For the 2021 - 2026 term, the Provincial People's Council has passed a resolution promulgating the Project to improve the quality and efficiency of the 18th term Nghe An Provincial People's Council. Based on this project, in recent times, the Provincial People's Council has made many innovations, promoting the application of information technology and digital transformation in its activities.

The Provincial People's Council has deployed paperless session software on iPad; improved the organization of sessions, innovated the building and promulgation of resolutions to be submitted to sessions; improved the quality of thematic supervision activities, improved the questioning and answering activities, and explanations at the meetings of the Provincial People's Council Standing Committee; increased the effectiveness of voter contact work, and citizen reception; handled and reviewed more scientifically citizens' complaints, denunciations, recommendations, and reflections; built a database and information system to manage activities; developed applications and digital platforms to serve the activities of the Provincial People's Council...

On the basis of innovation and improvement of the Provincial People's Council, at the conference and discussion, the Standing Committee of the District People's Council affirmed that from the activities, experiences and practices of the Provincial People's Council, localities have learned and applied, thereby innovating, being flexible, improving the quality of People's Council activities, the quality of People's Council delegates, increasingly better meeting the functions of deciding important issues in the locality; ensuring the implementation of regulations and decisions of superior state agencies in the locality; supervising the implementation of laws in the locality, supervising the activities of state agencies at the same level and lower levels.

From organizing paperless meetings implemented in some localities; innovating and proactively participating in the process of building resolutions of the People's Council since the policy of issuing resolutions, conducting surveys, grasping the situation at the grassroots level, carefully examining draft resolutions submitted by the People's Committee at the same level, improving the quality of issued resolutions.

In the questioning activities of the People's Council; supervision of the People's Council, the Standing Committee and the People's Council committees; the explanation session of the Standing Committee focused on selecting key content, issues raised many shortcomings and inadequacies, which were of interest to voters and the people related to land management, granting of land use right certificates; management of construction order, illegal construction, construction not in accordance with planning...

In addition to selecting content, the issue emphasized by delegates is the method of implementation; focusing on surveying and capturing information from the grassroots to develop specific plans and outlines; coordinating well with specialized sectors to prepare content, because the People's Council is not a specialized field for the content selected for questioning, supervision and explanation.

Along with that, the People's Council proactively provides information, enhances the responsibility and capacity of People's Council delegates participating in the above activities, ensuring quality participation.

Some opinions also mentioned experiences in voter contact activities; participating in citizen reception, urging the settlement of conclusions, recommendations, and proposals of the People's Council through monitoring, questioning, explaining activities and recommendations, reflections, and petitions of the People; experiences in organizing the coordination relationship between the Standing Committees of the People's Councils at district and commune levels, between the delegations of the People's Councils of districts and the Standing Committees of the People's Councils at commune levels in grasping the situation, reflecting on the settlement of issues at all levels in the area...

MANY RECOMMENDATIONS AND PROPOSALS FROM PRACTICE

To continue affirming its role and position as a local state power agency, representing the will and aspirations of the people, promoting democracy and the rule of law, and increasing professionalism in the organization and operation of the People's Council, many proposals were raised at the conference.

First of all, it is important to care about people. Currently, each locality has a different arrangement of specialized People's Council staff. Therefore, there needs to be unity and create favorable conditions for the district level; increase exchanges, guidance, and professional training, especially in the People's Council's supervisory activities.

Some opinions also suggested that the Provincial People's Council should have solutions to effectively resolve issues that have been repeatedly and for many years proposed by voters and people and have not been completely resolved, related to granting land use right certificates for outstanding cases; handling environmental pollution at Nghi Yen Waste Treatment Area; and building resettlement areas in landslide areas in mountainous areas.

Some opinions proposed that the Provincial People's Council recommend the Provincial People's Committee to decentralize some contents to the district level to carry out procedures for land allocation and land lease to build livestock farms with a scale of less than 10,000 m2.²consistent with the district's land use planning; decentralizing the implementation of national target programs, while being flexible in allocating investment portfolios to implement the 3 programs....

IMPLEMENTING THE VOTE OF CONFIDENCE FOR POSITIONS

ELECTED BY THE PEOPLE'S COUNCIL

At the end of the conference, information on some socio-economic situations of the province in 2022 with many outstanding results, such as budget collection, investment attraction, new rural construction...; Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council emphasized: 2023 is the third year of implementing the Resolution of the 19th Provincial Party Congress, Resolution of the 13th National Congress of the Party and the 5-year socio-economic development plan, period 2021 - 2025, this is also the year to summarize Resolution 26 of the Politburo on Nghe An; implementing district planning, district planning, land planning, construction planning, zoning planning... after the provincial planning for the period 2021 - 2030 was approved by the Government.

Therefore, the District People's Council needs to proactively develop a plan to implement the work in 2023; in the immediate future, it is necessary to deploy key tasks before and after the Year of the Cat; focus on promptly implementing 3 National Target Programs on new rural construction, sustainable poverty reduction, socio-economic development in mountainous areas and ethnic minorities.

In the activities of the People's Council, comrade Nguyen Nam Dinh noted a number of issues of concern. Strengthening survey and supervision activities; focusing on thematic supervision, re-supervision of supervised sessions; in supervision, enhancing information sharing between levels and sectors performing supervision functions, avoiding overlap and causing trouble for the grassroots.

Focus on innovating and improving the quality of the Standing Committee of the People's Council's explanation session and the questioning session at the meeting; pay attention to organizing regular and thematic meetings well, including the content of taking a vote of confidence for positions elected by the People's Council at the regular meeting at the end of the year; innovate voter contact activities, in addition to traditional contacts, it is necessary to increase thematic contacts.
