Mine explosion case in Nghe An: Suspect has criminal record

Nghe An: Suspect arrested for planting explosives in a house
(Baonghean.vn) - Luu Van Cuc is currently being prosecuted for acts such as intentional destruction of property, manufacturing explosives and threatening to kill.
Cuc's family's house is located next to the Bac Giang - Lang Son highway, which is under construction and is full of dust. The house is cluttered with furniture as they prepare to move, as most of the land and house have been handed over to the State. When we arrived, only her stepmother, Bui Thi T, was home (Mrs. T lives with Cuc's younger brother and his wife).
When mentioning her son who had just been arrested by the police for causing a mine explosion at a woman's house in Do Luong district, she remained silent, her face haggard, her eyes almost filled with tears. Then she looked up at the altar with her husband's portrait: "Cuc's biological parents died a long time ago, he got married in Lang Son and worked there, he rarely came back."
She said: "In the past, Cuc's main job was to slaughter buffalo for hire, but I don't know what happened later. When my husband passed away, he left her a few hundred square meters of land here. Last year, Cuc came back to build a house, but she rarely stayed there. Sometimes she came back and then left. The other day (November 16), the police came to the house and said there was a grenade still wrapped in paper on the window behind the picture frame. I was speechless and scared."

Regarding the compensation for the construction of the highway, Mrs. T said that last year the family agreed to receive more than 1.6 billion VND in compensation for land clearance, which the two brothers divided, so Cuc also had a lot of money.
Mr. Luu Van Suu, Head of Tan Van 3 Village, said: "Cuc is a cousin. Her parents divorced when she was young. She then followed her mother to work in Lang Son. Cuc has a wife and two children. She is self-employed, and is said to be the manager of a porter team at Tan Thanh border gate. The couple had problems and divorced. I don't know what she does, but she has a lot of money. Every time she returns to her hometown, she often brings along a lot of friends, drives a luxury car, eats lavishly, and rents a motel instead of staying at home.
On November 16, when the local police came to search the house, I was invited to witness the sealing of the property (including a grenade in the window of Cuc's younger brother's house and 50.1 million VND kept in Cuc's house). Expanding from many sources of information, the reporter learned that in 2017, when the police arrested a subject from the same hometown of Lang Giang who was transporting 2 kg of crystal meth, this subject confessed that he had bought it from Cuc.

On November 16, Luu Van Cuc was arrested by Nghe An police for causing a mine planting and detonation incident that occurred in the early morning of November 4 at the house of a woman named Th (32 years old) in Hamlet 4, Trang Son Commune, Do Luong District. The cause is believed to be that Cuc had a conflict with Ms. Th over money, then made a homemade mine and brought it to Nghe An to detonate to collect debt. The explosion caused severe damage to many properties, the car door was shattered, but there were no casualties.
After half a month of investigation, identifying Cuc as the suspect, Do Luong District Police initiated a case and prosecuted Luu Van Cuc to clarify the acts of: Intentionally destroying property, threatening to kill, and manufacturing explosives.
According to records kept at the Commune Police, Luu Van Cuc (born in 1983), registered residence in Tan Van 3 village.
In 2009, Cuc was sentenced to 18 months in prison for transporting prohibited goods. As a freelance worker and rarely present in the locality - Mr. Dao Van Du, Chairman of the People's Committee of Tan Dinh commune.
