Hung Nguyen increased serious traffic accidents

On the morning of May 4, the Provincial People's Council's Legal Committee had a working session with the People's Committee and the Hung Nguyen District Police under the program of supervising the handling of traffic accidents and administrative violations in the field of traffic in the province.

According to a report from Hung Nguyen District Police, traffic accidents in the area have increased in number, severity and are very serious.

Specifically, in 2017 there were 23 traffic accidents, of which 15 were serious and 1 was very serious; in 2018 there were 26 accidents, of which 16 were serious and 4 were very serious. In the first 3 months of 2019 alone there were 4 traffic accidents.

Based on the reality, the district police agency has investigated and decided to sanction 13 administrative violations; revoked driving licenses of 5 cases; and prosecuted 17 cases with 17 defendants.

It is worth noting that the direct causes of traffic accidents in the area recently are mainly due to the subjective awareness of traffic participants such as using alcohol, beer, stimulants; not obeying traffic lights; driving in the wrong part of the road or lane; unsafe technical equipment; oversized and overloaded vehicles...

Besides, there are objective reasons due to traffic infrastructure, especially some traffic signal systems that have not been installed synchronously, leading to the appearance of some "black spots" of traffic safety in the district.

Hung Nguyen District Police said that recently, the industry has implemented many solutions to raise awareness of compliance with traffic safety laws such as: strengthening propaganda work, combined with patrolling, controlling, detecting, reminding and handling administrative violations in the field of traffic.

Specifically, in 2017, the District Police issued decisions to sanction administrative violations for 1,971 cases; in 2018, it was 1,976 cases; in the first 3 months of the year, it was 471 cases.

The government has not yet taken decisive action.

At the meeting, the monitoring delegation proposed to the District Police a number of contents such as: Applying measures to handle violations in the field of traffic, such as fines, vehicle detention, driver's license revocation... In addition, it is necessary to pay attention to applying additional measures, such as in the case of not wearing a helmet, it is mandatory to wear a helmet...

The unit also needs to coordinate with agencies to organize patrols, detect and handle violations of waterway traffic safety; pay attention to the time limit for receiving and handling reports and denunciations of traffic accidents; and clarify the reasons for 148 decisions on administrative sanctions that have not been enforced from 2017 to present.

Concluding the meeting, Deputy Head of the Provincial People's Council's Legal Committee Thai Thi An Chung acknowledged the attention of the leadership and direction in handling traffic accidents and administrative violations in the traffic sector; the records and quality of handling accidents and administrative violations were basically in accordance with regulations.

However, in the district, traffic accidents are increasing in all three criteria and the government's intervention is not really drastic, leaving it to the police force.

Pointing out some shortcomings and limitations, the Deputy Head of the Provincial People's Council's Legal Committee requested Hung Nguyen district and the district police to continue to strengthen propaganda and raise awareness of compliance with traffic safety laws.

Regarding the handling of administrative violations, the Public Security sector needs to pay attention to implementing 148 decisions on handling violations that have not been implemented, focusing on applying coercive solutions. On the other hand, strengthen coordination with sectors, especially communes, towns, schools and agencies to apply additional handling measures, creating deterrence, especially for cadres, civil servants, public employees and students.
