On April 26, 2022, the Provincial People's Committee held a regular meeting in April under the chairmanship ofChairman of the Provincial People's Committee Nguyen Duc Trung. Attending the meeting were members of the Provincial People's Committee, representatives of the leaders of the Provincial People's Council Committees, representatives of the leaders of the Provincial Party Committee of Provincial Agencies, the Provincial Party Committee of Provincial Enterprises, the Office of the National Assembly Delegation and the Provincial People's Council; leaders of relevant departments, branches and units.

At the meeting, the Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting in March 2022, thematic working sessions in March 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND; Reports on the socio-economic situation, state budget revenue and expenditure in April, key tasks and solutions in May 2022 and contents under its authority.

After listening to reports from relevant departments and branches and discussions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in April, key tasks and solutions in May 2022

1. Results achieved

- All levels and sectors have actively and effectively implemented measures to prevent and control the Covid-19 epidemic; socio-economic activities in the province have returned to a new normal state.

- The economy continues to achieve positive results, including:

+ Trade and services recovered positively: Total retail sales of goods in 4 months are estimated to increase by 20.64%; revenue from accommodation and catering services is estimated to increase by 19.58%; export turnover of goods is estimated at 729.4 million USD, up 23% over the same period. The number of tourists in April is estimated at 789,399, up 237% over the same period...

+ Industrial production development index is estimated to increase by 16.85% over the same period; cumulative 4 months are estimated to increase by 12.41% over the same period in 2021.

+ Investment attraction achieved positive results: As of April 20, 2022, 36 new projects were granted, 35 projects were adjusted; the total newly granted and increased capital was 17,205 billion VND.

+ State budget revenue is estimated at 6,303 billion VND, reaching 42% of the estimate (domestic revenue 5,721 billion VND, revenue from import-export activities 582 billion VND).

-As of April 20, 2022, the disbursement rate of public investment capital reached 20.22% of the detailed assigned plan, higher than the same period in 2021.

- The cultural and social fields continue to receive attention and direction; in which: Good preparations have been made for the organization of students at all levels in the area to return to school in person to ensure safety. Cultural activities: Opening of the Cua Lo Tourism Festival in 2022; Opening of Quynh beach tourism;... operating the walking street in Vinh city has attracted the participation and response of a large number of people and tourists. Directing the completion of the District-level Sports Festival...

- Organize work with the Central Economic Committee to prepare for the implementation of the task of summarizing 10 years of implementing Resolution No. 26-NQ/TW of the Politburo. Work with strategic investors to research and implement 02 projects: Cua Lo deep-water port and Vinh International Airport.

-Political security and social order and safety are guaranteed.

2. Difficulties and limitations

- Although compensation and site clearance work has been focused on, it is still slow compared to requirements, especially the North-South expressway project in the East...

- Some units and investors have a low rate of disbursement of public investment capital plans compared to requirements.

3. Key tasks and solutions for May 2022

3.1. Closely monitor the situation and developments of the epidemic, focus on directing effective Covid-19 prevention and control work to restore and develop the socio-economy; do not be negligent, subjective, or lose vigilance; strengthen propaganda and raise people's awareness.

- Department of Health:

+ Direct the completion of the third Covid-19 vaccination for people aged 18 and over and proactively develop plans for the fourth vaccination, especially for priority groups according to the Ministry of Health's instructions. Prepare plans for Covid-19 vaccination for children aged 5 to 11 years old to ensure safety, science and effectiveness.

+ Proactively review preventive medicine and primary health care; strengthen direction, guidance, and support for localities in treatment work, not to overload the health system, especially primary health care. Prepare scenarios to respond to all situations, even when a new, faster-spreading, more dangerous variant appears.

3.2. Continue to promote economic and social recovery and development.

- Departments and branches:

+ Continue to resolutely, synchronously and effectively implement tasks and solutions to implement the Socio-Economic Recovery and Development Program according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government and Plan No. 153/KH-UBND dated March 4, 2022 of the Provincial People's Committee. The Working Groups established by the Provincial People's Committee continue to closely follow the growth scenario to deploy tasks according to the issued Plan.

+ Departments, branches and sectors are responsible for grasping the situation, promptly detecting and proactively working with localities to promptly remove difficulties and obstacles, and immediately handle arising issues that have negative impacts on the socio-economy within the scope and field of state management.

- Department of Planning and Investment:

+ Continue to review and complete the draft Provincial Planning to submit to the Provincial Party Standing Committee for comments; organize to collect comments from experts, the Provincial Socio-Economic Advisory Group, the Provincial Fatherland Front Committee, the community... according to regulations.

+ Coordinate with the Provincial Party Committee Office to proactively deploy the Plan to summarize 10 years of implementing Resolution No. 26-NQ/TW of the Politburo, ensuring the set progress.

