Building upon past achievements

The present-day Tan Chau commune was established by merging four former communes: Dien Phu, Dien Tho, Dien Loc, and Dien Loi. After the merger, Tan Chau commune has a natural area of ​​64.60 km² and a population of 33,073 people. The commune's Party Committee has 54 affiliated grassroots Party organizations with 1,672 Party members.

During the past term (2020 - 2025), despite facing many difficulties and challenges, with the spirit of unity and high determination of the entire political system, and the consensus of all strata of the people, the Party Committees of the communes before the merger into Tan Chau commune today have strived to overcome these challenges and focused on leading the successful implementation of the goals and tasks set forth in the congress resolution of the term.

The commune's agricultural sector has developed relatively comprehensively and is shifting in the right direction; it has focused on transforming the crop structure and applying scientific and technological advancements to production, while simultaneously enhancing product value. The average annual total food production reaches 37,390 tons. The New Rural Development Program has achieved many remarkable results; all four former communes have been recognized by the Provincial People's Committee as meeting the standards of new rural development, with Dien Loc commune achieving the advanced new rural development standard.

Industry and construction have experienced significant growth, expanding in scale and accounting for an increasingly higher proportion of the economic structure; the average growth rate of production value (at 2010 constant prices) for the period 2021-2025 is estimated at 17.41%.

During the past term, planning work received significant attention. Infrastructure systems were invested in and built, gradually meeting the requirements of socio-economic development. Simultaneously, the locality focused on coordinating and directing the compensation and land clearance work to accelerate the construction progress of key projects in the area, such as: Tho-Loc Industrial Park Area A (Phase 1) with a total area of ​​500 hectares (to date, land clearance has reached nearly 99% of the area); completing land clearance for the North-South expressway to ensure timely construction… Continuing to finalize investment and business procedures for the Tho-Loc Industrial Park Area B project with a total area of ​​250 hectares.

Small-scale handicraft industries such as garment making, carpentry, masonry, and welding have developed, creating jobs and stable incomes for thousands of workers. Trade and service activities have also developed quite well; total retail sales of goods and consumer services are estimated to reach approximately 1,200 billion VND in 2025, 1.8 times higher than in 2020.

The socio-economic infrastructure of the commune has been fundamentally and comprehensively invested in, moving towards modernization, creating a new breakthrough compared to the beginning of the term. Many key projects in transportation infrastructure, rural renovation and beautification, and the construction of cultural and sports facilities have been built in a synchronized and modern manner. To date, 100% of the inter-commune and inter-hamlet road system in the area has been concreted and asphalted, and the drainage system is being gradually completed.

Education, training, vocational training, and improving the quality of human resources have been effectively implemented. The scale and network of schools and classes are arranged and organized rationally. Currently, all 10 schools in the commune meet national standards, including 6 schools at level 2. Basic health protection, care, and improvement meet the needs of the people. The "All People Unite to Build a Culturally Rich Life" movement has been effectively implemented; cultural, artistic, and sports activities are regularly carried out. Poverty reduction and social security have achieved positive results. The poverty rate in the commune has decreased to 1.03%.

Party building and strengthening the political system have been prioritized; the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models, as well as the model of party group activities, have been effectively implemented; attention has been paid to the work of developing party members, with over 95% - 98% of party branches and over 94% - 98% of party members completing their tasks well or better each year. National defense and security are ensured, and the security and order situation in the area is stable; military recruitment consistently meets 100% of the target, and the quality is constantly improving.

Breaking through and rising to the top in the new phase.

After the merger, Tan Chau commune has expanded its development space; its large, diverse, and abundant natural area is favorable for agricultural and industrial development. In addition, the area is traversed by expressways, the North-South railway, the N2 road connecting to National Highway 1A, and will soon receive the North-South high-speed railway project. These are favorable conditions for Tan Chau to be identified as a key commune for industrial development, attracting many large-scale investment projects.

With the motto "Unity - Democracy - Innovation - Breakthrough - Development," for the 2025-2030 term, the Tan Chau Commune Party Committee sets the goal of building a civilized and modern commune; achieving rapid and sustainable economic development; gradually synchronizing and upgrading the infrastructure system; improving the material and spiritual lives of the people; maintaining national defense and security; strengthening the Party organization and political system; and enhancing the strength of national unity and the people's trust. The commune strives to become a basically industrially developed commune by 2030.

To realize these goals, the Tan Chau Commune Party Committee focuses on 5 key tasks, 3 breakthroughs, and 5 main groups of solutions. These include: continuing to strengthen the building and rectification of the Party and political system to ensure its purity, strength, efficiency, smooth operation, and effectiveness; focusing on digital transformation, building and developing e-government and digital government; promoting administrative reform, especially the reform of administrative procedures; building a proactive, professional, and modern administration; strengthening investment attraction; actively mobilizing and effectively utilizing all resources to build and develop a synchronous and modern infrastructure to meet development requirements; and building and developing Tan Chau commune in a holistic manner, ensuring close linkages with other communes in the province.

Furthermore, Tan Chau commune focuses on the comprehensive development of socio-economic sectors, with a clear focus and priorities; developing industries, trade, and services. Emphasis is placed on developing science and technology, promoting innovation and digital transformation; and improving the quality of education and training. The commune has completed the task of preparing and submitting for approval the general construction plan, regional spatial development plan, and land use plan for Tan Chau commune, ensuring they align with provincial and national planning orientations, are consistent with the actual situation, and are aligned with socio-economic development, security, and national defense orientations to ensure consistency in implementation.

Tan Chau also aims to effectively implement resolutions, programs, plans, projects, and models on education and training. It strives to have 100% of schools meet National Standards Level 2 by the end of the term. It will promote a civilized lifestyle, aiming for the commune to achieve the "Advanced New Rural Area" standard; creating strong changes in the "All People Unite to Build a Culturally Rich Life" movement, linked to the nationwide movement for building new rural areas and creating united, harmonious, secure, safe, prosperous, and happy residential areas...

Building upon the glorious revolutionary tradition, the tradition of diligent and creative labor, and the strength of national unity, the Party Committee, government, and people of Tan Chau commune are determined to overcome difficulties and challenges, striving to comprehensively achieve all goals and tasks in the 2025-2030 term. They aim to build Tan Chau into a developed commune of Nghe An province, contributing to the nation's efforts to build and firmly defend the Fatherland, for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization."
