Chairman of the Provincial People's Committee Nguyen Duc Trung: Sharing responsibilities and shouldering the common work of the province

On the morning of May 11, the Provincial Party Standing Committee organized a Dialogue Conference between the Provincial Party Standing Committee and department-level managers and experts in the Provincial Agencies Bloc in 2023 with the theme: "Aspiration - Responsibility - Innovation - Development".

MUST BEAR THE WORK TOGETHER

At the Dialogue Conference between the Standing Committee of the Provincial Party Committee with department-level management leaders and experts in the Provincial Agencies, Comrade Nguyen Manh Ha - Chief Inspector of the Department of Science and Technology said that in the coordination of work resolution of departments, branches, sectors and localities, there were delays and shirking of responsibilities; the instructions of the provincial leaders were not properly and seriously implemented, causing prolonged resentment among the people. So, what is the viewpoint of the Standing Committee of the Provincial Party Committee in handling this issue?

Responding to this question, Chairman of the Provincial People's Committee Nguyen Duc Trung said that this is an issue that the Provincial People's Committee has clearly seen and pointed out. In the past time, departments, branches and sectors have made many efforts in solving the work, but coordination still has limitations.

The objective reason is that there are long-standing complex problems, with historical factors left behind. On the other hand, the mechanism and policies have changed a lot, the transition process has unclear instructions, causing difficulties in the implementation process.

But subjectively, the coordination between sectors is not close, not effective, still formal, not persistent enough to completely resolve the work. The Provincial People's Committee has issued a document requesting the directors of departments and sectors to have clear viewpoints and opinions when advising on work handling, not general ones.

To resolve the above situation, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that in the coming time, the Provincial People's Committee will strengthen direction by administrative measures, inspection, supervision, and handling requirements; at the same time, there will be measures to encourage the sectors to be more aware of the assigned work.

"We must identify that this is the common work of the province, so we must have awareness to share, shoulder the work together, and coordinate better to achieve the highest efficiency," emphasized Chairman of the Provincial People's Committee Nguyen Duc Trung.

Also at the conference, comrade Nguyen Tien Nam - Head of Department 2 of the Provincial Party Committee's Inspection Committee said that there has been a state of insecurity, fear of making mistakes, fear of taking responsibility among some cadres and party members... leading to the consequence of low performance. What does the Provincial Party Committee's Standing Committee have to say to solve the above problem?

Responding to this question, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that this is a very practical and timely question. In recent times, when the whole country has stepped up the fight against corruption, it has been highly appreciated by officials, party members and people.

Nghe An has also established a Steering Committee for the prevention and fight against corruption and negativity, headed by the Provincial Party Secretary. Therefore, the Standing Committee of the Provincial Party Committee affirmed that the fight against corruption and negativity will continue to be carried out more resolutely and vigorously in the coming time.

However, the Chairman of the Provincial People's Committee also emphasized that, just because we are stepping up the fight against corruption and negativity, we should not be afraid or hesitant to do it. We must shoulder the responsibility together to solve the problems that arise.

In directing work, it is necessary to clearly define the people, the work, the results, the responsibilities and the time, ensuring compliance with legal regulations, but also being suitable to reality and achieving the highest efficiency.

Regarding the land sector, comrade Phan Nguyen Hung - Head of Planning and Finance Department, Department of Agriculture and Rural Development said that currently, land management still has some shortcomings, land use efficiency is not high, environmental protection work has not met the requirements of sustainable development... So, what specific solutions are needed to overcome the above limitations?

To overcome the above situation, comrade Hoang Quoc Viet - Director of the Department of Natural Resources and Environment proposed 5 groups of solutions: Adjusting mechanisms and policies, promoting land auctions, bidding for land use rights, improving the efficiency of land use by companies, farms and forestry farms; Strengthening propaganda and dissemination of laws to land users; Good management of land use planning; Strengthening administrative reform, promoting the construction of land databases; Focusing on promptly handling problems at the grassroots level.

Regarding environmental protection, it is necessary to promote propaganda, education, and raise awareness of the leadership role of Party committees, Party organizations, and authorities, the responsibilities of agencies, organizations, communities, households, and individuals in environmental protection; effectively organize Resolution 08 of the Provincial Party Standing Committee on protecting natural resources and the environment; focus on preventing and limiting negative impacts, overcoming pollution, and improving environmental quality.

Assessing land as a sensitive and complicated field, Chairman of the Provincial People's Committee Nguyen Duc Trung said that many problems, obstacles and difficulties have existed for many years, but have not been completely resolved. Therefore, in the coming time, the Provincial Party Standing Committee requested the Department of Natural Resources and Environment to coordinate with sectors and localities to completely resolve the above problems in the most effective way.