+ Organize the implementation of instructions on the implementation of investment and business project implementation according to the instructions of the Prime Minister's Special Working Group in Official Dispatch No. 2541/CV-TCT dated April 18, 2022.

+ Advise the Provincial People's Committee to amend or replace Decision No. 72/2017/QD-UBND dated November 28, 2017 to issue a handbook guiding the order and procedures for implementing investment projects in the province; amend Decision No. 25/2018/QD-UBND dated May 14, 2018 on the regulations for coordinating inspection and post-inspection handling of slow-progress investment projects submitted to the meeting in May 2022.

+ Review and advise the Provincial People's Committee on the inspection plan and list of projects to inspect slow-progressing projects in 2022, and coordinate with the Provincial People's Committee Office to complete the monitoring report on slow-progressing projects as required by the Provincial People's Council.

- Department of Agriculture and Rural Development:

+ Direct agricultural production to ensure the right season; review and regulate water resources to ensure production; proactively implement measures to prevent and control epidemics (such as cassava mosaic disease,...).

+ Consulting solutions to remove difficulties in the fisheries sector.

+ Actively direct forest fire prevention. Strengthen inspection, handling, and effective prevention of deforestation, exploitation of forest products, hunting and trapping of wild animals...

+ Proactively work with the Ministry of Agriculture and Rural Development and the Ministry of Finance to promptly resolve funding to support overcoming damage caused by natural disasters and epidemics.

+ Coordinate with the Department of Finance to urgently organize a cement purchase bid in 2022 to promptly supply to localities for rural road construction.

+ Coordinate with central ministries and branches to promptly approve the Master Plan for the High-tech Forestry Zone in the North Central region; at the same time, proactively develop plans for implementation.

-Department of Industry and Trade:

+ Continue to monitor and direct the implementation of growth scenarios to promote the industrial sector; advise on solutions to remove obstacles to speed up the progress of industrial projects to soon come into operation.

+ Closely follow the progress of Power Planning VIII. Coordinate with Nghe An Electricity to ensure power supply for daily life and production during the hot season.

+ Preside and coordinate with relevant sectors to continue monitoring and grasping information on the petroleum supply situation in the area to promptly advise and direct handling in case of unusual fluctuations.

- Southeast Economic Zone Management Board:

+ Complete the draft Regulation on coordination in performing state management tasks in the Southeast Economic Zone and industrial parks to report to the Provincial People's Committee in May 2022.

+ Closely follow the progress of submitting to the Prime Minister for approval of the investment policy of Hoang Mai II Industrial Park Project and Tho Loc Industrial Park to explain and provide information promptly.

+ Review and complete the dossier for adjusting the investment project of Cua Lo deep-water port, advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee. Coordinate with the Department of Transport and relevant agencies to prepare a dossier proposing the investment policy for the project connecting from D4 road to the northern port area of ​​Cua Lo port to submit to competent authorities for approval before July 2022.

+ Review and evaluate the implementation of investment agreements of the province with investors in infrastructure business of industrial parks.

+ Coordinate with the Department of Labor, War Invalids and Social Affairs to monitor and grasp the stable situation of labor relations at enterprises in the Southeast Economic Zone and industrial parks of Nghe An province, especially FDI enterprises that employ a lot of labor.

- Department of Tourism:

+ Continue to implement the tourism recovery plan; coordinate with the Department of Labor, War Invalids and Social Affairs to solve human resource difficulties in the tourism industry.

+ Advise on organizing the 2022 Tourism Development Linkage Forum between Hanoi, Ho Chi Minh City and the extended North Central provinces in Nghe An.

+ Coordinate to support tourism promotion and advertising, especially on the occasion of April 30 and May 1 to ensure safety and effectiveness; coordinate with localities to check the posting and publicization of service prices at restaurants and hotels.

- The Department of Transport inspects and strictly handles violations of transport activities; directs to serve well the travel needs of people on the occasion of April 30 and May 1.

- Department of Natural Resources and Environment:

+ Implement Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister on allocating targets for the National Land Use Planning period 2021 - 2030, with a vision to 2050, and the 5-year National Land Use Plan 2021-2025.

+ Coordinate with relevant sectors to advise on the implementation of Decision No. 10/2022/QD-TTg dated April 6, 2022 of the Prime Minister on regulations on procedures for approving the conversion of land use purposes for rice cultivation from 02 crops or more for a scale of less than 500 hectares; special-use forest land, upstream protection forest land under 50 hectares.

+ Complete the draft Resolution of the Provincial Party Standing Committee on leadership to improve the effectiveness of implementing the strategy for sustainable development of the marine economy to 2030, with a vision to 2045, to submit to the Provincial People's Committee in May 2022.

+ Urge the District People's Committee and the Land Registration Office to resolve the backlog of granting Land Use Right Certificates to households and individuals.

