Responsibility of Vietnam Fatherland Front in land management and use?
Does the 2024 Land Law stipulate the responsibilities of the Vietnam Fatherland Front in land management and use?. A matter of concern for Mr. Dang Ngoc Cuong (Nghi Lien, Vinh City).
Answer: Article 19 of the 2024 Land Law specifically stipulates the roles and responsibilities of the Vietnam Fatherland Front and its member organizations in land management and use.
1. The Central Committee of the Vietnam Fatherland Front participates in law-making and conducts social criticism of draft legal documents on land, draft national land use plans and planning, and land-using projects decided and approved in investment policy by the National Assembly and the Prime Minister.
2. The Vietnam Fatherland Front Committees at all levels have the following responsibilities:
a. Participate in law-making; conduct social criticism on draft legal documents on land, draft planning, land use plans at the same level, land-using projects decided and approved in principle by the People's Council and People's Committee at the same level;
b. Provide opinions on land recovery cases, compensation, support, resettlement plans, and enforcement cases when implementing land recovery;
c. Participate in giving opinions and supervising the process of developing and implementing land price lists;
d. Participate in land dispute mediation according to the provisions of law;
d. Supervise the implementation of policies and laws on land recovery and requisition; compensation, support, and resettlement; land allocation, land lease, and change of land use purpose; and issuance of Certificates of land use rights and ownership of assets attached to land.
3. The Vietnam Fatherland Front and its member organizations are responsible for propagating and disseminating land policies and laws to the people, and mobilizing the people to implement and comply with land policies and laws.
