Rules of the online contest Learning about administrative reform of Nghe An province in 2023

(Baonghean.vn) - The People's Committee of Nghe An province has just issued a decision to promulgate the Rules of the Online Contest "Learning about administrative reform" in Nghe An province in 2023; the contest will take place from May 22, 2023 to June 19, 2023 at https://thitructuyen.nghean.gov.vn.

I. CONTESTANTS AND ELIGIBLE CANDIDATES

1. Contestants

- Compulsory contestants: Cadres, civil servants, public employees, and workers in agencies and units located in the province (including central agencies organized vertically in the province), except for cadres, civil servants, public employees, and workers working in border areas, islands, and particularly difficult areas without internet connection (The Organizing Committee will synthesize, evaluate, and commend units that actively participate and criticize and remind units with low quantity and quality of participation in the contest).

- Encouraged participants: Vietnamese citizens currently living, working, studying in Nghe An province or citizens with permanent residence in Nghe An who are living, studying, working in other localities in Vietnam.

- Subjects not allowed to participate in the contest: Members of the Organizing Committee, Support Team, Test Creation Team, Test Evaluation Team, technical staff of the multiple-choice test software system.

- Age to participate in the contest: Contestants must be 15 years of age or older

2. Eligible candidates

- Eligible candidates to participate in the contest: Candidates who fully and accurately fill in the information required by the Organizing Committee when registering to participate in the contest.

- Eligible candidates to receive the prize: The prize-winning candidate must present documents (ID card or citizen identification card) proving that he/she is the candidate who participated in the test on the multiple-choice test software. Specifically, the information of the prize recipient must match the information the candidate declared when registering to take the online multiple-choice test.

In case the candidate who comes to receive the prize cannot prove that he/she participated in the exam, the Organizing Committee has the right to refuse to award the prize.

In case the contestant cannot come to receive the prize, he/she can authorize another person to receive it on his/her behalf. The authorized person must present the winner's documents (ID card or CCCD) to prove that the winner is the winner announced by the Organizing Committee and the authorization letter. The authorization letter must be confirmed by the agency or unit where the winner studies or works or confirmed by the People's Committee of the commune where he/she resides.

II. EXAM FORMAT

Weekly test on software at addresshttps://nghean.gov.vn, or access the Provincial Electronic Information Portal at: https://nghean.gov.vn, go to the section "Learn about administrative reform", follow the instructions to complete the test and send it to the Organizing Committee of the contest. The contest will be held for 4 weeks, with the results finalized once a week.

The Organizing Committee will post the Question and Answer Set on the online contest section "Learn about administrative reform" on the Provincial Electronic Information Portal before the exam date for candidates to study before taking the exam (Weekly exam questions will be taken from this Question Set).

1. Exam method

Each candidate logs into the software system to take the exam, the computer will randomly select a set of 15 questions (in the Question Set) for the candidate to answer; each question will have 03 answers, of which 1 is correct; each question is equivalent to 1 (one) point. At the same time, the candidate will answer 1 additional question given by the Organizing Committee. The candidate's test time is 20 minutes.

Candidates follow the steps below to answer the questions of the Organizing Committee.

Step 1:Candidates access the Provincial Electronic Information Portal at the addresshttps://nghean.gov.vnGo to the online contest section "Learn about administrative reform" or access the contest software at:https://thitructuyen.nghean.gov.vn.

Step 2:Register for a contest account: Fill in the required personal information, including:

- Required information to be filled in includes: Username, password, full name of the contestant, date of birth, gender, residential address, place of residence, study or work.

- Optional information includes: ID card number or Citizen ID card number, contact phone number, email. Each contest account is used throughout the contest.

If you want to register another account, repeat Step 2, but only change the information in the "Username" section to avoid duplication with the registered account. Other sections (password, full name, date of birth, gender, residential address, place of study or work...) should be kept the same to ensure the accuracy of the candidate's information. Each candidate is encouraged to use only one exam account for convenience in looking up exam results.

Step 3:Take the test: After successfully registering for a test account, candidates click on the “take the test” button to start taking the test. Candidates answer the questions by choosing one option (the candidate thinks is correct) from the options provided by the Organizing Committee. After each answer, candidates must click on the “Save answer” button to save the answer of that question and move on to another question. If they want to change the answer, candidates must return to that question, choose another answer and click on the “Save answer” button.

Step 4:Predicting results: After finishing answering the questions, candidates will answer a sub-question to predict the number of people who answered all the questions correctly in that week in the section "In your opinion, how many people answered all the questions correctly in this week?".

Step 5:End of test: After predicting the number of correct answers, to complete the test, the candidate clicks on the "End test" button to complete the test. After clicking the end test button, the test results and the candidate's predicted number will be transferred to the Organizing Committee's database.

In case the candidate does not click the "End test" button, when the test time is up (20 minutes), the test results will still be transferred by the multiple-choice test software to the Organizing Committee's database.

