(Baonghean.vn) - Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that Quy Chau district needs to analyze its strengths and weaknesses to find effective solutions to improve the local administrative reform ranking index in the coming time.

On April 18, the monitoring delegation of the People's Council of Nghe An province led by comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, had a working session with Quy Chau district on administrative reform in the area for the period 2020 - 2022.

Implement vigorously

Determining administrative reform as a breakthrough in the spirit of Resolution XXVI, term 2020 - 2025, Quy Chau district is interested in implementing it vigorously.

Accordingly, the district drafted legal documents and issued them on time, without any errors. In addition to promulgation, the district paid attention to reviewing and systematizing legal documents according to the annual plan.

In particular, in 2022, the District People's Committee reviewed legal documents issued by the District People's Committee from December 31, 2020 and earlier. The result was the abolition of all 23 legal documents that had expired.

The administrative procedure settlement information system of Nghe An province has provided 280 public services under the jurisdiction of the People's Committees at all levels in the area; including 155 partially online public services and 125 fully online public services.

The number of administrative procedure files received online is increasing. The total number of files in the last 6 months of 2022 was 335 files, from the beginning of 2023 to April 10, 2023, 1,121 files were received online.

The quality of administrative procedure settlement has gradually improved, with positive changes towards better service, creating trust and favorable conditions for people and businesses.

The work of reviewing, training and fostering civil servants has been focused on, and policies for civil servants and public employees have been implemented promptly and effectively. In the past 3 years, the district has reduced 50 people, Quy Chau is the locality with the fewest redundant civil servants in the province.

At the same time, Quy Chau district has promoted the application of information technology, contributing to improving the quality of service for people, organizations and businesses.

Regarding the promotion of information technology application in financial and budget management, there have been many changes, especially the application of many IT software in the management of budget revenue and expenditure such as accounting software, electronic portal software, digital signature, public services with the State Treasury... contributing to increasing efficiency and transparency in financial management.

At the meeting, members of the Supervisory Delegation discussed the following contents: Recruitment, training and development of officials; guidance and direction of provincial departments and branches to localities; solutions to overcome slow administrative procedures; propaganda work on administrative reform; application of initiatives on administrative reform into practical work; attention to building models of administrative reform.

Finding solutions to improve administrative reform rankings

Discussing the contents of the monitoring delegation's interest, comrade Nguyen Thanh Hoai - Chairman of Quy Chau District People's Committee emphasized: Administrative reform is one of the three breakthroughs in the spirit of Resolution XXVI, term 2020 -2025, which is being vigorously implemented by the locality.

Besides the achieved results, administrative reform still faces many difficulties such as: Regulations on policy mechanisms are still inadequate and not suitable to the reality of mountainous districts; the decentralization process still has many shortcomings in handling administrative procedures.

Meanwhile, priority resources for administrative reform are limited; funding difficulties for administrative reform. Coordination to resolve administrative procedures with departments and offices is limited,...

Concluding the meeting, Comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council acknowledged and highly appreciated the efforts of Quy Chau district in administrative reform. At the same time, he shared the difficulties in implementing administrative reform of the mountainous district of Quy Chau in terms of staffing, funding, facilities, etc.

The Vice Chairman of the Provincial People's Council also pointed out the existing limitations in administrative reform related to online administrative procedure settlement, low people's satisfaction index, overdue settlement records of over 12%, limited administrative discipline; weak application of information technology.

Discussing the results of the district's administrative reform index ranking "falling" in the past 3 years (ranked 15/21 in 2020, 17/21 in 2021 and 20/21 in 2022). "The district should focus on activities within the Party Committee, government, organizations, departments, and localities to analyze strengths and weaknesses to find effective solutions to improve the local administrative reform index ranking in the coming time" - Comrade Nguyen Nhu Khoi suggested.
