Prosecution of 3 more defendants in the case at Do Luong Irrigation Enterprise

On January 7, 2022, the Economic Police Department (Nghe An Provincial Police) served the decisions to prosecute the accused and apply preventive measures and prohibit leaving the place of residence for 03 accused for the act of ""Abusing position and power while performing official duties"occurred at Do Luong Industrial Park.

The defendants prosecuted include: Le Van Binh (Deputy Director of Do Luong Industrial Zone), Hoang Minh Hung (Head of Planning and Technical Team), Thai Doan Hao (Head of Administrative Team).

According to the investigation of the police agency, from 2016 to 2019, Ho Dinh Minh (Director of Do Luong Irrigation Construction Company) directed subordinates including: Le Van Binh (Deputy Director), Hoang Minh Hung (Head of Planning and Technical Team), Thai Thi Vinh (Chief Accountant), Thai Doan Hao (Head of Administrative Team) to create fake contracts for the construction of 116 items of dredging canals and repairing works through the form of signing contracts with Do Luong NA Irrigation Construction Joint Stock Company (directed by Hoang Huu Son) to pay an amount of more than 3.5 billion VND.

After paying this amount, the subjects held a unit meeting and agreed to keep it off the books, not include it in the unit's accounting books, but use it to pay for expenses including: bonuses for individuals, New Year greetings, receiving guests, general activities of the unit, etc.

Thus, from 2016 to 2019, the defendants Le Van Binh, Hoang Minh Hung, and Thai Doan Hao, as accomplices, took advantage of their positions and powers, violated their official duties, and assisted Ho Dinh Minh (Director of Do Luong Construction Company) in creating fake construction records for 116 project items for the purpose of finalizing and withdrawing money for Do Luong Construction Company against regulations, causing a loss to the State budget of more than 3.5 billion VND.

Previously, on November 17, 2021, the Economic Police Department of Nghe An Provincial Police also served decisions to prosecute criminal cases, prosecute defendants, and execute temporary detention orders for 03 defendants including: Ho Dinh Minh, Thai Thi Vinh and Hoang Huu Son for the act of "Taking advantage of position and power while performing official duties" occurring at Do Luong Industrial Park.
