Provincial National Assembly delegation surveys law enforcement on domestic violence prevention and control in Quy Chau district

(Baonghean.vn) - Surveying the implementation of domestic violence prevention and control policies in Quy Chau district, the Deputy Head of the provincial National Assembly delegation proposed that local authorities step up propaganda and promptly detect, intervene and handle domestic violence; at the same time, pay attention to helping and protecting victims of domestic violence, especially the elderly, women and children.

Continuing the program of surveying the implementation of policies and laws on domestic violence prevention and control and collecting opinions on the draft Law on Domestic Violence Prevention and Control (amended) and the Law on Democracy Implementation at Grassroots Level, on the afternoon of July 28, the National Assembly Delegation directly surveyed Chau Thuan Commune, Quy Chau District. Also attending were delegate Hoang Thi Thu Hien - Member of the National Assembly's Committee on Science, Technology and Environment, Permanent Vice President of the Provincial Women's Union; representatives of the leaders of the Department of Culture - Society, the Provincial People's Council and the Department of Culture - Sports, the Provincial Women's Union.

Conducting a direct survey in Chau Thuan commune and through the report of the People's Committee of Quy Chau district, the provincial National Assembly delegation acknowledged the local efforts in disseminating and popularizing legal documents on preventing and combating domestic violence; integrating into the movement "All people unite to build a cultural life", building village conventions and regulations associated with the commitment to gender equality; through club activities in the community.

In Chau Thuan commune, 4 clubs for preventing and combating domestic violence have been established and maintained in 4 villages; propaganda has been organized in schools about preventing child abuse and drowning.

Chau Thuan commune in particular and Quy Chau district in general have also promoted the role of mediation teams, self-management teams and non-professional activists in blocks, hamlets, villages and communes in detecting and participating in mediation of conflicts and acts of domestic violence in each residential area.

According to statistics, in the 3 years 2019 - 2021, Quy Chau district had 12 cases of domestic violence, of which 2 cases were administratively handled.

However, through frank discussions between district and commune authorities, identifying acts of domestic violence still has difficulties. On the one hand, the mentality of "keeping it to yourself" and "shaming the man, shaming the woman" also makes it difficult to grasp the actual number of domestic violence in the area.

These are factors that affect the prevention and handling of domestic violence in some areas, especially remote areas...

Along with that, some internal family thoughts and ideas; gender inequality and some social evils... also affect and pose many risks of domestic violence, causing difficulties in enforcing laws on preventing and combating domestic violence in the locality.

Caring for victims of domestic violence

Based on the survey, Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, acknowledged the interest of Chau Thuan commune and Quy Chau district in implementing legal policies on preventing and combating domestic violence.

Sharing some of the difficulties that are arising related to awareness, people, and funding; the Deputy Head of the Provincial National Assembly Delegation emphasized that the work of preventing and combating domestic violence needs to focus on prevention, so he suggested that Quy Chau district and Chau Thuan commune continue to focus on propaganda and dissemination of laws to raise awareness and change the behavior of each member of society. If there is an act of domestic violence, it is necessary to promptly detect, intervene and handle it promptly; at the same time, pay attention to helping and protecting victims of domestic violence, especially the elderly, women and children.

The Deputy Head of the Provincial National Assembly Delegation also hopes that Quy Chau district and Chau Thuan commune will continue to research and contribute opinions to the draft Law on Domestic Violence Prevention (amended) and the Law on Grassroots Democracy to be sent to the National Assembly Delegation for synthesis and participation in the law-making process of the National Assembly in the coming time.
