Today, Nghe An province coordinated with the Ministry of Culture, Sports and Tourism to organize the Opening Program of the Nghe Tinh Vi and Giam Folk Song Festival 2023. This is an activity to celebrate the 10th anniversary of Nghe Tinh Vi and Giam folk songs being recognized by UNESCO as a representative intangible cultural heritage of humanity.

On behalf of the leaders of Nghe An province, I would like to send my best regards and best wishes to all delegates, distinguished guests and all people.

Throughout the history with many changes and ups and downs with the nation, in the life of production and labor, in the work of building and protecting the homeland, the people of Nghe Tinh have created and preserved a rich and diverse system of cultural heritage with many forms and genres imbued with the cultural identity of Nghe An.

Among them, Nghe Tinh folk songs with lyrical, mellow, and profound qualities are indispensable "spiritual food" in people's lives, contributing to forming and nurturing the character and soul of generations of Nghe An people.

Nghe Tinh Vi and Giam folk songs are intangible cultural heritage belonging to the folk performing art form, born from the labor production and daily life of the people, performed in many different spaces and times.

Because it was formed from daily life, each folk song of Vi and Giam truly and subtly expresses all aspects of material and spiritual life, cultural activities as well as thoughts and feelings of the people of Nghe An.

Over hundreds of years, the folk heritage of Vi and Giam has been passed down, inherited, supplemented, and created to better adapt to new environments, social circumstances, and historical conditions.

On November 27, 2014, Nghe Tinh Vi and Giam folk songs were recognized by UNESCO as a representative intangible cultural heritage of humanity, becoming the pride of the nation and the people of Nghe An and Ha Tinh provinces. This is an important milestone in preserving and promoting the value of Nghe Tinh Vi and Giam folk song heritage, raising the visibility of the domestic and international community for a heritage rich in identity of a cultural region.

Over the past decade, the government and people of Nghe An and Ha Tinh provinces have joined hands and hearts, constantly making efforts with many positive solutions to protect, raise awareness, and aim for diversity, dissemination, and practice of folk songs among all classes of people, demonstrating the aspirations and commitments of the government and community in protecting and promoting the value of the cultural heritage of Vi and Giam folk songs.

The quintessence of the intelligence, soul and character of the people of Nghe Tinh is crystallized in the cultural heritage of Vi and Giam folk songs, serving as the foundation and material for the creation of modern cultural values, and today, we have a meaningful and colorful Festival with the theme "Vi and Giam - Shining quintessence".

The Nghe Tinh Vi and Giam Folk Song Festival 2023 is a major cultural event with many unique cultural and sports activities and is a place to connect the quintessence and national cultural identities representing regions across the country to converge and harmonize on the land of Nghe An, a land of talented people.

The 2023 Nghe Tinh Vi and Giam Folk Song Festival opens a series of activities within the framework of the Festival, along with many other activities such as the Forum, Folk Songs of the Three Regions, Street Festival "Colors of Heritage"... will contribute to creating a colorful Vi and Giam Folk Song Festival with many beautiful sounds, introducing the quintessence of this special folk song to many domestic and international friends, contributing to preserving, promoting and strongly spreading the value of heritage in contemporary life.

The Nghe Tinh Vi and Giam Folk Song Festival is expected to be a unique cultural event of Nghe An, creating a mark to promote and turn cultural potential into a driving force for socio-economic development.

Through the Festival, Nghe An province hopes to turn this event into a large-scale cultural and tourism activity, aiming to build Nghe An cultural and tourism products and brands on the basis of traditional cultural heritage values; Promote exchange activities, create opportunities to connect cultural heritage with localities across the country; Strengthen the spirit of solidarity, cohesion and cooperation for mutual development.
