The Provincial Party Standing Committee approved the Congress of Delegates of Do Luong District Party Committee for the 2020-2025 term.

RURAL AND URBAN AREAS HAVE MANY IMPROVEMENTS

After 5 years of implementing the Resolution of the 20th District Party Congress, term 2015-2020, Do Luong district has achieved many important results in all fields. The average annual economic growth rate reached 11.83%, the economic structure shifted in a positive direction.

The urban landscape has improved, the rural landscape has been increasingly renewed, and the material and spiritual life of the people has been increasingly improved. In 2020, the average income per capita is expected to reach more than 55 million VND, an increase of nearly 25 million VND compared to the beginning of the term; the poverty rate is expected to be below 2%.

Political security is ensured, local defense is maintained; the political system is constantly consolidated and strengthened. The district has exceeded 6/30 targets and achieved 18/30 targets compared to the targets set out in the Resolution.

One of the general goals of Do Luong in the coming term is to strive to become a district with good economic, cultural and social development, innovative rural areas, civilized urban areas, and improved material and spiritual life of the people by 2025. Do Luong town meets the criteria of a type IV urban area.

In specific targets, Do Luong strives to achieve the new rural district status by 2023 and to have 5 communes achieving the new rural model by 2025. It is expected that by the end of 2020, the district will have 28/32 communes achieving the new rural status.

At the meeting, the leaders of some departments, branches and comrades in the Provincial Party Standing Committee gave their opinions on some targets for the district in the new term on the target of building one product per commune (OCOP), focusing on restructuring the agricultural sector associated with building new rural areas; paying attention to vocational training, human resource training; paying attention to some targets in Party building work such as: building a team of cadres; internal solidarity...

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung, the new term's target of growth and per capita income set by Do Luong is still relatively modest compared to its potential and reality; therefore, it needs to be studied and considered. In addition, Do Luong should also consider the time to strive to become a town because it has many favorable conditions.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council agreed with the opinions and said that Do Luong has many foundations for further development, therefore, it is necessary to clearly define the development mindset and determination to attack. In particular, the system of indicators in the new term considers the growth target, pays attention to re-evaluating vocational training to have appropriate indicators; pays close attention to planning and planning quality; business development, health care development, etc.

"Blowing spirit and determination into the political system"

Concluding the document, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Provincial Party Secretary suggested that the district should evaluate more clearly the reasons why the 6 targets for the 2015-2020 term were not achieved in order to have an objective view for the next term.

Regarding the general goal, the Provincial Party Secretary highly agreed with the goal of "strong economy, cultural and social development" of Do Luong in the new term. The viewpoint is that this goal must be consistent throughout the process of determining targets and proposing tasks and solutions to ensure logic and coherence.

Also from this goal, the district is interested in considering the indicators of growth rate, budget revenue, and per capita income on the basis of scientific analysis and complete data.

Regarding the agricultural target group, comrade Thai Thanh Quy also suggested that the district concentrate its efforts to reach the new rural destination earlier than the target of 2023, because there are currently only 4 communes. In addition, the district also needs to determine that each commune needs to have one product (OCOP); pay attention to the target of forest coverage rate, training and fostering cadres.

The Provincial Party Secretary emphasized: Construction targets need to be close to the situation, while also demonstrating higher political determination and greater efforts.

The head of the Provincial Party Committee analyzed very carefully the characteristics and strengths of Do Luong, which is the high connectivity (bordering 6 districts and many national highways, N5 road passing through the area) so it has the appearance of a center. Along with that, the district has convenient transportation, has strengths in human resources and traditions of trade and commerce. That is the strength for Do Luong to become a regional center for services, tourism, trade, even finance - banking, and healthcare.

The district also has many industrial clusters and traditional craft villages, so it is necessary to prepare well the conditions of land, premises, and administrative reform to attract investment.

To promote the above advantages, the Provincial Party Secretary emphasized that Do Luong district needs to implement planning early and with quality; at the same time, pay attention to building and consolidating solidarity, unity, and sharing in a frank, sincere, and constructive spirit.

In particular, the head of the Provincial Party Committee advised that Do Luong needs to "infuse a spirit of determination" into the entire political system and into each citizen to become an internal force to build the district town into a type IV urban area; thereby creating a premise and foundation to soon build Do Luong into a town.

The Provincial Party Standing Committee agreed that the 21st Congress of Do Luong District Party Committee, term 2020 - 2025, will take place on August 14-15, 2020.
