(Baonghean.vn) - Reflecting to the National Assembly delegates, voters of Quy Chau district suggested many shortcomings of the set of criteria for evaluating poor households. Voters suggested that the Central Government should adjust the set of tools for investigating poor households to suit different mountainous regions.

Inadequate assessment of poor households

Petition to National Assembly delegate Lu Van Duc - Chau Hoan commune (Quy Chau) Propose to superiors to increase allowances for part-time cadres at commune and village levels; increase funding and targets for community drug rehabilitation.

The province is drafting regulations on cadres and civil servants. According to the draft document for comments from communes, a type 2 commune is only allowed to have 20 cadres and civil servants (12 cadres and 8 civil servants), and the office department is only assigned 1 civil servant. With such a number of cadres, it is impossible to handle all the work. It is recommended that superiors should stipulate that the office has 2 civil servants and reduce the number of cadres to 11 people.

Regarding the criteria for assessing poor communes, Mr. Lu Dinh Duc said that during the implementation process, the grassroots encountered many shortcomings in the implementation of the regulations of the set of criteria for assessing poor households. He suggested that the Central Government should adjust the set of tools for investigating poor households to suit different mountainous regions.

Sharing the same view, voter Nguyen Van Dung, Dien Lam commune proposed that superiors need to have a consensus to have a scoring toolkit suitable for mountainous areas, thereby providing appropriate and appropriate support to ensure that people enjoy the State's regime and policies fairly.

Voter Loc Thi Cuc, Chau Phong commune, proposed: After the merger of villages, the number of households and population increased, but the level of support for residential areas is still 6 million VND as before the merger. Propose that the province increase the level of support for residential areas to meet and serve the community living needs of the people.

Voters also expressed their wish that the State build an electricity grid for villages without electricity; provide a one-time allowance for village management officials who have worked for 10 years or more when they retire; maintain and repair roads, bridges, and dams in localities that have been seriously degraded; add veterinary staff positions at the grassroots level; provide burial expenses for veterans who have not received any benefits; and support localities to improve the quality of medical examination and treatment at health stations serving the initial medical examination and treatment of the people.

Building suitable job positions for commune-level officials and civil servants

Receiving and explaining the opinions of voters in Quy Chau district, Secretary of the Party Central Committee Phan Dinh Trac said that the proposal on the shortcomings after the merger of villages, hamlets and communes is a common situation in many localities. The initial implementation process still has difficulties and problems. The proposal of voters and National Assembly deputies is noted and recommended to the province and the Government for study and amendment.

Regarding the voters' proposal to restore the title of grassroots veterinarian, comrade Phan Dinh Trac said that for communes, it is very necessary to have people with veterinary knowledge to serve the livestock farming for the people. This is a big problem, the National Assembly Delegation of the province noted and reported to the province and the Government for consideration and amendment.

Clarifying the proposed regulations on the establishment of commune-level cadres and civil servants,Secretary of the Central Party CommitteePhan Dinh Trac suggested that communes need to develop a job position project, determine the staffing for the commune level, and accurately describe jobs to ensure appropriate job positions are arranged, with no excess or shortage.

Regarding the reflection of shortcomings in the implementation of the Central's poverty assessment toolkit for the period 2016 - 2020, comrade Phan Dinh Trac said that there were many shortcomings during the implementation, but because the Central's poverty assessment toolkit for the period 2021-2025 has not been completed, it is still being implemented according to the old criteria set.

The provincial National Assembly delegation noted the report to the Government to soon issue a new set of criteria for training at the grassroots level for implementation.
