Why does the Central Inspection Commission handle violations by district-level officials?

Why does the Central Inspection Commission have to consider signs of violations by organizations and individuals not under the Central management?
Speaking to PV Dan Viet, a member of the Central Inspection Committee said that according to Article 32 of Regulation 30 implementing Chapter VII and Chapter VIII on inspection, supervision and discipline of the Party, there are regulations on the subjects of inspection: Regarding the inspection of lower-level party organizations when there are signs of violations, the subjects of inspection are lower-level party organizations, first of all the direct subordinates. When inspecting a party organization, it is possible to combine inspection of party members of that party organization.
Regarding the inspection of party members in the performance of party member duties, Article 32 stipulates the following subjects of inspection: Party members who show signs of violations must first be members of the same-level Party Committee and party members who are cadres under the management of the same-level Party Committee; when necessary, party members managed by lower-level party organizations will be inspected. According to the above regulations, the Central Inspection Commission has stepped in to inspect signs of violations by district-level cadres and party members.
What is the responsibility of the Provincial Party Committee Inspection Committee?
Regarding the violations of the Standing Committee of the Huong Hoa District Party Committee and the Tra Vinh City Party Committee as well as related officials, Mr. Vu Quoc Hung, former Deputy Head of the Central Inspection Committee, said: According to the decentralization, the violations of the above two agencies should have been under the authority of the Inspection Committees of the Tra Vinh and Quang Tri Provincial Party Committees, which must intervene to clarify.
“The fact that the Central Inspection Commission has stepped in to clarify the violations of the Standing Committee of the Tra Vinh City Party Committee and the Standing Committee of the Huong Hoa District Party Committee and related individuals shows two issues. The first is the positivity of the Central Inspection Commission. The second shows signs of weakness and lack of fighting spirit of the Party organization and the Inspection Commission of that Party organization. Specifically, the Provincial Party Committee and Inspection Commission of the two provinces of Tra Vinh and Quang Tri,” Mr. Hung said.
According to Mr. Vu Quoc Hung, the role of the Provincial Party Committee's Inspection Committee is to check for signs of violations by Party Committee members at the same level, even in cases where the Provincial Party Committee Secretary shows signs of violations or shortcomings, the Provincial Party Committee's Inspection Committee must also be aware of them, but if they are not subject to consideration and handling, they must report to the Central Committee. Only then can the role and responsibility of the person doing the inspection work be demonstrated.
Mr. Le Van Cuong, former Deputy Head of the Thanh Hoa National Assembly Delegation, said that the Central Inspection Committee's involvement in clarifying violations in the Standing Committee of the Tra Vinh City Party Committee and Huong Hoa District is very necessary to avoid delays that make people doubtful and affect the Party's reputation. From another perspective, it is also a warning that the Central Inspection Committee not only intervenes to handle violations by organizations and Party members under the Central's management, but also intervenes to clarify violations at local levels. "Even if violations are clarified under local authority, if the locality does not do so, the Central Committee will intervene and violations cannot be "sunk", Mr. Cuong said.
