the expiration of the term, the land use rights were transferred to Hoang Long enterprise and then transferred to Duong Long Loan enterprise but the people did not know, was received by the Provincial National Assembly Delegation and the Head of the Provincial National Assembly Delegation personally issued a document assigning the Provincial People's Committee, Department of Natural Resources and Environment and Hoang Mai town to consider, resolve, and inform the Provincial National Assembly Delegation to respond to voters.

And the document resolving voters' opinions related to this issue of the Provincial People's Committee and the Department of Natural Resources and Environment was sent by the Provincial National Assembly Delegation to Hoang Mai town to respond to voters. According to the resolution results responded by the Department of Natural Resources and Environment, the transfer of land use rights to the two enterprises was carried out in accordance with procedures and regulations.

From this issue, comrade Nguyen Dac Vinh criticized Hoang Mai town for not updating and providing the results of resolving petitions to voters in a timely and complete manner, and at the same time, the working method was not thorough and specific in responding to the issues voters reflected by the town.

Provincial Party Secretary Nguyen Dac Vinh also directed the Department of Natural Resources and Environment and Hoang Mai town to directly dialogue with 17 related households. If there is no agreement, the people have the right to file a lawsuit in court according to the law, and at the same time requested Hoang Mai town to innovate its working methods, any issues that people have reported, especially issues that have been reported many times, urgent issues, it is necessary to spend time going to the grassroots, directly inspecting, listening to people to resolve and give a final answer to the people.

Regarding enterprises that have not yet carried out land reclamation after exploitation, the Provincial Party Secretary directed the Department of Natural Resources and Environment to inspect and handle, and to use administrative measures to suspend the enterprise's operations if there are other activities in the province.

Explaining the opinion of voter Nguyen Thi Hien regarding the application of educational technology, the Provincial Party Secretary informed that this is one of many methods that Professor Ho Ngoc Dai has implemented at the experimental school since 1978 and has also been implemented in Nghe An for the past 4 years. In 2017, this method was considered by the National Council and was not opposed, only recommended on a voluntary basis.
