Prime Minister: People must truly enjoy the results of digital transformation

(Baonghean.vn) - Prime Minister Pham Minh Chinh requested ministries, branches and localities to issue digital transformation plans that are substantive, avoid formalities, and closely linked to resources for implementation; tasks must be specific, clear, easy to implement, easy to check and easy to evaluate.

On the morning of December 25, Prime Minister Pham Minh Chinh chaired a national online conference to review one year of implementing Project 06 and summarize the activities of the National Committee on Digital Transformation in 2022.

Attending the conference were Deputy Prime Minister, Permanent Vice Chairman of the National Committee on Digital Transformation Vu Duc Dam; Politburo member, Minister of Public Security, General To Lam; Ministers, Heads of ministerial-level agencies, and Government agencies.

DIGITAL TRANSFORMATION IS INCREASINGLY STRONGER, DEEPER, AND SUSTAINABLE

Reporting on the results of 1 year of implementing Project 06, Lieutenant General Nguyen Duy Ngoc - Deputy Minister of Public Security said that up to now, 21/25 essential public services related to people have been completed and put into the electronic environment, some services have a high rate of participation from people. The promotion of online public services has brought great efficiency, saving costs and human resources, creating favorable conditions for people and businesses, and contributing to reducing "petty corruption".

Initially deployed data connection to contribute to cleaning up bank credit information; providing citizen credit scoring services on digital platforms; providing 8 population data products for agencies, organizations and individuals to serve socio-economic development; integrating health insurance card information to serve medical examination and treatment at 94% of medical facilities; integrating ATM card information to serve cash withdrawals...

The electronic identification and authentication system has approved over 17 million electronic identification accounts for citizens, of which over 2.6 million accounts have been activated; 76.5 million citizen identification cards have been issued. The national population database has been connected to 12 ministries, branches, 1 state-owned enterprise, 3 telecommunications enterprises and 31 localities; 4 ministries and branches have deployed digitalization, creating shared data; 5 ministries and branches have deployed partial digitalization.

Reporting on the results of digital transformation implementation in 2022, Deputy Minister of Information and Communications Nguyen Huy Dung said that out of 107 tasks issued by the National Committee on Digital Transformation's Action Plan, 42 tasks of ministries and branches have been completed so far; 2 tasks are being implemented; 59/63 localities have completed their tasks.

The task of building a digital government has achieved positive results, the specialized data transmission network connecting 4 administrative levels has been developed, stable and secure; the national data integration and sharing platform continues to be effective. The national population database has been promoted to deploy, connect and share data. The rate of online public services at level 4 is 97.3%; in the first 11 months of the year, there were more than 63 million records with synchronized status; over 5.8 million electronic documents were sent and received via the national document connection axis.

Digital economic activities are vibrant; the total value of goods, e-commerce services, online tourism and online electronic media is estimated at 23 billion USD. The proportion of digital economy is estimated at 14.18% of GDP; The number of digital technology enterprises is 70,000. The proportion of e-commerce in total retail sales is forecast to reach 7.5%; The proportion of enterprises using electronic contracts is estimated at 50%...

Digital society is growing, the total number of new downloads of mobile applications reached 3.23 billion, holding the 9th position globally. The total number of regular users of Vietnamese platforms accounts for more than 20% of the total number of users in the market. 37/63 localities have issued Projects and Plans for smart urban development and initially provided smart urban services and utilities to serve people and businesses.

At the conference, Deputy Prime Minister Vu Duc Dam, Minister of Public Security To Lam, leaders of central and local ministries, branches spoke, clarifying the achieved results, lessons learned, impacts and effectiveness of digital transformation in each sector, field, in the direction and administration of the Government and the whole society.

TAKING PEOPLE AND BUSINESSES AS THE CENTER, SUBJECT, MOTIVATION, AND GOAL OF DIGITAL TRANSFORMATION

Speaking at the Conference, Prime Minister Pham Minh Chinh requested the Ministry of Public Security, the Ministry of Information and Communications, and the Government Office to receive opinions from sectors and localities, complete documents to submit to the Government to issue programs and plans for 2023 on digital transformation and implementation of Project 06.

Assessing the results achieved, the Prime Minister said that in 2022, we have gradually transformed our awareness and operating habits from the real environment to the digital environment, many digital products serving people and businesses are timely and effective. Institutional improvement work is being carried out resolutely and actively; information technology infrastructure and digital platforms continue to be developed, promoting the population database.

On the other hand, national databases are promoted, continue to be connected and shared; Online public services are deployed more and more widely and effectively; Information safety and security continue to receive attention; Digital transformation human resources are paid attention to, investment has achieved positive results, forming initially effective models; Digital economy and digital society have many positive changes; Completed 9/12 targets, 101/107 tasks in the digital transformation plan...

In addition to the results, the Prime Minister also pointed out 8 shortcomings and limitations in digital transformation and the implementation of Project 06. Emphasizing that 2023 will have more difficulties and challenges than opportunities and advantages, the Prime Minister said that digital transformation aims to reduce difficulties to promote socio-economic development, ensure national defense and security.

Therefore, the Prime Minister requires a breakthrough, innovative, dynamic mindset, daring to think and act for the common good; to be carried out regularly and continuously at all levels, sectors and localities, on the basis of mobilizing the total strength of the entire political system. However, in the implementation process, there must be a focus, key points, easy to do first, difficult to do later, from simple to complex but must ensure correctness, cleanliness and information security.

The implementation process must be systematic, substantial, effective, avoiding overlap, waste, and formality. Digital transformation must take people and businesses as the center, subject, goal, driving force, and resources; people must enjoy the results of digital transformation in substance and effectively. Digital government is the main and key driving force leading the construction of a digital economy, digital citizens, and digital society, contributing to the successful implementation of the 13th National Party Resolution.

The key tasks in 2023, Prime Minister Pham Minh Chinh requested to enhance awareness, position, role, and importance of national digital transformation; focus on perfecting institutions, policy mechanisms, creating a legal corridor to promote digital transformation, paying attention to ensuring information security and safety. Strengthen discipline, urgently complete, resolutely and effectively implement the action plan of the National Digital Transformation Committee; promptly report arising problems for resolution.

The Prime Minister also requested ministries, branches and localities to issue digital transformation plans that are substantive, avoid formalities, are suitable to conditions, and are closely linked to resources for implementation; tasks must be specific, clear, easy to remember, easy to implement, easy to check, and easy to monitor. Proactively deploy digitalization, provide online public services and regularly evaluate implementation results and the level of satisfaction of people and businesses; Promote the construction, updating, connection and sharing of digital platforms and databases that are synchronous, substantive and effective.

Promote e-commerce, payment of social security benefits through digital transformation, without using cash. Agencies and units coordinate closely, without being isolated or local in sharing and building common data; overcome limitations and shortcomings in security, information disclosure, and protection of personal information; focus on building appropriate and effective policies and mechanisms on human resource training; strengthen international cooperation in digital transformation.

Emphasizing that 2023 is the year of data, the Prime Minister requested ministries, branches and localities to focus on building data and connecting data with synchronous national data and determined to build a National Data Center. The Prime Minister also assigned specific tasks to ministries, branches and localities.
