Yen Thanh proposes to withdraw the 6-year-suspended forest planting project

(Baonghean.vn) - The project of planting, caring for, protecting and exploiting forests in Tan Thanh and Tien Thanh communes (Yen Thanh district) was approved by Nghe An province in 2013. However, after 6 years, the project is still "suspended", while people do not have land for production.

The project of planting, caring for, protecting and exploiting forests in Yen Thanh district was approved by the People's Committee of Nghe An province in Decision No. 1298/QD-UBND dated April 11, 2013.

The objective and scale of the project according to the Investment Certificate of Nghe An Provincial People's Committee No. 27111000128 dated April 10, 2013 is to invest in planting, protecting, caring for and exploiting acacia and rubber trees to create jobs, stabilize the lives of people in the project area, contribute to environmental protection, contribute to preventing erosion and soil erosion, and maintain stability for agricultural and forestry production.

The project's operating period is 70 years and the project implementation progress is 36 months from the date of issuance of the investment certificate.

The project is invested by the Vietnam-Laos Economic Cooperation Corporation with a total area of ​​1,221.6 hectares, of which forestry land is 1,109 hectares, agricultural land and other land is 73.89 hectares, residential land is 38.67 hectares in the area of ​​Tan Thanh and Tien Thanh communes. Although approved for 6 years, the project has not been implemented.

Mr. Phan Van Mai in Tay Tien hamlet, Tien Thanh commune said: My family has 15 hectares of land assigned by the Yen Thanh Protective Forest Management Board in 2007 (located in the project's planning area). In 2014, people from the Vietnam-Laos Economic Cooperation Corporation came to my family's forestry land to measure it, but until now no one has returned. Currently, my family is still planting acacia and cajuput on this area but does not dare to invest heavily, because we are afraid that the project can reclaim the forest land at any time.

Mr. Nguyen Van Thanh, owner of a pig farm in Tan Thanh commune, said: In 2012, his family bought 2 plots of land from Mr. Tran Van Quyet's household (45,800 m2) and Mr. Tran Van Dung's land lot (52,625 m2) to build a pig farm. In 2015, the family completed procedures to transfer land use rights but was not successful because this land area was included in the planning of the afforestation project.

Mr. Tran Duy Liem - Chairman of Tan Thanh Commune People's Committee added: "Tan Thanh Commune has 600 hectares located in the planning area of ​​the Project for planting, caring for, protecting and exploiting forests, with nearly 100 households subject to site clearance. The project has been "suspended" for 6 years without operation, affecting the general socio-economic development in the area. Many households cannot build houses, invest in developing agricultural and forestry production; even many areas of land are abandoned due to the project.

From 2014 to now, Tan Thanh Commune People's Committee has issued many documents "regarding the response to the land project of Vietnam-Laos Economic Cooperation Company" but it has not been resolved. I went directly to this company to work, but the business owner was not present, the phone was delayed again and again, until now he has not come to work with the Commune People's Committee".

Regarding this issue, Mr. Nguyen Vuong Ngoc - Vice Chairman of Yen Thanh District People's Committee said: The district has repeatedly sent written requests to the Provincial People's Committee and the Vietnam-Laos Economic Cooperation Corporation, but so far they have not been resolved and the company has not yet compensated the people.

Yen Thanh District People's Committee proposed that the Provincial People's Committee consider revoking this ineffective project. The District People's Committee will have a plan to re-plan the land for the people, such as planning areas for growing raw materials, farms, and raising livestock because this is a land with potential advantages for raising livestock, far from residential areas and does not cause environmental pollution.
