Senior Lieutenant Ta Quang Quyet said that at around 8am the same day, while on a traffic patrol, he and his teammates discovered a crowd of people standing on the banks of the Hieu River shouting for help to save a drowning child. “Looking down at the Hieu River, I saw the child struggling in the middle of the river, about 40m from the shore, being pushed away by the red, fast-flowing water. Without thinking much, I quickly ran down to the riverbank, swam out to find a way to reach the child. Due to the influence of storm No. 1, there was heavy rain in the area, the river water rose high, red, fast-flowing, the child was exhausted, so it was difficult to approach him,” Senior Lieutenant Ta Quang Quyet recalled.
