Provincial Party Secretary Nguyen Duc Trung: Take measures to deal with officials who cannot do their jobs

Provincial Party Secretary Nguyen Duc Trung emphasized the viewpoint and motto of the Provincial Steering Committee for administrative reform in 2025 as: "Responsibility, discipline, and exemplary behavior for the people and businesses".

On the afternoon of February 13, the Provincial Steering Committee for Administrative Reform held a conference to evaluate the results of work in 2024 and deploy key tasks in 2025. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee chaired the conference.

Attending the conference were comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; along with comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Steering Committee and members of the Working Group.

Administrative reform has changed clearly and substantially.

In 2024, the Provincial Steering Committee for Administrative Reform has chosen the motto of leadership and direction of administrative reform work in the whole province as "Choose key tasks - Take decisive action".

With that spirit, the Provincial Steering Committee has focused on directing drastically, synchronously, focusing on key areas in all areas, creating clear and substantial changes, removing bottlenecks, bottlenecks, and basic barriers, and making clear changes in the province's administrative reform work, completing 40/40 tasks in the 2024 plan.

The direction and management of the government at all levels is more drastic, faster and more effective. Administrative reform work associated with the responsibility of the leader is increasingly clearer and more complete. The awareness, attitude and spirit of serving the people and businesses of cadres, party members, civil servants and public employees have changed positively.

The Heads and Deputy Heads of the Provincial Steering Committee have spent time and attention leading and directing the implementation of administrative reform in the province. The Standing Office of the Provincial Steering Committee has coordinated well with sectors and levels in advising on the implementation of administrative reform tasks.

The determination in leadership, direction, new and creative models and methods in administrative reform in general and the implementation of Project No. 06/CP of the province were highly appreciated by the Prime Minister - the head of the Government's Steering Committee for Administrative Reform, who acknowledged the efforts and commended them.

The administrative reform tasks have achieved certain results, in which the most outstanding are the leadership, direction and administration of administrative reform in the province, especially the reform of the apparatus, arrangement of administrative units and reform of administrative procedures, and implementation of Project 06/CP.

Administrative reform work in selected units has shown bright spots and clear changes. The satisfaction, recognition and appreciation of the people and business community for State administrative agencies at all levels in the province have been raised; the government apparatus at all levels operates effectively and efficiently.

In addition to the achieved results, the Provincial Steering Committee also frankly assessed that a number of cadres, civil servants and public employees at all levels still violated discipline, administrative discipline and public ethics, leading to disciplinary action, even prosecution and indictment, especially cadres and civil servants at the grassroots level.

The updating and public posting of administrative procedures at the grassroots level, especially at the commune level, after being announced by the Chairman of the Provincial People's Committee is not complete and timely. The rate of records implementing online public services in the entire process has not achieved the desired results.

Digital transformation work in agencies of the entire political system from the provincial to the grassroots level has not yet met requirements.

Although the PAR INDEX and SIPAS Index of the province increased in rank, being in the top 15 of the country, some component indexes were in the low group.

The Public Administration Performance Index (PAPI) and the Provincial Competitiveness Index (PCI) are unstable and falling in rank. The PCI index dropped 21 places, ranking 44/63 provinces and cities.

At the meeting, the members of the Steering Committee focused on discussing, exchanging, and evaluating the results of the leadership and direction activities of the Steering Committee and proposed additional key tasks and solutions of the Steering Committee in 2025.

Responsibility, discipline, exemplary for people and businesses

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Duc Trung - Head of the Provincial Steering Committee for Administrative Reform basically agreed with the report of the Standing Office of the Steering Committee. In addition to other factors, administrative reform has had a positive impact on helping the province achieve many remarkable results in implementing the socio-economic development plan for 2024.

In 2024, the motto "Choose key tasks - Take decisive action" has been clearly demonstrated not only in administrative reform but also in other tasks of the province. The selected pilot units have been deployed in a concentrated manner; 40/40 tasks in the 2024 plan have been completed.

The Provincial Party Secretary said that many tasks that the province has performed are considered to be among the best performing localities, such as implementing Project 06 of the Government, developing a job position project, and arranging administrative units at district and commune levels for the period 2023-2025.