- Department of Construction: Focus on implementing the task of establishing district planning and general construction planning; implementing the conclusion of the Provincial Party Standing Committee on funding for urban planning.

- Department of Foreign Affairs:

+ Advise on organizing a working session with the US Chamber of Commerce.

+ Coordinate with the Department of Labor, War Invalids and Social Affairs to advise on the signing of a memorandum of understanding between Gongju city, Chungcheong Nam province, Korea and Nghe An Provincial People's Committee on seasonal labor.

3.3. Focus on measures, take advantage of favorable weather to speed up implementation progress, especially key projects and disburse public investment capital plans according to committed progress (striving to disburse 100% of the assigned 2022 plan).

- The Department of Planning and Investment advises on the implementation of the plan of the Public Investment Working Group; strengthens work with investors, conducts field inspections of projects, reports and proposes timely solutions to ensure the set goals.

- Department of Transport:

+ Directing to speed up the construction progress of projects: Coastal Road, Muong Xen - Ta Do - Khe Kien Road...; Organizing the selection of construction contractors for projects: Traffic road connecting Vinh - Cua Lo (phase 2); National Highway 7C connecting Do Luong - Tan Ky... Coordinate with relevant units to focus on implementing the North-South expressway project, especially site clearance work (urging localities to focus on implementing the commitments at the Steering Committee meeting on April 22, 2022).

+ Act as the focal point, coordinate with relevant departments and branches, review and unify investment forms for items at Vinh International Airport, guide investors to prepare project proposals and carry out the next steps in accordance with regulations.

- The Department of Agriculture and Rural Development, the Department of Labor, War Invalids and Social Affairs, and the Provincial Ethnic Committee, according to their functions and tasks, shall advise on the synchronous and effective implementation of the contents and tasks of each National Target Program and related programs, projects and schemes in the province in accordance with regulations.

3.4. On budget revenue and expenditure management

-Department of Finance:

+ Coordinate with the Tax and Customs sectors to continue to synchronously implement solutions to ensure budget collection on schedule; promptly and effectively deploy preferential policies on taxes and fees to support production and business recovery and economic development.

+ Urge and synthesize reports on the settlement of funding to support Covid-19 prevention and control and policies to support people facing difficulties due to the pandemic in 2021 to advise the Provincial People's Committee to submit to the Ministry of Finance for appraisal and allocation of remaining funding according to regulations.

-The Tax Department thoroughly disseminates to the entire system to propagate and support people and businesses to switch to applying electronic invoices (before July 1, 2022).

3.5. Focus on directing cultural and social fields

- Department of Education and Training:

+ Continue to carry out tasks and solutions to ensure absolute safety in disease prevention and successfully complete the 2021-2022 school year; prepare well for exams in the province, especially the 2022 high school graduation exam.

+ Strengthen inspection, field survey and complete assessment records to submit to the Provincial People's Committee for recognition of the school as meeting national standards as planned.

+ Advise on the Decision to approve the list of textbooks for grades 3, 7, and 10 from the 2022-2023 school year to ensure progress in May 2022.

- Department of Culture and Sports:

+ Organize the Lotus Village Festival, celebrate the 132nd birthday of President Ho Chi Minh, activities to celebrate the 120th birthday of comrade Phan Dang Luu... Coordinate with the Vietnam Women's Union to organize the program "Mother of Lotus Village".

+ Preparing to organize the 9th Nghe An Provincial Sports Festival.

+ Organize the launching ceremony of "Swimming practice for children to prevent drowning in 2022" in Quynh Luu and Quy Hop districts.

- Department of Labor, War Invalids and Social Affairs:

+ Preside and coordinate with departments and branches to resolve difficulties and problems related to labor. Coordinate with the Provincial Labor Federation to advise on organizing a dialogue program between the Chairman of the Provincial People's Committee and workers (expected in May).

+ Inspect and urge localities and enterprises to promptly implement housing rental support for employees with labor relations, who are renting, staying, or working in industrial parks and economic zones according to Decision No. 08/2022/QD-TTg of the Prime Minister.

+ Advise on preparing a report summarizing 10 years of implementing the Resolution of the 5th Central Conference, Session XI, on a number of social policy issues for the 2012-2020 period in the province.

+ Advise on the implementation of Plan No. 271/KH-UBND dated April 26, 2022 of the Provincial People's Committee to organize activities to celebrate the 75th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2022).

+ Preside and coordinate with relevant agencies and units to strengthen direction and guidance on the implementation of accident and injury prevention, and drowning prevention for children, especially before summer break.

-Provincial Emulation and Reward Board: promptly advised to reward the brave action of saving 3 drowning people of Mr. Nguyen Huu Hien - Chairman of the Veterans Association of Thanh Hoa commune, Thanh Chuong district.

