Chairman of the Provincial People's Committee: Focus on developing the Industry and Trade sector in a modern direction, spreading to other sectors

On the afternoon of June 7, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the Department of Industry and Trade to evaluate the results of activities in the past time and deploy key tasks in the coming time.

INDUSTRY - COMMERCIAL SECTOR ACTIVELY CONTRIBUTES TO THE DEVELOPMENT OF THE PROVINCE

Reporting on the performance of the Industry and Trade sector in recent times, Director of the Department of Industry and Trade Pham Van Hoa said that in the first 5 months of the year and expected in 2023, the activities of the Industry and Trade sector will continue to face many difficulties, challenges and mixed advantages.

The industrial production index in the first 5 months of 2023 is estimated to increase by 1.62% over the same period in 2022. Total retail sales of goods are estimated at VND 36,539 billion, up 9.63% over the same period in 2022, reaching 42.98% of the plan. Export turnover of goods is estimated at 892.3 million USD, down 3.1% over the same period, reaching 35.7% of the plan. Import turnover of goods is estimated at 589 million USD, down 1.27% over the same period in 2022, reaching 39.27% ​​of the plan.

The Department of Industry and Trade has presided over and coordinated with relevant localities and units to complete the development of an integrated industrial cluster development plan into the Provincial Planning with 71 industrial clusters, with a total planning area of ​​over 2,658 hectares. From 2021 to 2023, the Department has connected, promoted investment, and attracted 4 enterprises to be investors in building technical infrastructure for 4 industrial clusters with a total area of ​​over 175 hectares.

Investment in commercial infrastructure continues. E-commerce is constantly developing according to world trends. In the period 2021-2023, the e-commerce index continuously ranked first in the North Central region and ranked quite high in the country.

The transmission and distribution grid system has been invested to meet the province's load demand, focusing on investing in supplying electricity to villages and hamlets without electricity. Up to now, 22 factories have generated electricity with a total capacity of 934.9 MW; 790 rooftop solar power systems have generated electricity with a total installed capacity of 73.54 MW. Consulting on planning for gas, wind, solar, biomass power projects...

The industry has also strengthened and flexibly coordinated and organized trade promotion activities, connecting supply and demand to develop domestic and foreign product consumption markets. Reviewed, evaluated, researched and advised on amending and promulgating policies and strategies for industry development. Administrative reform has been focused on, regularly reviewed, reduced processing time, and simplified administrative procedures.

The Department of Industry and Trade also frankly admitted that in production and business activities, some estimated targets for the first 5 months of the year did not ensure the progress of the plan and growth scenario for 2023.

The growth rate of industrial added value is estimated to not meet the 2023 plan. Export turnover growth is not really stable; Supply and demand of goods lack sustainability; Investment attraction for technical infrastructure of industrial clusters and commercial infrastructure is still not much.

At the working session, leaders of departments and branches contributed many ideas to help the Department of Industry and Trade better perform state management work.

Agreeing with the limitations pointed out by the Department of Industry and Trade, Secretary of the Party Committee of the Provincial Agencies Bloc Nguyen Thi Kim Chi requested the Department to promote the achieved results, overcome the shortcomings and limitations, continue to contribute to improving the investment and business environment; Change awareness, thinking, and determination to improve administrative reform; improve discipline, order, and public ethics of each cadre, civil servant, and public employee in the industry.

On the other hand, the Department of Industry and Trade needs to continue to make efforts, actively and proactively advise the Provincial People's Committee on solutions to complete the targets and objectives of the industry in the Resolution of the 19th Provincial Party Congress. Develop a specific implementation plan for the new Resolution of the Politburo on the construction and development of Nghe An province. The Provincial Planning will be issued and approved in the coming time.

Sharing with the Department of Industry and Trade, a state management agency in a wide field with heavy work, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that the Department strengthen training and fostering of staff; strengthen coordination with other departments and branches; develop regulations on functions, tasks, powers and organizational structure of the Department; develop appropriate electricity supply plans; strengthen forecasting, orientation, promotion and search for product consumption markets for businesses...