At the same time, the inspection and supervision work is focused on, especially the supervision of sectors and localities. The changes in administrative reform work in sectors and localities have been clear, responsibilities have been raised, thereby changing awareness and creating changes in action, considering administrative reform work as a regular and continuous task, from here the work of management and handling of work is carried out more drastically, more effectively and more quickly.

The members of the Steering Committee basically spent time performing tasks according to assigned fields, locations, and units; arranged work, proposed content for direction in assigned localities, units, and fields.

Pointing out the shortcomings and limitations, the Provincial Party Secretary said that there are shortcomings and limitations that cannot be handled immediately. The disclosure of administrative procedures has not been fully and promptly implemented by some units at times.

The rate of online application process, online payment transaction rate, and some indicators in the province's administrative reform are still low. Although the province is interested in digital transformation, the results are still modest and do not meet requirements...

Emphasizing the key tasks and solutions of the Steering Committee in 2025, Provincial Party Secretary Nguyen Duc Trung said that the Steering Committee basically agreed with 12 key task groups, 8 solution groups, and the work plan of the Steering Committee and noted that it is necessary to review the tasks, which must be associated with adjusting the tasks of agencies and units after the organization and streamlining.

The Provincial Party Secretary emphasized the viewpoint and motto of the Provincial Steering Committee for administrative reform in 2025 as: "Responsibility, discipline, and exemplary conduct for the people and businesses".

On the other hand, continue to direct administrative reform in 6 areas. Prioritize administrative procedure reform according to "3 increases, 2 decreases, 2 no's". 3 increases include: Increasing publicity, transparency, and responsibility in performing public duties; Strengthening the settlement of public administrative procedures through the online environment; Increasing the satisfaction of people and businesses. 2 decreases include: Reducing the time to perform administrative procedures; Reducing the cost of complying with administrative procedures. 2 no's include: Not causing trouble or harassment; Not being late for appointments; Creating the most favorable environment for people and businesses' activities in the spirit: Best, fastest, most convenient.

The Provincial Steering Committee continues to lead and direct the implementation and completion of tasks according to the 2025 work plan, ensuring quality and progress. In particular, the Steering Committee members focus on directing and monitoring assigned departments, branches and localities.

Organize to review and complete on time and with quality programs and plans related to administrative reform work in 2025 in the spirit of clearly defining the responsibilities of each organization, agency, and member. During the implementation process, there is coordination to handle issues synchronously.

The Provincial Steering Committee will continue to focus on directing key contents, especially the Resolutions of the Central Committee, the Provincial Party Executive Committee, and the Provincial Party Standing Committee; in which, the most important are Resolution No. 39 of the Politburo; Resolution No. 137, Resolution No. 36 of the National Assembly, linking the implementation of the Resolutions in the overall relationship to ensure consistency.

In addition, continue to implement the following tasks: reorganize the apparatus of Party and State agencies, ensuring continuous work, without interruption or omission.

Focus on reviewing and amending regulations, administrative procedures, processing procedures, and administrative procedure contents in conjunction with changes in legal regulations. In this content, heads of agencies and units need to pay attention to policies for cadres, civil servants, public employees, and workers affected by the restructuring and streamlining of the organizational apparatus.

Provincial Party Secretary Nguyen Duc Trung requested to continue to strengthen the work of inspection, supervision and monitoring of the implementation of administrative reform tasks, especially the compliance with discipline and order of cadres, civil servants and public employees. Cases of cadres, civil servants and public employees with problems and public opinion must be strictly handled; measures must be taken to handle cadres who are not able to do their jobs.

In order for administrative reform to be effective, the Provincial Party Secretary said that priority should be given to allocating resources to carry out tasks related to administrative reform and digital transformation.

In 2025, the Provincial Steering Committee unanimously selected 6 units and localities to focus on leading the pilot, including: Department of Health, Department of Industry and Trade and 4 districts: Ky Son, Thanh Chuong, Quynh Luu and Que Phong. In addition, the Steering Committee will complete members suitable for positions and jobs after reorganizing the apparatus and completing and supplementing tasks.
