Deputy Secretary of the Provincial Party Committee: Promoting administrative reform in Party agencies
(Baonghean.vn) - Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu suggested that the advisory and support agencies of the Party Committee need to clearly identify administrative reform in Party agencies as an important task.
On the morning of May 11, the Standing Committee of the Provincial Party Committee held a Dialogue Conference with department-level managers and experts in the Provincial Agencies Bloc.
The conference was attended by comrades in the Provincial Party Standing Committee and 875 delegates leading departments and branches, including 764 comrades who were department-level managers at the direct point and 33 connection points at the grassroots level with more than 5,000 cadres, party members and experts of the Provincial Agencies Bloc via online form.
One of the key contents discussed and exchanged at the Dialogue Conference between the Standing Committee of the Provincial Party Committee and leaders of the Department level of the Provincial Agencies in 2023 is administrative reform and public ethics of cadres, civil servants and public employees.

Questioning the Standing Committee of the Provincial Party Committee, Comrade Hoang Minh Tuan - Head of the Import and Export Management Department, Department of Industry and Trade, asked: Some opinions say that, currently, the State administrative reform work has gradually changed positively, but administrative reform in the Party has not really received due attention, especially the application of information technology, digital transformation, and reduction of unnecessary procedures. Could the Standing Committee please tell us the solution to effectively deploy and implement the Party's administrative reform work?
Regarding this content, comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee affirmed: Administrative reform in the Party is of interest to the Party and the State (stated in Conclusion 82-KL/TW, dated August 16, 2010 of the Politburo on administrative reform innovation in the Party.

In fact, in recent times, the activities of Party agencies have undergone many innovations such as: systematically implementing the entire-term work program and regular work program, thematic work program; strongly innovating the organization of studying, grasping, and implementing resolutions; improving the way of organizing conferences, most important conferences are organized online.
Besides, according to comrade Hoang Nghia Hieu, there are still some problems: The number of documents and papers is large, some documents are not of high quality; the application of information technology and digital transformation in Party agencies is still limited and needs more attention.

According to the Deputy Secretary of the Provincial Party Committee, this situation stems from two reasons. Firstly, in the activities of the Party and Party agencies, there are many confidential documents as well as activities related to the application of information technology in Party agencies that must comply with the provisions of the Party Charter, the Politburo, the Central Secretariat, and the instructions of the Central Party Office, with strict requirements to ensure the confidentiality of Party information. Local Party committees are specified but must not reduce or violate the documents of the Central Committee.
Second, due to subjective reasons, the advisory bodies of the Party Committee have not paid due attention to actively and proactively proposing innovations in leadership methods and working methods and procedures in Party agencies. The application of information technology in document processing by Party agencies has not been consistent.
Orienting tasks in the coming time, the Deputy Secretary of the Provincial Party Committee suggested: Advisory and support agencies of the Party Committee need to clearly identify administrative reform in Party agencies as an important task.
In particular, it is necessary to promote responsibility, especially for leaders in applying information technology and digital transformation; pay attention to investing in digital technology infrastructure; promote the application of information technology in administrative reform to optimize work and information processing procedures.
