There are 5 important functional subdivisions on the route.

The detailed construction planning project at a scale of 1/2000 for Vinh - Cua Lo Boulevard and both sides of Vinh - Cua Lo Boulevard is sponsored and consulted by BRG Group.

The project aims to specify the orientations for adjusting the general planning of Vinh City to 2030, with a vision to 2050, approved by the Government in Decision No. 52 dated January 14, 2015.

Planning the functional structure along the entire route to form a modern Vinh - Cua Lo boulevard architectural space axis, contributing to accelerating the urbanization process of the Vinh - Nghi Loc - Cua Lo area.

The 11.2 km long Vinh – Cua Lo connecting avenue passes through the wards and communes of Nghi Duc, Nghi Phu, Nghi An (Vinh city); Nghi Phong, Nghi Xuan (Nghi Loc) and Nghi Hoa, Nghi Huong (Cua Lo town) with a vision of planning to develop a green, tourist, smart and friendly urban area.

Regarding the planning scheme, the urban space will have 5 sub-zones, each sub-zone will have its own function. Specifically: Gateway center, arranging the works: Central square, train station, urban administrative center, tourist information center, exhibition, bank, sports, housing.

Second, the research and development center, arranges works such as research and development center, commercial center, office, housing, office and commercial buildings.

The third center includes housing and education; the fourth is sports and entertainment; and the fifth is tourism and entertainment.

Regarding the traffic plan, in addition to the main road axis, the tramway will be arranged to run in the green belt between the routes, quickly connecting Vinh with Cua Lo, and stations will be arranged in the center of the areas to connect the entire route. In the future, research will be done to develop to the West to connect with the national high-speed railway station. The cross-roads will comply with the approved master plan of Vinh City and will be harmoniously connected with the existing routes.

Expressing satisfaction with the planning ideas, especially the system of metro stations, the planning of Vinh - Cua Lo Boulevard and both sides of the boulevard to promote the development of surrounding areas in line with the development trend. Standing Deputy Secretary Nguyen Xuan Son asked the consulting unit to clarify the sidewalk planning and the resolution of conflicts between traffic intersections on the boulevard.

Some opinions suggested that the consulting unit should pay attention to the transition of landscape space, connecting existing residential areas with new planning areas that need to have a transition; on the use of infrastructure, especially water supply, drainage, wastewater treatment systems, the use of regulating lakes in project planning as well as traffic organization plans.

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed his agreement with the idea of ​​the urban development planning project along Vinh - Cua Lo urban area, creating momentum for socio-economic development.

Emphasizing that to realize the project planning idea into reality, there is still a large amount of work to be done, the Provincial Party Secretary requested the Provincial People's Committee to direct the Department of Construction to preside over the appraisal and completion of the Vinh - Cua Lo Boulevard planning project in 2018.

The Provincial Party Secretary hopes that BRG Group will continue to support the province in the process of completing the planning and realizing some projects in the planning. At the same time, connect to help the province attract large domestic and foreign enterprises and investors to soon realize this planning project.

"After the project is approved by the Provincial People's Committee, the Provincial Party Standing Committee will issue a Resolution to manage the planning and implementation of the project," affirmed Provincial Party Secretary Nguyen Dac Vinh.