In case the candidate runs out of time (20 minutes), the computer will automatically stop the candidate's test, the candidate's test results will be transferred to the Organizing Committee's database and there will be a notification "End of test time". The prediction number of this test will be set to 0 (zero).

2. Number of entries and basis for award consideration

- During each contest week, each person can participate multiple times, there is no limit to the number of times they can participate.

- The Organizing Committee will base on statistical data on the software system database as the basis for award consideration, specifically:

+ The contestant who answers all questions correctly and has the correct or closest guess for the sub-question will win first prize. In turn, those who answer all questions correctly and have the next closest guess will be considered for second, third, and consolation prizes.

+ In case there are many candidates (2 or more) who answer all the questions correctly and have the same number of predictions, the Organizing Committee will base on the time it takes to complete the test, and the time the test arrives at the Organizing Committee, the Organizing Committee will decide that person will win the prize (equal rank).

-The candidate's prediction of the number of people who answered all questions correctly in a week is regardless of whether it is above or below the data extracted by the system.

- If a prize-winning candidate is found to have cheated during the exam (someone took the exam for them, took the exam for them, or took the exam for someone else), the Organizing Committee will not recognize the prize.

3. Contest duration

- Contest start and end time:The competition starts at 08:00 on 22/05/2023 (Monday) and ends at 08:00 on 19/06/2023 (Monday).

- Weekly test time:Calculated from 08:00 Monday this week and ending at 08:00 Monday next week (the time the Organizing Committee's server receives the exam and closes the time to end receiving the exam each week).

III. CONTEST PRIZES

1. Individual award

Each week there are 16 prizes including:

- 01 First Prize: Certificate of Merit from the Provincial People's Committee Chairman with a bonus of 2,000,000 VND.

- 02 Second Prizes: Certificate of Merit from the Organizing Committee with a bonus of 1,500,000 VND

- 03 Third Prizes: Certificate of Merit from the Organizing Committee with a bonus of 1,000,000 VND

- 10 Consolation Prizes: Certificate of Merit from the Organizing Committee with bonus of 500,000 VND.

In addition, the number of prizes may increase in case there are many candidates winning the same prize.

In a competition week, if a contestant wins multiple awards, he/she will only receive 01 (one) highest award.

2. Collective solution

- Weekly contest:

At the end of each competition week, the Organizing Committee will decide on 1 unit to win the weekly competition prize. The weekly competition prize is for the unit with the most participants, the highest percentage of participants in the total number of people in the unit, the highest quality of the exam and the most awards in the week. The weekly competition prize will be awarded a certificate of merit from the Organizing Committee along with a prize of 1,000,000 VND. Each unit will only be considered to win the weekly competition prize once out of 4 competitions.

- End of contest:

At the end of the competition, the Organizing Committee will decide to award 5 collective prizes to units with the highest number of participants, high percentage of participants over the total number of people in the unit, high quality of the exam and the most awards over 4 weeks of competition. Collective prizes will be awarded a Certificate of Merit from the Chairman of the Provincial People's Committee with a bonus of 3,000,000 VND/prize (three million VND).

IV. RESOLUTION OF PETITIONS, COMPLAINTS AND ACCUSATIONS

Within 7 days from the date the Organizing Committee announces the results on the Provincial Electronic Information Portal, if contestants and organizations (for collective awards) have any suggestions, complaints or denunciations about the contest results, please contact directly the Administrative Reform Department - Nghe An Department of Home Affairs (standing agency of the Organizing Committee, phone number: 02383.592869 or address).[email protected]to be considered and responded to; after the above deadline, the Organizing Committee will not resolve.

Complaints and denunciations related to the contest will be resolved according to the provisions of these Rules and according to the provisions of law on complaints and denunciations.

V. ANNOUNCEMENT OF RESULTS AND AWARDING

The Organizing Committee of the competition is responsible for announcing the results and organizing the award ceremony.

The weekly multiple-choice test results will be updated on the Provincial Electronic Information Portal no later than 02 (two) days from the end of the test week. In case of verification of test results or cheating in the test, the time to announce the results may be extended to a maximum of 7 (seven) days.

After 4 weeks of organizing the contest, the Organizing Committee will advise the Provincial People's Committee to organize a summary and award prizes to individuals and groups that win prizes. The summary and award schedule will be announced on the Provincial Electronic Information Portal at https://nghean.gov.vn and directly notified to the winners by phone (or by email; via postal service).

For contestants or authorized persons who come from far away to receive the prize, the Organizing Committee will base on the travel distance to support the round-trip ticket and accommodation according to current regulations.

For candidates who cannot come to receive the prize, the Organizing Committee will keep the prize for 30 days from the date of awarding. After the above deadline, if the candidate does not come to receive the prize or does not authorize another person to receive the prize, the Organizing Committee will not award the prize and the prize will be confiscated to the State budget.

VI. IMPLEMENTATION ORGANIZATION

The Organizing Committee of the contest and related organizations and individuals are responsible for implementing these Rules.

During the implementation process, if any content arises, the Organizing Committee of the contest will adjust and supplement accordingly.
