(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Duc Trung requested localities to speed up site clearance; contractors to focus on vehicles and human resources to speed up construction progress, especially the route part of the project.

On the afternoon of March 6, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the implementation of the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7-Km76.

Accompanying him were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Directors of the Departments of Transport, Planning and Investment, Finance, Construction, Natural Resources and Environment, Office of the Provincial People's Committee and leaders of localities where the route passes.

CONSTRUCTION PROGRESS OF THE LINE IS STILL SLOW

The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7-Km76 has a total length of 64.47km, with a total investment of 4,651 billion VND. The project passes through Hoang Mai town, Quynh Luu, Dien Chau, Nghi Loc districts and Cua Lo town. The project is a grade III plain road, with 8 bridges, including 5 large bridges.

The total length of land clearance required is 59.91km, with 4.56km overlapping D4 Road and National Highway 46. The capital plan is 2,763 billion VND, of which 900 billion VND will be allocated in 2023. To date, the project has disbursed 1,929 billion VND, reaching 73.8%, of which 66 billion VND was disbursed in 2023, reaching 7.3%.

To date, localities have handed over 50km of land, reaching 83% and relocated 56 graves. The entire route still has 9.9km of land clearance work that has not been completed, of which Hoang Mai town has 2.38km; Quynh Luu has 3.94km; Nghi Loc district has 2.23km.

Chairman of the Provincial People's Committee Nguyen Duc Trung directly inspected the construction site of Kenh Nha Le bridge, Lach Quen bridge, Lach Van bridge, and breakwater wall in Nghi Tien commune (Nghi Loc district).

Reporting at the scene, Director of the Department of Transport Hoang Phu Hien said that the project is divided into 2 construction packages, with the total value of implementation up to now being 1,249 billion VND, reaching 45%.

The project progress according to the contract is 48 months, starting from February 2022, ending in February 2026. However, the Department of Transport is directing the construction in 30 months, to be completed in the second quarter of 2024. Therefore, although the implementation value exceeds the contract progress by 6.5%, it is 12% behind the direction plan of the Department of Transport.

The contractors have basically ensured the progress as planned, the bridge section has exceeded the progress but the construction section is 33% behind the required progress. In many sections, the investor has handed over the site for many months now but the contractors have not started construction yet.

Regarding site clearance, in Tien Thuy commune (Quynh Luu district), there are still 4 households that have not been relocated because the district has not completed the procedures for building a resettlement area.

In addition, Quynh Luu district still has 4 resettlement areas that have not completed procedures to select contractors and organize construction. In Nghi Loc district, there are 2 resettlement areas in Nghi Quang and Nghi Yen communes that have not been implemented to relocate households.

SPEED UP CONSTRUCTION PROGRESS, ESPECIALLY THE LINE SECTION

During the inspection, local leaders: Hoang Mai Town, Quynh Luu District, Nghi Loc District reported on the progress of site clearance, difficulties and obstacles in the implementation process. The contractors reported on the construction results, in which they committed to strive to complete the project according to the set schedule.

After the actual inspection and listening to reports from units and localities, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this is a key project of the province, with sufficient and timely capital allocated by the Central Government, so the sectors, localities and construction units need to strive to implement the project on schedule, thereby creating momentum for socio-economic development for the province.

To speed up the project implementation, the Chairman of the Provincial People's Committee requested localities to focus on clearing the remaining 9.9km, especially at Lach Quen bridge (Quynh Luu district).

Quynh Luu and Nghi Loc districts also need to quickly complete procedures, organize the selection of contractors to construct resettlement areas, and organize the relocation of people to soon hand over the site to contractors. Localities should coordinate with the Department of Construction to organize and manage planning along the route well, to prevent re-encroachment, illegal subdivision, and sale of land.

Assessing the slow progress of the construction of the route, Chairman of the Provincial People's Committee Nguyen Duc Trung requested contractors to concentrate on vehicles, machinery, and human resources, take advantage of the sunny weather, speed up the construction progress, especially the sections that have been handed over the site, strive to exceed the progress according to the plan proposed by the investor, at least 12 months ahead.

The head of the Provincial People's Committee also requested the Department of Transport to work with localities and contractors to organize the signing of commitments to carry out site clearance work and construction progress according to specific timelines.

The Department of Planning and Investment and the Department of Construction are interested in supporting Quynh Luu district in the appraisal of technical economic reports and contractor selection plans in resettlement areas. The Department of Natural Resources and Environment supports localities in site clearance.

In addition to ensuring project progress, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the investor to direct the supervision consultant to closely supervise the construction, in accordance with regulations, and ensure project quality.