FOLLOW GROWTH TARGETS TO STRIVE FOR THE HIGHEST LEVEL

Concluding the working session, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that Industry and Trade is a multi-sector, multi-field management sector, with an important position and role in the socio-economic development of the province. Since the beginning of the term, in the general difficult conditions, the sector has made a very important contribution to the growth rate, industrial production value, import-export turnover, growth in the trade and service sector... of the province.

To achieve the above results, the Department of Industry and Trade has proactively and resolutely performed the assigned state management tasks. The Department has proactively advised the Provincial Party Committee, People's Council, and Provincial People's Committee on policies, mechanisms, and strategies in a serious and responsible manner, closely following the targets, objectives, and Action Program to implement the Resolution of the 19th Provincial Party Congress.

The Department has advised the Provincial People's Committee and directly presided over the implementation of many important contents. In particular, the Department has proactively reviewed and advised on removing difficulties, promoting industrial production, especially key industrial products; advised on solutions to promote trade, develop markets, connect product consumption; advised on handling arising problems and complicated developments in state management and administration.

The Department of Industry and Trade has also advised on the development of industrial infrastructure, commercial infrastructure... initially meeting the development requirements of the province both in the short and long term. The Department has actively participated with other sectors in improving the investment environment, the clearest evidence is the results of attracting investment, especially FDI capital; the spirit of solidarity, unity, proactively solving and handling work...

Emphasizing the key tasks of the Department of Industry and Trade in the coming time, the Chairman of the Provincial People's Committee once again reaffirmed the particularly important role of the industry and reiterated the statement: "Without industry, there can be no prosperity, without trade, there can be no cooperation, without agriculture, there can be no stability, without knowledge, there can be no prosperity".

Recently, the Politburo held a meeting to review 10 years of implementing Resolution No. 26 and agreed to issue a new Resolution on the construction and development of Nghe An province until 2030, with a vision to 2045. This is an extremely important Resolution for the long-term development of the province.

In the spirit of this Resolution, the development centers of the province will be clarified in the coming period. For industry, it will develop strongly in a modern direction, prioritizing the development of a number of key industries, new technology, high technology, industries with the ability to deeply participate in the production network and global value chain, creating high added value, having a spillover effect on other economic sectors...

To carry out the above tasks, the Chairman of the Provincial People's Committee requested the sector to closely follow the goals, targets and tasks in the Resolution of the 19th Provincial Party Congress, the 5-year Socio-Economic Development Plan 2021-2025, and the Resolution of the Department Party Congress to implement and achieve the highest level.

The first key task is that the Department needs to deploy management and implement well the planning under the management sector in the Provincial Planning for the period 2021-2030, with a vision to 2050, in which special attention is paid to the 13th Electricity Planning. The Department also needs to proactively review, evaluate, advise on amending and supplementing a number of mechanisms and policies for the development of the industrial - commercial sector to ensure synchronization, feasibility, and conformity with planning and practice, and development requirements.

The head of the Provincial People's Committee also requested the Department of Industry and Trade to closely follow the growth scenario of 2023 to advise the Provincial People's Committee to direct and organize implementation, ensuring the highest level. In particular, the industry needs to proactively grasp and promptly advise on removing obstacles and difficulties of enterprises; review key products with room for development; control electricity supply well, reduce electricity use, ensure production and daily life for people and businesses.

Based on the implemented contents, the Department of Industry and Trade also needs to focus on accelerating the progress of industrial infrastructure and commercial infrastructure projects to meet development requirements, focusing on energy infrastructure.

The Department also needs to coordinate with other sectors in trade promotion, investment promotion, product consumption connection, and strengthening state management in all fields. Promote administrative reform, innovate state management methods, implement digital transformation, train and foster officials, promptly develop decisions regulating the functions, tasks, powers and organizational structure of the Department. Implement the announcement of the Conclusion of the Standing Committee of the Provincial Party Committee at the dialogue conference with department-level management leaders and experts in the Provincial Agencies.
