Police increase penalties for alcohol concentration, many drinking places in Vinh city are deserted
(Baonghean.vn) - The number of customers coming to drinking establishments in Vinh City has decreased sharply in recent times due to concerns about being fined for alcohol concentration. The owners are also looking for suitable solutions to both stabilize business and ensure the safety of customers.

According to the reporter, due to concerns about being punished for alcohol violations, the number of customers coming to restaurants in Vinh City has decreased significantly recently.
For example, on the evening of March 4, streets with many drinking establishments such as Phan Dang Luu, Le Nin, Le Mao extended, Phong Dinh Cang, Nguyen Sy Sach... which are usually crowded on weekdays, now have very few visitors even though it is the weekend. Some establishments even have no customers. Some better-off establishments still have about 50% of empty tables, the situation of full tables like before is very rare.
On Phan Dang Luu Street, which is considered the beer street of Vinh City, the bustle was no longer maintained on the evening of March 4. Ms. Thao, the owner of a beer shop on this street, said: After Tet, the need to socialize and meet increased, so the shop was usually full of customers. However, from mid-February until now, the number of customers has gradually decreased. On the evening of March 4, our shop arranged 16 tables but only 3 tables had customers. Mainly because people are worried about being fined for alcohol concentration, so they no longer visit the shop regularly...".

Mr. Nguyen Van Trung, Truong Thi ward shared: "In recent days, the authorities have increased the number of breathalyzers and handled cases of drinking and driving. Some of my acquaintances have been fined, so I have proactively canceled many appointments. Except for cases where I have to attend, I will take a taxi...".
Currently, to maintain socializing and meeting, and avoid violating alcohol concentration, people have taken adaptive measures such as traveling to the restaurant by taxi or motorbike taxi; minimizing the use of alcohol at parties (replacing it with water, soft drinks of all kinds); many people also choose to gather at home, not going out to avoid being tested for alcohol concentration.
Shop owners are also looking for ways to adapt and maintain their business. Accordingly, some pubs have started to offer home delivery services, adding a service fee or free of charge if the customer has a high bill. Calling taxis and motorbike taxis for customers is also done regularly by the shop staff. Due to the sharp decrease in alcohol consumption, the shops are also balancing the import of moderate quantities to avoid surplus...

From February 3 to March 3, the Traffic Police force and Nghe An Public Security organized 2,423 patrols and controlled, recorded 6,616 violations, of which 1,219 cases of alcohol concentration violations were detected and handled (123 cars, 1,096 motorbikes, 1,219 vehicles were temporarily detained; 986 cases of driving licenses and practice certificates were revoked).
Implementing Plan No. 74/KH-CAT-PC08-PV01 dated February 28, 2023 of Nghe An Provincial Police, in the first 3 days of operation (from March 1 to 3, 2023), the special team of the Provincial Police organized 15 patrol and control shifts in Vinh City, recorded 42 violations, of which 41 cases violated alcohol concentration and 1 other violation.
