Chairman of the Provincial People's Committee Nguyen Duc Trung inspected and urged the progress of the coastal road project.
(Baonghean.vn) - On-site inspection, Chairman of the Provincial People's Committee Nguyen Duc Trung requested localities to resolutely clear the site, contractors to speed up construction progress, supervision units to ensure project quality, and strive to exceed the schedule by at least 12 months.
On the afternoon of September 14, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the implementation of the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section Km7+00 - Km76+00.
Accompanying him were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Directors of the Departments of: Transport, Planning and Investment, Finance, Construction, Natural Resources and Environment, Agriculture and Rural Development, Office of the Provincial People's Committee and leaders of localities where the route passes through.
PROJECT ENSURES PROGRESS AS PROPOSED

The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7-Km76 has a total length of 64.47 km, passing through Hoang Mai town, Quynh Luu, Dien Chau, Nghi Loc districts and Cua Lo town. The project is a grade III delta road, with 8 bridges, including 5 large bridges. The project has a total investment of 4,651 billion VND; the capital allocated in 2022 is 1,720 billion VND and so far has been disbursed more than 1,356 billion VND, reaching 83.71%.
Of the 59.9 km that need to be cleared, localities have so far completed 42.17 km (71%). The entire route still has 17.73 km of unfinished land, including: Hoang Mai town 3.54 km; Quynh Luu district 6.12 km; Dien Chau district 5.3 km; Nghi Loc district 2.43 km. Thus, the site clearance work has not been carried out in accordance with the direction of the Chairman of the Provincial People's Committee during the project inspection in early June 2022.

Reporting at the scene, Director of the Department of Transport Hoang Phu Hien said that the reason for the delay was due to the slow work of confirming the origin, checking the population and the rate of land recovery in the localities. Up to now, the work of confirming the origin of agricultural land and forest land in some localities has not been completed. Some land clearance councils have not been resolute in the work of inventory, pricing, submitting for appraisal and approval, and mobilizing payment to hand over the land for the project.
According to the plan, the construction of the foundation for the section through agricultural and forestry land will be completed before September 30, 2022, but so far only 26.23km/52.4km have been completed. According to the Department of Transport, the reason is that the site clearance work is still stuck and has not met the requirements. The site handover is not continuous, and the rainy weather makes it difficult to carry out the excavation and embankment construction.

The project implementation schedule according to the contract is 48 months, starting from February 2022 and ending in February 2026. However, the Department of Transport is focusing on directing the construction within 30 months, completing the project in the second quarter of 2024. Of which, the route is expected to be completed in the second quarter of 2024 and the bridge is expected to be completed in February 2024.
Director of the Department of Transport Hoang Phu Hien said that the construction progress is being affected because the site clearance work is still stuck, not meeting the requirements; the source of materials: soil, sand... is lacking, not being provided in time according to the construction progress of the project. Therefore, to complete the progress, the Department of Transport requested localities to prioritize focusing on handling and handing over the entire 10.33 km of agricultural and forestry land before September 30, 2022. Relevant departments and branches are interested in speeding up the settlement of procedural documents.

SPEED UP PROGRESS, ENSURE QUALITY
During the inspection, leaders of the localities: Hoang Mai town, Quynh Luu district, Dien Chau district reported on the progress of site clearance, difficulties and obstacles in the implementation process. The contractors reported on the construction results and actual obstacles, in which they committed to strive to complete the project according to the set schedule, ensuring quality.

After the on-site inspection, Chairman of the Provincial People's Committee Nguyen Duc Trung acknowledged and highly appreciated the efforts and determination of the investor, locality, and construction unit in site clearance, project construction to ensure the set progress, and high capital disbursement rate.
To speed up the project's progress, the Chairman of the Provincial People's Committee requested localities to focus on site clearance of the remaining 17km, especially the 6km that passes through agricultural and forestry land.
Regarding the problems of Hoang Mai town and Quynh Luu district, localities must review and have plans to handle each specific case to promptly hand over the site to investors; focus on speeding up planning and construction of resettlement areas.

For construction contractors, the Chairman of the Provincial People's Committee requested to focus on human resources, machinery, and vehicles, take advantage of the sunny weather, speed up construction progress, especially for sections that have been handed over with the spirit of construction as soon as the site is handed over, striving to exceed the schedule according to the plan proposed by the investor, at least 12 months ahead: after the site is handed over, it must be strictly managed to avoid encroachment.
Regarding departments and branches, the Chairman of the Provincial People's Committee requested the Department of Finance to pay attention to resolving other support proposals from localities in a flexible manner, based on reality, but must ensure compliance with regulations. The Department of Natural Resources and Environment supports localities in appraising and submitting to competent authorities for early approval of the Land Use Plan of districts on the route; supports identifying districts in the work of approving residential land prices.

In addition to ensuring the project's progress, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the investor to direct the supervision unit to closely supervise the construction, in accordance with regulations, and ensure the project's quality, because this is a key project of the province, with capital support from the Central Government, and adequate and timely funding.
