The delegates summoned to attend the Congress include: Members of the Provincial Party Executive Committee, term XVIII (term 2015 - 2020) as ex-officio delegates; official delegates elected at the congresses of district, city, town party committees and party committees directly under the Provincial Party Committee for the term 2020 - 2025.

*BThe Command of Military Region 4 held a conference to announce Decision No. 49/QD-TTg dated June 24, 2020 of the Prime Minister and the PlanningAdjustment of Economic - Defense Zone(KT-QP) Ky Son, Nghe An province to 2020, orientation to 2025. After adjusting and expanding the planning, Ky Son Economic-Defense Zone, Nghe An has 12 communes in 3 districts of Ky Son, Que Phong and Tuong Duong, with a total area after planning adjustment of over 231,873 hectares, population of 9,911 households/48,226 people, of which over 99% are ethnic minorities.

*TVinh city (Nghe An) was recognized by UNESCO as a "city"global learning street". In a statement released on September 23, UNESCO said that Vietnam has two cities participating in the Global Network of Learning Cities (GNLC), along with 53 other cities from 27 countries. Accordingly, Vinh city (Nghe An) and Sa Dec city (Dong Thap) were recognized for their achievements as exemplary in applying lifelong learning at the local level.

*COn the afternoon of September 23, in Hung Nguyen district, the Standing Committee of Nghe An Provincial Youth Union coordinatedorganize a festival“Youth Union with Traffic Safety” with the theme “If you drink alcohol, do not drive”. In the series of activities of the festival, the Provincial Youth Union organized a visit to some locations where safe and civilized school gates were built and witnessed the installation of signs on self-managed roads in the districts of Hung Nguyen, Thanh Chuong, Yen Thanh, and Quynh Luu.

Vinh City Police (Nghe An) said that they have just prosecuted Uong Thi Trang (born in 1989), residing in Hung Loc Commune, Vinh City, and her younger sister Uong Thi Mai (born in 1993), residing in Hong Linh Town, Ha Tinh Province, for the crime of "Organizing and brokering for others to flee abroad" (according to Article 349, Penal Code 2015).
