Chairman of the Provincial People's Committee Nguyen Duc Trung signed and issued Official Dispatch No. 5958/UBND-TH (dated August 5, 2022) on strengthening discipline, order, improving quality and progress of work consultation. The dispatch was sent to Directors of Departments, Heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns.
The Chairman of the Provincial People's Committee assessed that in recent times, the work of advising on documents, and the observance of discipline and order by agencies, units and localities has had positive changes. However, there is still a situation where the agency in charge of advising the Provincial People's Committee does not have a clear opinion, the documents are still missing and are slow to be supplemented according to regulations; the time for processing documents is too long; some units send people to meetings that are not the invited members.

To overcome the above-mentioned shortcomings, Chairman of the Provincial People's Committee Nguyen Duc Trung requested Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns in their work of advising on work settlement to seriously implement the contents of the Provincial People's Committee's official dispatches on rectifying the work of advising on documents; implementing the working regulations of the Provincial People's Committee; on strengthening and improving the quality of appraisal work, advising on procedures for investment, land and construction in the province.
Accordingly, the advisory documents submitted to the Provincial People's Committee must ensure complete records, quality, and clear opinions. For documents with a reporting time limit, units are required to comply with regulations; in case of difficulties or problems leading to slow processing, the Provincial People's Committee must report the reasons, solutions, and completion time.
For the coordinating agencies that provide comments when sending written responses to the presiding agency, they must respond fully, have clear opinions, and be responsible for the contents related to their management functions and tasks. In case there are still problems related to the industry or field that the agency manages, they must clearly state the handling plan to resolve the problems.

For issues with different opinions, the presiding agency shall organize a meeting to reach agreement with relevant departments and branches before submitting to the Provincial People's Committee.
Chairman of the Provincial People's Committee Nguyen Duc Trung also requested that the Heads of agencies and units invited to the meeting are responsible for sending the right number of participants, with sufficient authority, capacity, and qualifications to meet the content and requirements of the meeting. In case the invited person is the Head of the agency or unit and cannot attend, he/she must report to the meeting chair and, if agreed, authorize a subordinate with sufficient capacity to meet the content and requirements of the meeting to attend instead.
The Chairman of the Provincial People's Committee shall assign the Provincial People's Committee Office, within a maximum of 2 working days, to return the documents and submissions to the Provincial People's Committee if the presiding agency does not clearly state its opinions or does not have complete documents as prescribed; monitor the time for processing documents to urge agencies and units to advise on ensuring progress as prescribed; monitor the assignment of attendees to meetings to ensure the correct composition.

Periodically on the 20th of each month, the Provincial People's Committee Office summarizes documents that do not comply with regulations in accordance with the direction in Official Dispatch No. 5958/UBND-TH; advises the Chairman of the Provincial People's Committee to criticize heads of units that have documents that do not comply with regulations, send people to meetings with incorrect composition without reporting and obtaining the consent of the meeting chair; and at the same time notify the Provincial Party Committee of the Provincial Agencies and the Provincial Emulation and Reward Board to consider annual emulation.
