National Assembly delegation supervises planning work in Thai Hoa town

Thai Hoa town submitted 18 planning projects to the province for approval.

According to the 2017 Planning Law, there is no longer a district-level socio-economic planning but it is integrated into the provincial planning for the period 2021 - 2030, with a vision to 2050. Therefore, implementing the Planning Law, on the basis of the assignment of the Provincial People's Committee, in the past time, Thai Hoa town has focused on implementing many tasks.

In particular, directing departments and offices to focus on providing information on the current status and development orientation of sectors and fields related to transportation, urban development, land use planning... in the town for provincial departments and branches as a basis for synthesizing into the provincial sector and field components in the provincial planning.

The town also completed and provided information data and directions, planning for town development according to decisions and resolutions of superiors and within the town for planning consultants to integrate into the planning component.Thai Hoain provincial planning, including all areas of state management, socio-economics, security - defense...

The Town People's Committee has directed departments, agencies and branches to repeatedly provide comments on the draft Provincial Planning Orientation Framework and the draft Town Planning Component. At the same time, we have been coordinating with the Provincial People's Committee and the Department of Construction to appraise and approve 18 planning projects related to adjusting the town's general planning and a number of projects implemented in the area.

The appraisal and approval of survey and planning budget estimates for planning projects using state budget funds is sometimes confusing, difficult, and problematic.

Working with the DelegationNational AssemblyOn behalf of the town People's Committee, comrade Pham Chi Kien - Chairman of the town People's Committee shared the difficulties related to resources for planning implementation. Although the town has sought investment resources from the Central Government and enterprises, it has not yet met the requirements.

Therefore, it is recommended that the province pay attention to providing capital for planning work, ensuring speed up progress and quality, and overcoming patchwork in planning.

The Chairman of the Town People's Committee also pointed out the current situation, in the process of planning, although opinions were collected, people did not participate, but when implementing, there were comments. It is recommended that the Central Government should have specific regulations on the contents that need to collect people's opinions to ensure both publicity and democracy, ensure the rights of the people and the planning during the implementation process does not give rise to ideas or petitions.

The Central Government also needs to decentralize and assign responsibilities to all levels and sectors in managing and organizing the implementation of approved plans and projects.

Attention to resource allocation for planning

Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation acknowledged the attention to thoroughly grasping and implementing the 2017 Planning Law; at the same time, proactively coordinating well with departments, building development needs of sectors and fields in the area to integrate into the provincial planning.

The Deputy Head of the Provincial National Assembly Delegation suggested that the town continue to focus on and proactively coordinate with departments, branches and consulting units to speed up the progress and quality of planning, ensuring the sustainable development strategy and the central urban area of ​​the region. Pay attention to allocating resources to serve the planning work.

Along with that, it is necessary to speed up the establishment and appraisal of zoning plans; implement land use plans after approval; ensure synchronization and connection between urban development and land use.
