Resignation culture should be encouraged for those who have 'low confidence' rating from 2/3 of total National Assembly and People's Council deputies

(Baonghean.vn) - That was the opinion of Major General Tran Duc Thuan when discussing at Group 3, including the National Assembly Delegation of Nghe An, Bac Kan and Bac Lieu provinces, on the afternoon of May 30.

Chaired by comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An Province, Chairman of the People's Council of Nghe An Province, the National Assembly Deputies in the group discussed the draft Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Council (amended); the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Speaking at the discussion, Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, delegate of Nghe An Delegation highly agreed with the necessity of amending Resolution No. 85/2014/QH13 on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly, People's Councils to institutionalize Regulation No. 96-QD/TW dated February 2, 2023 of the Politburo on taking a vote of confidence in leadership and management positions and titles in the political system.

On that basis, Major General Tran Duc Thuan also expressed his opinions on a number of issues related to the principles of taking a vote of confidence and voting for confidence; especially on the basis of assessing the level of trust for the person being taken for a vote of confidence and voting for confidence.

The delegate said that the draft Resolution on taking a vote of confidence and voting for confidence in people holding positions elected or approved by the National Assembly or People's Council (amended) has clearly specified the contents that people who are subject to a vote of confidence must report, including reporting on performance results and declaring assets to the National Assembly Standing Committee.

However, based on the analysis, the subjects for whom the National Assembly and the Provincial People's Council will vote for confidence include those holding positions elected or approved by the National Assembly and the People's Council. Major General Tran Duc Thuan suggested that for those approved by the National Assembly and the People's Council, there should be additional reports from the direct management agency to promote the role and responsibility of the direct manager in assessing; in addition to the reports as prescribed in the draft Resolution.

Along with that, assuming that officials are now evaluated in many ways, accordingly all evaluation processes include opinions from the place of residence, the delegate of Nghe An delegation suggested that there should be comments from the place of residence on the subjects that the National Assembly and People's Councils vote for confidence in order to "both provide very specific information for National Assembly deputies to comment and evaluate closely; at the same time, through that, these officials can have regular and closer contact with the place of residence".

Regarding the provisions on consequences for those who are voted for, General Thuan commented that this draft has many innovations, specific and very clear. He also suggested that for those who are voted for, if 2/3 or more of the total number of National Assembly deputies and People's Council deputies rate them as "low confidence", they should be encouraged to resign; the process should not be carried out as stipulated in the draft, which states that "the agency or person with the authority to recommend that person for election or approval by the National Assembly or People's Council is responsible for submitting to the National Assembly or People's Council for dismissal at that session or the nearest session"; thereby encouraging a culture of resignation.

Discussing the above content, delegate Hoang Minh Hieu - Standing member of the National Assembly's Law Committee, delegate of Nghe An delegation said that in order for the vote of confidence and vote of confidence to be effective, information about the people who are voted for is the most important. On that basis, the delegate proposed the draft Resolution to add content assigning the National Assembly Standing Committee to synthesize information about the implementation of policy and law making work of those who are voted for a vote of confidence to have more information to help National Assembly deputies evaluate.

Regarding the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, delegate Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province highly agreed with the issuance of a new resolution to replace Resolution No. 54/2017/QH14 of the National Assembly on piloting specific mechanisms and policies for the development of Ho Chi Minh City, issued since 2017.

Believing that the issuance of a new Resolution on Ho Chi Minh City at this time is very necessary and appropriate; if it is delayed, many opportunities will be lost for the City to develop worthy of its role, position and responsibility assigned by the Central Government, the delegate of the Nghe An delegation suggested that new policies for Ho Chi Minh City need to be breakthrough, outstanding, significant, worthy; ensure feasibility and suitability with reality.

Along with that, the breakthrough mechanism needs to go hand in hand with the capacity, ability to manage, operate and control; ensuring transparency, spreading, and having a profound impact not only on Ho Chi Minh City, but also bringing positive effects to the region, area and the whole country; especially for provinces and cities with special mechanisms.

The delegate also said that it is necessary to strengthen decentralization and delegation of power, along with promoting responsibility; there needs to be a mechanism to strengthen people's supervision; a mechanism to protect and encourage those who are enthusiastic, dare to think, dare to do, dare to break through, dare to take responsibility; supplement regulations on strengthening supervision, inspection, and examination of implementation; especially the people's supervision mechanism, with the core role of the Fatherland Front and socio-political organizations, according to the principle: "The Party leads, the State manages, the Fatherland Front and socio-political organizations act as the core for the people to be the masters".

Delegate Vo Thi Minh Sinh also said: The conditions and rights of the people must be public and transparent; there must be specific regulations to increase people's consensus and minimize complaints and lawsuits from the people.
