The city allows shippers at businesses licensed to operate freight transport toback in action; the number of employees must not exceed 50% of the total number of delivery staff of the unit; continue to strictly prohibit freelance shippers.

People are allowed to go out to buy essential goods byuse shopping cardAccordingly, the People's Committees of wards and communes print shopping cards according to the form, send them to the blocks and hamlets to distribute to all households, students, and workers renting houses in the area. There are 3 groups of cards: group I, group II, group III with pre-printed dates, ensuring that people can go shopping once every 3 days. Cards are distributed to households in rotation according to the order of card groups (each household is only given 1 group of cards), ensuring that 3 adjacent households are not in the same group.

The shopping card can only be used once at one shopping location: shopping mall or supermarket or essential goods business establishments; in addition, the card can be used to shop at locations organized by the city or ward, commune (Based on actual conditions, the People's Committees of wards and communes can organize essential goods sales points that must ensure requirements on epidemic prevention and control)

Citizens of any ward or commune are only allowed to shop at shopping malls, supermarkets, essential goods businesses, and points of sale organized by the ward or commune located in that ward or commune. Shopping cards are allowed to be used to buy medicine.

Time to use shopping cards is regulated: Morning from 7:00 to 9:00; afternoon from 15:00 to 17:00 (Wards and communes are encouraged to flexibly arrange people from different blocks to go shopping in the morning or afternoon to limit large gatherings during certain periods of time).

People are absolutely not allowed to use the card for other purposes to go out; the authorities will strictly handle violations.
