(Baonghean.vn) - Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to minimize cumbersome and complicated administrative procedures that cause difficulties for people and businesses, creating conditions to promote socio-economic development.

On the morning of July 19, Comrade Pham Minh Chinh - Prime Minister, Head of the Government's Steering Committee for Administrative Reform chaired the 5th meeting of the Steering Committee; reviewed administrative reform work in the first 6 months of 2023 and determined directions and tasks for the last 6 months of 2023.

At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Administrative Reform chaired the meeting. Attending the meeting were members of the Provincial Steering Committee for Administrative Reform; leaders of relevant departments, branches and sectors.

ADMINISTRATIVE REFORM HAS MANY CHANGES

In the first 6 months of 2023, the Government and the Prime Minister have requested ministries, branches and localities to continue to innovate, be drastic, closely follow and be specific in leadership and direction of implementation to create breakthroughs. In particular, focusing on solving difficulties and problems related to administrative reform, especially administrative procedures.

Ministries, branches and localities have also tried to carry out their assigned tasks. Ministries and ministerial-level agencies have set out 845 tasks, completing 296 tasks, reaching 35.03% of the plan. People's Committees of provinces and cities have set out 3003 tasks, completing 1384 tasks, reaching 46.09% of the plan.

In the second quarter of 2023, the Prime Minister issued 2 Decisions approving the plan to reduce and simplify 47 business regulations. Ministries and ministerial-level agencies have issued and submitted to competent authorities for promulgation 16 documents to reduce and simplify 163 business decisions; revised and completed 2 legal documents to implement the plan to reduce and simplify 74 business regulations.

To date, 31.16% of administrative procedure settlement results have been issued with legally valid electronic copies for reuse; 66.48% of administrative procedure records have been digitized. 62/63 localities and 10/21 ministries and branches have merged the Public Service Portal and the Electronic One-Stop Information System into the Administrative Procedure Settlement Information System at the ministry and provincial levels and connected to the National Public Service Portal.

The Government and the Prime Minister have issued many specific and timely solutions to replace cadres with limited capacity, diminished prestige, and who shirk responsibility. In the first 6 months of 2023, 395 cadres, civil servants, and public employees were disciplined in 63 provinces and cities.

The national population database has officially connected with 13 ministries, branches, 1 state-owned enterprise, 3 telecommunications enterprises and 63 localities to exploit information to serve management and resolve administrative procedures for people and organizations.

At the meeting, members of the Steering Committee, leaders of ministries, branches and localities discussed and assessed the implementation of administrative reforms in the first 6 months of the year, and proposed directions and tasks for administrative reforms in the last 6 months of 2023.

NGHE AN DETERMINES "3 INCREASE, 2 DECREASE, 2 NO" IN ADMINISTRATIVE PROCEDURE REFORM

For Nghe An, in the first 6 months of the year, the direction and management of administrative reform received special attention, so there were changes and positive results were achieved. The Standing Committee of the Provincial Party Committee established the Steering Committee for administrative reform of the province, headed by the Secretary of the Provincial Party Committee. At the same time, the Steering Committee held meetings to set out tasks and achieved many initial results.

The province has resolutely and effectively implemented administrative reform on 6 main tasks: Institutional reform; Administrative procedure reform and implementation of the one-stop mechanism, the inter-connected one-stop mechanism; Organizational reform; Reform of the civil service regime; Public finance reform; Building e-Government and digital Government.

In the coming time, the province will continue to direct sectors and localities to focus on promoting administrative reform, focusing on digital transformation, applying information technology to improve the efficiency of direction, administration and handling, and solving work for people and businesses.

The province synchronously and effectively implements administrative procedure reform with the motto of "3 increases": increasing transparency and accountability in performing public duties; enhancing the handling of administrative procedures via the online environment; increasing the satisfaction of people and businesses; "2 reductions": reducing the time to carry out administrative procedures; reducing the cost of complying with administrative procedures; "2 nos": no inconvenience, no harassment; no delays.

On the other hand, strengthen the inspection of administrative reform, discipline, administrative discipline and public service regime at agencies and units in the province according to the motto "5 yes, 3 no", including: Being highly responsible for assigned work; having knowledge and skills in performing tasks; being creative, working scientifically, daring to think, daring to do, daring to take responsibility; having a good sense of organization and discipline; having clear thoughts and professional ethics; no bureaucracy; no negative behavior or attitude in performing public duties; no individualism or pragmatism.

CONTINUE TO REDUCE ADMINISTRATIVE PROCEDURES FOR PEOPLE AND BUSINESSES

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that although administrative reform in the first 6 months of 2023 has achieved important results, it has not yet met requirements and expectations, and there are still shortcomings and limitations.

This shows that there is still a backlog of documents, slow consultation on legal documents; administrative procedure reform is still slow; there are still 676 business regulations and 800 administrative procedures that have not been cut or simplified; more than 600 administrative procedures have not been decentralized; the publicity and transparency of administrative procedures of some ministries, branches and localities are not strict, only reaching 1.4%.

There are still situations of avoiding responsibility, pushing things around, fear of making mistakes, civil servants and public employees have no motivation to resolve administrative procedures for people and businesses. The arrangement of the organizational apparatus is still more mechanical; disbursement of public investment capital is still slow...

Based on lessons learned and emphasizing tasks in the coming time, the Prime Minister requested a review of the system of legal documents to see where the problems are, what the content is, who will resolve them and how long it will take to resolve them.

In addition, continue to reform administrative procedures at all levels and sectors, focusing on current problematic procedures such as: access to capital, land procedures, housing procedures, capital recovery, 3 growth drivers: consumption, investment and export; review the staff, see who avoids, shirks, or is afraid of responsibility, then handle them according to regulations, and reward those who do well.

Prime Minister Pham Minh Chinh also requested to strengthen inspection, supervision and monitoring of public services at all levels. After the meeting, all levels must organize a review and thoroughly disseminate the spirit of the conference to the grassroots level. Evaluate the effectiveness of the directions of the Government, the Prime Minister, and the solutions, and draw lessons from experience.

All levels and sectors need to consider leadership and direction of administrative reform as a key task and a criterion for evaluating officials. Continue to innovate leadership and direction methods, enhance dialogue, and speed up the progress of resolving difficulties. Urgently implement administrative reform regulations, improve the business environment, and effectively implement Decree 29.

Ministries, sectors and localities need to continue to minimize cumbersome and complicated administrative procedures that cause difficulties for people and businesses; organize a streamlined apparatus that operates effectively and efficiently; strengthen the management of civil servants and public services, promptly handle violations and reward and motivate; encourage people and businesses to innovate and be creative for the common good.

At the meeting, Prime Minister Pham Minh Chinh also assigned specific tasks to ministries, branches and localities and emphasized that leaders must promote their roles and enhance their responsibilities in leading and directing the implementation of administrative reform tasks. Prioritize resources to speed up the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development.