3.6. Strengthening state management and promoting administrative reform.

- Departments, branches and localities:

+ Implement Plan No. 247/KH-UBND dated April 19, 2022 of the Provincial People's Committee on reviewing and simplifying administrative procedures in 2022 under the management authority and scope of timely settlement, ensuring quality, especially 06 Departments: Construction, Natural Resources and Environment, Industry and Trade, Justice, Home Affairs, Transport.

+ Implement the integration and provision of online public services under the authority of settlement and management on the National Public Service Portal in 2022 according to the instructions of relevant ministries, branches and the Government Office.

- Department of Home Affairs: Urge agencies and units to implement the arrangement of administrative organizations and public service units according to the content of Official Dispatch No. 209/CD-TTg dated February 28, 2022 of the Prime Minister.

- Department of Information and Communications: Actively advise on the implementation of key tasks on digital transformation. Implement Plan No. 241/KH-UBND dated April 15, 2022 of the Provincial People's Committee on the program to determine the index to assess the level of digital transformation of enterprises and support to promote digital transformation of enterprises in the area.

3.7. Ensuring national defense, security and social order and safety.

- The provincial police deployed forces to ensure security, order, traffic safety, fire prevention and fighting, especially during the April 30 and May 1 holidays...

- The Provincial Military Command continues to do a good job of preparing for the provincial and district-level defense and civil defense drills according to the set plan.

II. Recommendations and proposals

1. Regarding funding support for clean water supply projects

Assign the Department of Agriculture and Rural Development to review, prioritize and propose specific needs in writing. On that basis, assign the Department of Finance to advise on handling within the province's resource allocation capacity.

2. On the plan to develop medicinal plants under the forest canopy

Assign the Department of Agriculture and Rural Development to coordinate with relevant localities to support businesses (such as TH, Thien Minh Duc and some other businesses) to develop medicinal plants under forest canopy in association with building processing factories; research and organize some conferences and seminars to introduce and connect with businesses.

3. On the implementation of the National Highway 7C project connecting Do Luong - Tan Ky

The Department of Transport shall have a specific written proposal; coordinate with the Department of Finance and the Department of Planning and Investment to advise the Provincial People's Committee on solutions to remove difficulties and obstacles so that the project can promote investment efficiency.

III. Contents under the authority of the Provincial People's Committee

1. Draft Resolution of the Provincial People's Council on promulgating the list of public career services using the state budget in the field of natural resources and environment in Nghe An province
The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Natural Resources and Environment. The Provincial People's Committee Office was assigned to coordinate with the Department of Natural Resources and Environment to complete the draft Resolution, advise the Provincial People's Committee to submit to the Provincial People's Council according to regulations.

2. Draft Decision to promulgate the Project on socialization of infrastructure construction for secondary schools with ethnic minority boarding students in Nghe An province, period 2021 - 2030

The Provincial People's Committee unanimously approved the draft Project prepared by the Department of Education and Training. The Provincial People's Committee Office was assigned to coordinate with the Department of Education and Training to complete the draft Project and advise the Provincial People's Committee to promulgate it.

3. Draft Decision approving the Strategy for sustainable development of education and training in Nghe An for the period 2021-2030, with a vision to 2045.

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Education and Training. The Provincial People's Committee Office was assigned to coordinate with the Department of Education and Training to complete the draft decision and advise the Provincial People's Committee to promulgate it.

4. Draft Decision promulgating regulations on assignment and decentralization of state management responsibilities for quality and safety in construction and maintenance of construction works in Nghe An province.

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Construction. The Provincial People's Committee Office was assigned to coordinate with the Department of Construction to complete the draft Decision and advise the Provincial People's Committee to promulgate it.

5. Draft Construction Planning for Quynh Luu district, Nghe An province for the period 2021-2030, with a vision to 2050.

The Provincial People's Committee unanimously approved the draft Planning report by the Quynh Luu District People's Committee. The Provincial People's Committee Office was assigned to coordinate with the Quynh Luu District People's Committee and the Department of Construction to complete the draft Planning, advise the Provincial People's Committee Party Committee to report to the Provincial Party Standing Committee in April 2022.

6. Draft Planning of Nghe An province for the period 2021 - 2030, vision to 2050

The Provincial People's Committee basically agreed to approve the draft Provincial Planning as reported by the Department of Planning and Investment. The Department of Planning and Investment was assigned to coordinate with the consulting unit and relevant departments, branches and units to review and complete the draft Planning, advise the Provincial People's Committee Party Committee to report to the Provincial Party Standing Committee in May 2022.

7. Draft Resolution of the Provincial Party Executive Committee on digital transformation by 2025, with a vision to 2030

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Information and Communications. The Department of Information and Communications was assigned to coordinate with the Provincial People's Committee Office to complete the draft Resolution, advise the Provincial People's Committee Party Committee to report to the Provincial Party Committee Standing Committee in May 2022.
