Recently, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung signed Official Dispatch No. 6486/UBND-KSTT on rectifying, strengthening responsibility and improving the effectiveness of administrative procedure reform, promptly removing obstacles and difficulties for people and businesses.

Request to cut more than 20% of online application processing time
In the dispatch, Chairman of the Provincial People's Committee Nguyen Duc Trung requested Directors of departments, heads of provincial-level sectors and branches to strictly assess the impact and seek opinions from the Provincial People's Committee Office on administrative procedure regulations in proposals and draft legal documents before sending them to the Department of Justice for appraisal, in which they are determined to only advise on the issuance of new administrative procedures in cases of real necessity, with low compliance costs.
At the same time, advise on timely, complete and accurate announcement and publicization of administrative procedures under the management authority on the Provincial Administrative Procedure Information System and the National Public Service Portal so that cadres, civil servants, people and businesses know, implement and monitor the implementation. Periodically, monthly statistics are compiled of all newly issued, amended, supplemented or abolished administrative procedures to strictly control the issuance and implementation of administrative procedures.
Continue to restructure the administrative procedures and public services that have been integrated into the National Public Service Portal and the Provincial Administrative Procedure Information System according to the direction of the Provincial People's Committee Chairman on reforming administrative procedures, improving the business environment to simplify processes, cut unnecessary intermediate steps in the administrative procedure implementation process, ensuring the principle that each task is chaired and primarily responsible by only one specialized agency.

In particular, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches and sectors to review and shorten the time to handle administrative procedures by 20% earlier than the prescribed processing time for online applications; at the same time, select administrative procedures to pilot the reception and return of results entirely online and send them to the Provincial People's Committee before August 30, 2023.

Strengthen the work of self-inspection of public service and strictly handle cadres, civil servants and public employees who have acts of harassment, negativity, delay, failure to comply or self-imposed additional document components outside of regulations or causing difficulties and troubles for people and businesses in the process of handling administrative procedures; thoroughly and decisively handle the reflections and recommendations of people and businesses on administrative regulations related to the sector and unit.
Allocate resources for administrative procedure control work of agencies, units and localities in accordance with the requirements of the Resolutions of the People's Council of Nghe An province; focus on selecting competent civil servants and public employees who meet the work requirements in specialized units, and supplement the team of focal officers to do administrative procedure control work at agencies, units and localities to promptly and effectively resolve tasks related to administrative procedure reform.
