Prime Minister: State-owned enterprises must demonstrate their role as driving forces and leading the economy

(Baonghean.vn) - On the morning of September 14, Prime Minister Pham Minh Chinh chaired a conference of the Government Standing Committee working with state-owned enterprises nationwide on solutions to promote production, business and investment development.

At Nghe An province, comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired.

THE ACTIVITIES OF THE STATE-OWNED ENTERPRISE SECTOR HAVE MANY BRIGHT SPOTS

At the beginning of the conference, Prime Minister Pham Minh Chinh and delegates at the connecting points observed a minute of silence to commemorate the victims who died in the fire in Hanoi and the 7 victims who died in flash floods in Lao Cai on the night of September 12 and early morning of September 13.

According to the report of the Ministry of Planning and Investment, the country currently has 478 enterprises in which the State holds 100% of charter capital and 198 enterprises in which the State holds controlling shares. Of these, there are 77 large-scale state-owned enterprises, including 6 economic groups, 53 state-owned corporations, and 18 companies operating under the parent company - subsidiary group model.

In 2022, the total assets of the state-owned enterprise sector will be more than 3.8 million billion VND; total equity will be more than 1.8 million billion VND; The total value of state capital invested in state-owned enterprises will be more than 1.6 million billion VND.

In the first 6 months of 2022, total revenue was 689,534 billion VND; pre-tax profit was 67,403 billion VND; budget contribution was 67,233 billion VND. It is estimated that in the whole year of 2023, total revenue will reach more than 1.4 million billion VND, pre-tax profit is estimated at 117,388 billion VND; budget contribution is estimated at 128,821 billion VND.

The state-owned enterprise sector plays a dominant and proactive role in important and essential sectors and fields of the economy. In 2022, the total revenue of state-owned enterprises will reach more than VND 2.6 million billion, pre-tax profit will be VND 241,165 billion, and the budget contribution will be VND 382,904 billion. State-owned enterprises contribute about 28% of the state budget revenue, attract about 7 million workers, accounting for about 7.3% of the total workforce of the enterprise sector.

In 2022 and the first 8 months of 2023, despite many difficulties, the operations of the state-owned enterprise sector have many bright spots. Basically, state-owned enterprises have completed their production and business tasks, total revenue, profit, budget payment... have increased; clearly demonstrating their role in contributing to ensuring a number of major economic balances, building and developing the socio-economic infrastructure system, and shifting the economic structure.

The state-owned enterprise sector continues to preserve and develop capital and assets, apply technology and modern management models to improve production and business efficiency. The state-owned enterprise sector plays an important role, is the core force, together with domestic private enterprises and foreign-invested enterprises, to successfully implement the country's socio-economic development plan and public investment plan.

However, some state-owned enterprises are still operating at a loss and have not yet met their production and business targets. Some investment projects are still behind schedule; the approval of the restructuring project, strategy, and production and business plan for the 2021-2025 period is still slow. Corporations and general companies have not focused on investing in leading and motivating industries and fields.

On the other hand, the competitiveness, application of science and technology and innovation of large-scale state-owned enterprises are still limited. Operational efficiency is not commensurate with the resources held. The role in supporting and improving the quality of people's lives, socio-economic development... is not outstanding. The innovation of corporate governance is still slow; the handling of loss-making projects is ineffective and not thorough...

At the conference, economic groups, corporations, and state-owned enterprises reported specifically on their production and business situation; raised difficulties and problems and proposed and recommended many important contents. Leaders of localities, ministries, and branches reported on related contents in supporting businesses to operate effectively.

In Nghe An, there are currently 26 state-owned enterprises owned or represented by the Provincial People's Committee. These enterprises are all small and medium-sized enterprises, mainly operating in essential sectors, serving social security or sectors where private enterprises do not invest. Although production and business activities face many difficulties, in 2022, 21/26 state-owned enterprises reported profits.

100% state-owned enterprises basically completed the assigned production and business plan targets. In 2022, the total revenue of the state-owned enterprise sector reached 749 billion VND, the profit after tax was negative by nearly 3.7 billion VND; the budget contribution was over 51 billion VND. It is estimated that in the first 8 months of 2023, the total revenue of the state-owned enterprise sector reached over 471 billion VND, the profit after tax was negative by over 31 billion VND; the budget contribution was over 30 billion VND.

STATE-OWNED ENTERPRISES MUST BECOME THE DRIVING MOTOR, LEADING THE ECONOMY

Concluding the conference, Prime Minister Pham Minh Chinh emphasized the message: Joining hands, resolving difficulties, overcoming challenges, promoting investment and development, contributing to achieving the growth target of the country's economy in 2023 and the following years.

The Prime Minister said that the general view in the coming time is to remove newly arising difficulties and difficulties and obstacles that have accumulated over many years, promptly introducing effective solutions. State-owned enterprises must play an important role, leading and paving the way to promote growth, so this resource must be mobilized. State-owned enterprises need to invest in innovation, improve competitiveness, focus on digital transformation, green economy, and circular economy.

On the other hand, the Government, sectors, localities, and owners must accompany and stand shoulder to shoulder with enterprises. Promote the spirit of solidarity, national cultural identity, business ethics, efforts, and self-improvement through internal resources. Strengthen the leadership of the Party, the management of the State, and the consensus of the people, build state-owned enterprises into pioneers with a leading role; focus on innovating the organization of Party work and innovating the arrangement of cadres.

In the coming time, Prime Minister Pham Minh Chinh requested to continue contributing to perfecting institutions, to remove difficulties, mobilize resources in the spirit of decentralization, delegation of power, and reform of administrative procedures. Enterprises must increase their contributions to building programs and plans to implement the goals of the 13th National Party Congress, the 5-year plan, and the 10-year strategy for socio-economic development.

In addition, restructuring enterprises in line with the actual situation, increasing labor productivity and capital efficiency. Enterprises must participate more actively and effectively in major programs and projects of the State, especially the 3 strategic breakthroughs. Enterprises must promptly reflect difficulties and obstacles for timely resolution and removal.

Prime Minister Pham Minh Chinh also hopes that businesses will actively contribute to the development and improvement of institutions, mechanisms and policies; propose solutions to protect, encourage, motivate and inspire cadres to dare to think, dare to do and dare to take responsibility. Promote business ethics, be responsible to society, especially in remote and disadvantaged areas, those in difficult and unfortunate circumstances; care for and improve the lives of cadres, workers and laborers.

On the other hand, state-owned enterprises need to promote brand building, contributing to building the national brand. Effectively exploit FTAs, good political and diplomatic relations between Vietnam and countries around the world. Together share difficulties, experiences, unite, compete fairly to develop together; focus on training human resources in emerging industries such as digital transformation, circular economy, sharing economy, green growth...

At the conference, Prime Minister Pham Minh Chinh also assigned specific tasks to ministries, branches and localities in the coming time.
